Many pressing environmental issues
Delegates of the Provincial National Assembly Delegation expressed their agreement and high appreciation for the monitoring results of the XV National Assembly Monitoring Delegation. The monitoring report objectively reflects the current state of environmental protection, points out many shortcomings and proposes a series of practical recommendations that resonate with voters and people nationwide. According to Report No. 69/BC-MTTW-DCT of the Presidium of the Central Committee of the Vietnam Fatherland Front, environmental pollution is still a burning issue, causing loss of aesthetics and directly affecting public health. Voters hope that the Party and State will continue to improve the legal system, strengthen state management and strictly handle environmental violations.
The implementation of the Law on Environmental Protection in 2020 shows that, in addition to positive changes, there are still many difficulties and shortcomings. Specifically, the issuance of detailed regulations on infrastructure investment for classification, collection, transportation and treatment of domestic solid waste is slow and unsynchronized. The infrastructure for collecting and treating agricultural waste in many places does not meet the requirements. The treatment of waste from production, livestock and aquaculture is fragmented and ineffective.
In particular, plastic waste remains a major challenge. Although many propaganda campaigns have been deployed, changing usage habits still faces many obstacles. Currently, the country generates about 3.1 million tons of plastic waste each year, but only about 20% is recycled. Experts say that the participation of manufacturers, collection - recycling systems and supply chains is needed, not just propaganda to change awareness. Modern household waste treatment technology is rarely applied due to high costs and difficulty in appropriate transfer. Many localities still mainly bury waste (accounting for nearly 60%), while some landfills are overloaded and polluted but are slow to be remediated, causing frustration among the people.
Institutional synchronization
Speaking at the discussion session, comrade Tran Thi Thanh Huong - Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, Chairman of the Provincial Vietnam Fatherland Front Committee said: "The classification and treatment of waste at source needs to be approached synchronously, comprehensively and with a clear roadmap. It cannot be implemented "one-way" but must be carefully prepared in terms of infrastructure, technology, financial mechanisms, sanctions and support policies suitable to the characteristics of each locality".
Based on voters' opinions, the An Giang Provincial National Assembly Delegation recommended that the Government, central ministries, branches and the National Assembly Supervisory Delegation supplement a number of key contents. Firstly, it is necessary to build a synchronous system of institutions and policies on taxes, fees and charges, and at the same time have strict sanctions that are strong enough to deter violations. Localities need to review environmental protection planning, especially waste collection and treatment areas to reduce overload and overcome pollution at temporary landfills. "Avoid the situation of collecting and treating waste in one place, but in another place people have to suffer, have to live next to "mountain-high" landfills, live in a polluted environment and regularly affect their health", emphasized comrade Tran Thi Thanh Huong.
Second, it is necessary to supplement regulations on the responsibility of manufacturers and importers in the collection and recycling of products and packaging, especially chemical packaging and pesticides. This will both contribute to reducing pollution and improving the efficiency of agricultural production. Third, investment in infrastructure and waste treatment technology must be appropriate to the characteristics of each locality. Ministries and branches need to study models and determine specific technical standards to support localities in transferring appropriate technology, avoiding wasted investment in conditions of limited resources.
Mobilizing resources to protect the environment
Deputy Head of the National Assembly Delegation of An Giang Province, Ly Anh Thu, said that solving environmental problems is not only the responsibility of the State but also requires the cooperation of the whole society. The State needs to have mechanisms and policies to strongly encourage and attract socialized resources, especially from the private sector, in investing in infrastructure for collecting and treating wastewater and solid waste.
The delegate proposed: “First of all, consider environmental protection technical infrastructure as essential infrastructure, prioritized in the medium-term public investment portfolio, linked to the development targets of each locality. Second, the Ministry of Finance needs to review slow-progressing environmental infrastructure projects to remove difficulties in capital, land fund, and planning; at the same time, create a special mechanism to attract private investment. Third, for completed projects, there should be a mechanism for regular operation and supervision, encouraging the application of advanced technology, and assigning them to professional or private units for management, avoiding the situation of “shelving” due to lack of funding. Fourth, include environmental public investment targets in the criteria for assessing the management and operational capacity of heads of ministries, branches, and localities, creating motivation to promote serious and effective implementation.”
With the motto of “economic development associated with environmental protection”, An Giang identifies environmental protection as a regular and long-term task, contributing to ensuring the quality of life of the people, aiming at the goal of sustainable development and realizing international commitments on emission reduction and climate change response. The opinions and recommendations of the Provincial National Assembly Delegation at this session demonstrate the spirit of initiative, responsibility and determination to accompany the National Assembly and the Government in perfecting policies and laws on environmental protection.
