National Steering Committee for Natural Disaster Prevention and Control inspects in Lao Cai

On July 11, the National Steering Committee for Natural Disaster Prevention and Control led by Lieutenant General Nguyen Trong Binh, Deputy Chief of the General Staff of the Vietnam People's Army, Permanent Vice Chairman of the National Committee for Natural Disaster Response and Search and Rescue, Deputy Head of the National Steering Committee for Natural Disaster Prevention and Control inspected natural disaster prevention and control work in Lao Cai .

The delegation included: Major General La Dai Phong, Deputy Director of the Department of Search and Rescue, General Staff, Ministry of National Defense ; Major General Dinh Manh Phac, Deputy Commander of Military Region 2; members of the National Command Board for Disaster Prevention, Control and Search and Rescue.

Receiving and working with the delegation of the National Steering Committee for Natural Disaster Prevention and Control were comrades Nguyen Trong Hai, member of the Provincial Party Standing Committee, Vice Chairman of Lao Cai Provincial People's Committee; comrades who are members of the Provincial Steering Committee for Natural Disaster Prevention and Control and Search and Rescue.

The report at the working session of the Provincial Steering Committee for Natural Disaster Prevention, Control and Search and Rescue (PCTT and TKCN) stated: In 2022, the province experienced 27 natural disasters, including 5 severe cold spells; 22 heavy rains, with total economic losses of more than 125 billion VND. From the beginning of 2023 to now, the weather in the province has been very complicated, unpredictable, and extreme, with 12 natural disasters, causing many losses in terms of human life, property, and crops, with a total loss of more than 773 billion VND.

Lao Cai province has paid special attention to overcoming the consequences and rebuilding after natural disasters. The province has arranged for the integration of capital sources to upgrade, repair, support, invest, overcome the consequences and rebuild after natural disasters in 44 projects/works with a budget of 86.8 billion VND. All funds supported by the Prime Minister have been used for the right purposes and for the right subjects.

The report also assessed the provincial-level disaster prevention and control work according to the set of indicators issued in Decision 09/QD-TWPCTT dated January 15, 2022 of the Head of the National Steering Committee for Natural Disaster Prevention and Control; the results of implementing the "4 on-site" motto, building, consolidating and improving the capacity of the commune-level disaster prevention and control shock force according to Directive 18/CT-TTg dated July 9, 2021 of the Prime Minister and implementing criterion 3.2 "Ensuring sufficient conditions to meet people's living requirements and regulations on on-site disaster prevention and control in new rural construction". Communication, dissemination of laws, raising public awareness of disaster prevention and control and implementing the Project "Raising public awareness and community-based disaster risk management by 2030" issued with Decision 553/QD-TTg dated April 6, 2021. Organize, implement collection and use of the PCTT Fund according to Decree 78/2021/ND-CP dated August 1, 2021 of the Government.

At the meeting, Lao Cai province requested the Working Group to report and propose to the Government, the Prime Minister, ministries and central branches to support the province in implementing the project to urgently relocate residents out of the landslide area of Chung Chai B village, Muong Khuong town, Muong Khuong district, with a scale of 23 households and an estimated cost of 30 billion VND.

Support Lao Cai province with funding to repair 6,355 hectares of crops affected by heat and water shortages, with a cost of more than VND 11 billion. Amend or issue a decree to replace Decree 02/2017/ND-CP dated January 9, 2017 of the Government on mechanisms and policies to support agricultural production to restore production in areas damaged by natural disasters and epidemics because the support level is too low and not suitable to reality.

Issue a decision to replace Decision 01/2016/QD-TTg dated January 19, 2016 of the Prime Minister on the mechanism and process of financial support for localities to overcome the consequences of natural disasters; Decision 37/2019/QD-TTg dated December 27, 2019 amending and supplementing a number of articles of Decision 01/2016/QD-TTg dated January 19, 2016 of the Prime Minister on the mechanism and process of financial support for localities to overcome the consequences of natural disasters because it has expired.

Support vehicles and equipment for responding to incidents, natural disasters, and search and rescue for Lao Cai province, including ST boats of all kinds; concrete drilling machines; equipment for searching for victims using sound and images...

Instruct localities to improve and consolidate the organizational structure of the Standing Office of the Provincial Steering Committee for Disaster Prevention and Control and Search and Rescue. Currently, there is no document guiding the structure, organization, functions, tasks and powers of the Standing Office of the Provincial Steering Committee for Disaster Prevention and Control and Search and Rescue.

Through assessing the level of natural disaster risk for different types of natural disasters in the province, Lieutenant General Nguyen Trong Binh, Deputy Chief of the General Staff of the Vietnam People's Army, Permanent Vice Chairman of the National Committee for Natural Disaster Response and Search and Rescue, Deputy Head of the National Steering Committee for Natural Disaster Prevention and Control, highly appreciated the proactive implementation of natural disaster prevention and control work in Lao Cai province. At the same time, he pointed out the current difficulties facing the province and suggested updating and developing short-term and long-term plans for areas at risk of landslides.

Lieutenant General Nguyen Trong Binh requested that the Steering Committee for Natural Disaster Prevention and Search and Rescue at all levels of Lao Cai province continue to closely follow the instructions from above; based on the situation of the population and the area, proactively develop plans, prepare well human resources and equipment to be ready to respond to possible natural disasters. Localities need to regularly update the Government's policies to promptly support areas damaged by natural disasters; continue to promote the "4 on-site" force, minimizing the damage caused by natural disasters...

Regarding some recommendations and proposals of Lao Cai province on natural disaster prevention and control, Lieutenant General Nguyen Trong Binh assigned the competent agencies of the National Committee for Incident and Disaster Response and Search and Rescue to study, advise, and have mechanisms and solutions to promptly and appropriately support localities in accordance with regulations.

Receiving the instructions of the Deputy Head of the National Steering Committee for Natural Disaster Prevention and Control, Comrade Nguyen Trong Hai, Vice Chairman of Lao Cai Provincial People's Committee affirmed: In the coming time, the province will continue to pay attention to the work of perfecting the command committees for natural disaster prevention and control at all levels, assigning specific tasks to members; strengthening information, propaganda and forecasting work; implementing well the "4 on-site" motto to serve timely rescue, minimizing damage caused by natural disasters.
