TPO – The Prime Minister has requested the People's Committees of provinces and cities in the Mekong Delta region where expressway projects pass through to accelerate progress and hand over all land for the projects this July; and to complete the licensing of sand mines for full exploitation by August.

The Government Office has just announced the conclusions of Prime Minister Pham Minh Chinh following his working trip and meetings with ministries and localities on resolving difficulties and obstacles for key transportation projects in the Mekong Delta region, Ho Chi Minh City, and related provinces.

According to the announcement, to date, in addition to the achievements made, the implementation of the projects still faces some limitations, shortcomings, and continues to encounter difficulties and obstacles. Land clearance work has not been fully completed in some projects, and if it is not resolved definitively in July, it will significantly affect the progress of the projects.

In some areas, the management and coordination of landfill materials supply is cautious and untimely, causing shortages and delaying project implementation. In other areas, management is lax and not strict enough, leading to violations that require disciplinary action.

The Prime Minister noted that the Mekong Delta region must strive to complete approximately 600km of expressways, responding to and effectively implementing the emulation movement "500 days and nights of intensive effort to successfully complete expressway projects," to celebrate the Party Congresses at all levels, leading up to the 14th National Party Congress; the 80th anniversary of the founding of the country; and the 50th anniversary of the liberation of the South and the reunification of the country. The early completion of expressway projects will make a significant contribution to socio-economic development…

The Prime Minister requested the chairmen of the People's Committees of the provinces and cities of Dong Thap, An Giang, Can Tho, Hau Giang, Bac Lieu, Soc Trang, and Ca Mau to direct relevant departments and localities to accelerate progress and hand over all land for expressway projects in their areas by July.

Specifically, Kien Giang province needs to complete the procedures and hand over the entire land area for the Ho Chi Minh Highway project, specifically the Rach Soi – Ben Nhat and Go Quao – Vinh Thuan sections. Tien Giang province must hand over the land area for component project 2 of the Cao Lan – An Huu expressway before September 30th.

Regarding construction materials, the Prime Minister requested the Minister of Transport to take the lead, and the Minister of Natural Resources and Environment to continue supporting and guiding localities with sources of sand for road embankment (An Giang, Dong Thap, Vinh Long, Tien Giang, Ben Tre, Soc Trang, etc.) to urgently grant licenses, extend exploitation periods, and increase mine capacity to meet project deadlines.

During the process, avoid imposing regulations that hinder or obstruct sand supply, delay progress, or increase project costs. Complete all sand mining permit procedures in July to allow for full sand mining operations in August.

The Chairpersons of the People's Committees of An Giang, Kien Giang, Dong Nai, Binh Duong, Binh Phuoc, Tay Ninh, and Ba Ria - Vung Tau provinces are urged to promptly grant licenses and increase the mining capacity of stone quarries to serve expressway projects, including expressways in the Mekong Delta region, upon request from investors…
