
The Decision applies to state management agencies on science , technology, innovation and digital transformation; specialized state management agencies related to science, technology, innovation and digital transformation activities in Vietnam.
46 evaluation criteria
The set of criteria includes 46 criteria divided into 04 main groups, used as a basis to evaluate the effectiveness of science, technology, innovation and digital transformation activities for socio-economic development at the national level.
Specifically, the criteria groups include:
- Input criteria group (2 criteria):
(1) Human resources in science, technology, innovation and digital transformation;
(2) Investment in science, technology, innovation and digital transformation.
- Result criteria group (10 criteria), including:
+ Evaluation of scientific and technological research results and innovation (6 criteria):
(1) Number of Vietnamese articles published in science and technology journals;
(2) Number of applications for patents and utility solutions of organizations and individuals Vietnam;
(3) Number of patents and utility solutions granted to Vietnamese organizations and individuals;
(4) Number of applications for protection of plant varieties, livestock and aquatic products by Vietnamese organizations and individuals;
(5) Number of plant, animal and aquatic variety protection certificates of Vietnamese organizations and individuals;
(6) Number of people trained through science and technology tasks;
+ Evaluation of transfer and application results (4 criteria):
(7) Rate of inventions, utility solutions, plant varieties, livestock and aquatic products applied and transferred;
(8) Transfer value of inventions, utility solutions, plant varieties, livestock and aquatic products;
(9) Number of technology transfer contracts registered and licensed;
(10) Value of registered and licensed technology transfer contracts.
- Effective criteria group (5 criteria), in there:
+ Evaluation of economic efficiency (3 criteria):
(1) Contribution ratio of science, technology, innovation and digital transformation in GDP;
(2) Contribution ratio of science, technology, innovation and digital transformation to GDP growth;
(3) Average labor productivity growth rate;
+ Evaluation of business effectiveness (2 criteria):
(4) Proportion of revenue from new products;
(5) Management and operating cost ratio is reduced thanks to digital transformation.
- Impact criteria group (29 criteria), including:
+ Economic impact assessment (7 criteria):
(1) Proportion of digital economy in GDP;
(2) Proportion of added value of digital economy in GDP;
(3) Added value of products of economic sectors contributing to GDP;
(4) Total revenue of organizations and enterprises operating in high-tech zones, high-tech agricultural zones, and concentrated digital technology zones;
(5) Proportion of high-tech product export value in total goods export value;
(6) Export value of information technology industrial products;
(7) Revenue from services in the fields of science, technology, innovation and digital transformation;
+ Assessment of social and environmental impacts (10 criteria):
(8) Proportion of workers working in enterprises and organizations operating in the fields of science, technology, innovation and digital transformation;
(9) Percentage of people with access to lifelong learning opportunities;
(10) Percentage of administrative units applying smart monitoring and management systems;
(11) The level of digitization of ethnic cultural resources;
(12) Level of innovation in promoting national cultural values;
(13) Percentage of medical facilities applying digital technology in medical examination and treatment;
(14) 5G mobile broadband network coverage rate per population;
(15) Rate of non-cash payment transactions;
(16) The proportion of renewable energy in the energy consumption structure;
(17) Number of environmental technologies applied.
+ Assessment of governance and public service impact (8 criteria):
(18) Rate of activation of electronic identification accounts for people;
(19) Number of VNeID accounts of organizations and individuals;
(20) Rate of online public services;
(21) Percentage of people using online public services on the National Public Service Portal;
(22) People's satisfaction with online public services;
(23) Percentage of online applications completed;
(24) Number of transactions via the National Data Sharing and Coordination Platform (NDXP);
(25) Number of digital signature certificates issued;
+ Comprehensive impact assessment (4 criteria):
(26) E-Government Development Index;
(27) Global Cybersecurity Index;
(28) Global Innovation Index (GII);
(29) Human Development Index (HDI).
The Ministry of Science and Technology shall preside over and coordinate with ministries, ministerial-level agencies, government agencies, and People's Committees of provinces and cities to collect and synthesize information and data for calculation and assessment of the effectiveness of science, technology, innovation and digital transformation for socio-economic development; report to the Prime Minister periodically every year or suddenly when requested.
Ministries, ministerial-level agencies, government agencies, People's Committees of provinces and cities, based on their functions, tasks and assignments under this Decision, shall organize the collection and synthesis of information and data to serve the calculation of relevant indicators; send the results to the Ministry of Science and Technology before April 15 every year. At the same time, apply the set of criteria issued under this Decision to evaluate the effectiveness of science, technology, innovation and digital transformation in accordance with the characteristics of the industry, field and locality.
This Decision comes into force from the date of signing and promulgation (October 13, 2025).
