Issuing the 2025 Plan of the Steering Committee of the Ministry of Culture, Sports and Tourism on science and technology development, innovation, digital transformation, administrative reform and Project 06

The objective of the Plan is: To fully identify tasks, products, and work progress to focus on directing units under the Ministry to implement goals, tasks, and solutions for science and technology development, innovation, digital transformation, administrative reform, and implementation of Project 06.

Improve the quality of direction, management and responsibility of heads of units under the Ministry in developing science, technology, innovation, digital transformation, administrative reform and Project 06 of the Ministry of Culture, Sports and Tourism.

Continue to improve and enhance the quality of building a system of legal documents in the fields of culture, sports and tourism in line with the goals and requirements of administrative reform.

At the same time, promote the application of information technology, digital transformation and the application of scientific and technological advances to promote the completion of the construction and development of e-Government and digital Government, contributing to improving productivity and operational efficiency; improving the quality of public service provision for people and organizations.

The plan requires close adherence to the content and requirements for implementing goals, tasks and solutions for science and technology development, innovation, digital transformation, administrative reform and implementation of Project 06 at units under the Ministry.

Closely coordinate in implementing tasks, projects and plans; enhance the responsibility of unit leaders, cadres, civil servants and public employees in performing assigned duties and tasks; strengthen direction and coordination between agencies and units under the Ministry in performing tasks, ensuring progress, quality and efficiency.

Promote the responsibility of members of the Steering Committee of the Ministry of Culture, Sports and Tourism on science, technology development, innovation, digital transformation, administrative reform and Project 06 (Steering Committee 934), the Sub-committees assisting Steering Committee 934; promote the role of the standing units of the Sub-committees in organizing and implementing assigned tasks; improve the effectiveness of coordination work, ensure connectivity and integration of activities.

The implementation of tasks and solutions of the Plan is associated with the urging and inspection of the implementation of strategies, programs, mechanisms, policies, projects, plans, and solutions on science and technology development, innovation, digital transformation, administrative reform, and the implementation of Project 06.

The plan to implement specific tasks of the Subcommittees assisting Steering Committee 934 is as follows: Task group on administrative reform; Task group on science, technology and innovation development; Task group on building e-Government, digital Government, digital transformation and Project 06.

  Approve the list of members and functions and tasks of the Working Group to implement Project 06; administrative procedure reform, digital transformation associated with Project 06

Members of Steering Committee 934, based on their assigned tasks and powers, shall perform their work according to Article 3 of Decision No. 934/QD-BVHTTDL dated April 4, 2025 of the Minister of Culture, Sports and Tourism to direct, urge, inspect and supervise the performance of tasks of the unit they are assigned to preside over, ensure progress and product quality, and coordinate to complete assigned tasks.

The Subcommittees assisting Steering Committee 934 , based on the assigned tasks according to Clause 3, Article 4 of Decision No. 934/QD-BVHTTDL dated April 4, 2025 of the Minister of Culture, Sports and Tourism, the Subcommittees direct and urge units to implement the tasks in Part II of this Plan.

Units under the Ministry, based on the List of key tasks for 2025 in Appendices 1, 2, 3 attached to this Plan, proactively implement assigned tasks, ensuring effective implementation, quality, and on schedule as approved.

Periodically report quarterly, 6-monthly, third quarter and yearly or ad hoc as required by the Government, Government Working Groups, relevant ministries, branches, agencies and units.

Based on the Decision on assigning the State Budget expenditure estimate for 2025, units proactively balance funding sources to perform the tasks of the unit and assigned Sub-committees.

The Ministry Office is the standing unit of the Administrative Reform Subcommittee, the focal point for advising the Ministry's leaders on implementing the tasks of the Government's Administrative Reform Working Group; developing, synthesizing, and supervising the agencies and units under the Ministry in implementing the key tasks of the Ministry's Administrative Reform Subcommittee on administrative reform in 2025.

Take the lead in implementing the direction and administration of the Ministry's leaders in administrative reform work; monitor and urge agencies and units under the Ministry to perform the tasks in Appendix 1 attached to this Plan.

Pursuant to current regulations and on the basis of guidance from the Ministry of Home Affairs, the Ministry of Finance shall coordinate with the Department of Planning and Finance to develop a budget estimate for administrative reform implementation and carry out procedures for payment and settlement of funds according to regulations.

The Department of Science, Technology, Training and Environment is the standing unit of the Subcommittee on Science, Technology and Innovation, the focal point for advising the Ministry's leaders on implementing the tasks of the Government's Working Group on Science, Technology, Innovation and Digital Transformation; developing, synthesizing and supervising the agencies and units under the Ministry in implementing the key tasks in 2025 of the Subcommittee on Science, Technology and Innovation Development of the Ministry.

Preside over the implementation of the direction and administration of the Ministry's leaders on science, technology and innovation development; monitor and urge agencies and units under the Ministry to perform the tasks in Appendix 2 attached to this Plan.

Pursuant to current regulations and on the basis of guidance from the Ministry of Science and Technology, the Ministry of Finance, in coordination with the Department of Planning and Finance, shall develop a budget estimate for implementing scientific, technological and innovation development and carry out procedures for payment and settlement of funds according to regulations.

The Center for Digital Transformation of Culture, Sports and Tourism is the standing unit of the Digital Transformation Subcommittee and Project 06, the focal point for advising the Ministry's leaders on implementing the tasks of the Working Group on implementing Project 06, administrative procedure reform, digital transformation associated with the Government's Project 06; building, synthesizing, and supervising the agencies and units under the Ministry in implementing the key tasks in 2025 of the Subcommittee on building e-Government, digital Government, digital transformation and Project 06.

Preside over the implementation of the direction and administration of the Ministry's leaders on the development of e-government, digital government, digital transformation and Project 06; monitor and urge agencies and units under the Ministry to perform the tasks in Appendix 3 attached to this Plan.

Pursuant to current regulations and on the basis of instructions from the Ministry of Science and Technology, the Ministry of Finance, in coordination with the Department of Planning and Finance, develops a budget estimate for the implementation of e-Government, digital government, digital transformation and Project 06 and carries out procedures for payment and settlement of funds according to regulations./.
