Promulgating the plan for auctioning the right to exploit sand and clay minerals at Kinh Mon riverbank

The area where the mineral exploitation rights auction will take place is a 9.6-hectare mine of sand, clay for making bricks and tiles at Kinh Mon riverbank (illustrative photo).

Accordingly, the area where the mineral exploitation rights will be auctioned is the sand and clay mine for making bricks and tiles at Kinh Mon riverbank, Tran Xa village, Lac Long commune (Kinh Mon), with an area of 9.6 hectares and an estimated reserve of 234,452 ^m3 , including 118,290 ^m3 of sand and 116,162 ^m3 of clay for making bricks and tiles.

The above area is planned as mineral exploitation land according to the decision to adjust the land use planning of Kinh Mon town until 2030 approved by the People's Committee of Hai Duong province on July 29, 2024. The current status of the area is agricultural land for annual crops of local people mixed with public land managed by the People's Committee of Lac Long commune.

Organizations and individuals who win the auction for mineral exploitation rights shall lease land in accordance with the provisions of the law on land, make advance payments according to the compensation and support plan approved by the State, be leased land by the State for exploitation, and have compensation and support payments deducted from the annual land rent.

The above sand and clay mine area for making bricks and tiles has no mineral exploration results. Therefore, the starting price is determined by the mineral exploitation right fee (R) as follows: R = 5% for alluvial sand and clay for making bricks and tiles.

The above starting price does not include the cost of mineral potential assessment, exploration, reserve assessment; cost of preparing mining dossiers after winning the auction; taxes, fees, charges and other related costs, excluding site clearance costs.

The deposit is 245,675,000 VND. The step price is determined by 15% of the mineral exploitation license fee (R) which is: 0.75%.

In case the mineral exploration results discover other types of minerals in addition to the auctioned minerals and the mineral reserves are approved by the competent state management agency, the fee for granting mineral exploitation rights for these minerals shall be determined at the same level as the fee for granting mineral exploitation rights for areas where mineral exploitation rights are not auctioned.

The Department of Agriculture and Environment will select an organization to practice asset auction and sign an auction service contract in accordance with the provisions of the Law on Asset Auction.
