The Legal Affairs Committee of the Provincial People's Council conducts supervision in Van Don district.

As part of the 2024 monitoring program, on August 28th, the Legal Affairs Committee of the Provincial People's Council held a working session with Van Don district to monitor compliance with the law in the handling and resolution of administrative procedures for converting agricultural land to residential land for households and individuals in Van Don district during the 2021-2024 period.

The Supervisory Delegation of the Legal Affairs Committee of the Provincial People's Council worked with Van Don district.

According to a report by the People's Committee of Van Don District, land management in the district has achieved many encouraging results in recent times. Land management and use activities are increasingly becoming more disciplined, orderly, and compliant with the law. The basic contents of state land management are implemented synchronously and effectively. Along with the increasingly完善 state land policies, the documents issued by the Provincial People's Committee and the District People's Committee have created a relatively complete management system, resolving land-related relationships relatively well. Land use planning and plans meet the requirements of socio -economic development, are consistent with the province's overall development perspective; contributing to the rational arrangement and allocation of land for each type of land and land use purpose, ensuring efficient land use.

From 2021 to the present, the registration of land use changes and conversion of land use from agricultural land to residential land in Van Don district has been carried out in accordance with land law regulations and in line with the policies and directives of the Provincial People's Committee; contributing to increased revenue from land use fees for the district and addressing the legitimate housing needs of households. The land situation is basically stable, limiting speculation and artificial fluctuations in land prices.

Between 2021 and June 2024, the district received 443 applications. Of these, 318 were processed on time or ahead of schedule; 90 applications were not processed or the land use conversion could not be implemented; 35 applications are being processed within the deadline; and there were no overdue applications.

The process of handling and resolving administrative procedures for converting agricultural land to residential land for households and individuals in the district has been carried out in accordance with legal regulations, basically meeting the land use needs of households and individuals in the area.

Coordination among specialized agencies regarding administrative procedures for changing land use purposes is carried out uniformly, closely, and in accordance with the functions and authority of each agency and unit.

The District People's Committee has directed the implementation of programs and work plans for the enforcement of administrative and civil judgments related to land-related judgments and decisions in the district in accordance with regulations.

During the working session, the members of the supervisory delegation exchanged views and clarified existing problems and obstacles in the implementation of laws regarding the handling and resolution of administrative procedures for converting agricultural land to residential land; the organization of the enforcement of administrative and civil judgments related to land; and proposed solutions for the locality to overcome and implement effectively.

Regarding the recommendations from Van Don district, the Supervisory Delegation has compiled them and submitted them to the Provincial People's Council and Provincial People's Committee for consideration and resolution in the near future.
