(QBĐT) - The Provincial Economic Zone Management Board (EZMB) has identified administrative reform (AR) as an important task to build an effective state administrative apparatus. Thereby, bringing satisfaction to people and businesses, creating a favorable environment to attract investment.
To effectively implement administrative reform, at the beginning of the year, the Provincial Economic Zone Management Board issued the 2024 administrative reform plan. In the plan, the head of the board assigned specific responsibilities to each department and affiliated unit according to their functions and tasks to directly direct the strict implementation of the administrative reform plan and the information and periodic reporting regime according to regulations; at the same time, determined to take people and businesses as a measure to evaluate the service quality of state administrative agencies.
Accordingly, the Economic Zone Management Board regularly reviews cumbersome and complicated administrative procedures to promptly propose simplification solutions; strengthen the implementation of digital transformation contents; apply information technology to administrative management activities, improve the efficiency of exploiting and using document management and operation systems, and provide online public services at levels 3 and 4. In addition, online payment activities and public postal services are promoted, helping businesses know, access and use them easily and quickly.
The administrative procedures build work processing procedures applied to the quality management system according to ISO 9001:2015 standards. Thanks to that, the processing time for repetitive tasks is shortened, helping civil servants and public employees work more effectively, save time, costs, and reduce errors in the process of handling work.
At the Provincial Public Administration Service Center, the Provincial Economic Zone Management Board arranges civil servants with sufficient professional qualifications and capacity to receive documents and return results of administrative procedures. At the same time, specialized departments handling administrative procedures always pay attention to and create favorable conditions for individuals and businesses, so administrative procedures are processed quickly, on time and before the deadline, shortening 10% compared to the prescribed deadline.
Mr. Phan Duc Bao, an officer receiving and returning administrative procedure results of the Provincial Economic Zone Management Board at the Provincial Public Administration Service Center, said: “From the beginning of 2024 to now, the board has received 98 administrative procedure records, processed 87 records, no records are overdue; the rate of digitized records is nearly 95%. We are always ready to guide and support businesses and individuals when they encounter difficulties and problems in the process of submitting administrative procedure records.”
In 2024, the Provincial Economic Zone Management Board will also organize dialogues with individuals and businesses in industrial parks and economic zones on administrative procedures and handling of administrative procedures. Thereby, grasping the current situation and surveying people's satisfaction with the handling of administrative procedures as well as promptly detecting difficulties, bottlenecks, overlaps, and inadequacies in the implementation of legal documents to focus on removing or recommending and handling.
Along with the administrative reform, the Provincial Economic Zone Management Board actively and effectively implemented the task of reforming the organizational apparatus towards streamlining. The Board deployed to each cadre, civil servant, and public employee administrative discipline, code of conduct in the workplace; promptly corrected non-standard behaviors of cadres, civil servants, and public employees in performing public duties.
With efforts in administrative reform, currently, 100% of outgoing and incoming documents (except confidential documents) are transferred by the Provincial Economic Zone Management Board via official mailboxes and document management software to all cadres, civil servants and public employees for information and implementation. The quality of online public services has been improved, 100% of administrative procedures (52/52 administrative procedures) are provided with full online public services. |
Promoting the achieved results, the Provincial Economic Zone Management Board strongly and resolutely implemented the construction and development of e -Government and digital Government . Modernized information platforms and systems continued to be operated and developed, such as: Document and administration management; personnel management, electronic one-stop shop; digital signature; online public service payment at the treasury, application of online public services throughout the process of handling administrative procedures; asset management, personal income tax declaration, insurance declaration...
According to Nguyen Quoc Khanh, Deputy Head of the Provincial Economic Zone Management Board, administrative reform in 2024 has been put into order, identifying the specific responsibilities of each affiliated unit, helping to direct and implement tasks effectively. The work of resolving administrative procedures is quick and convenient, contributing to improving the satisfaction of people and businesses; at the same time, creating an attractive environment to attract investment in industrial parks and economic zones in the province. Thanks to that, in recent years, the unit has always achieved the highest ranking in administrative reform among departments, branches and sectors.
To continue effectively implementing administrative reform, in the coming time, the Provincial Economic Zone Management Board will strengthen the review and innovation of management and working methods and approaches; strengthen dialogue, especially dialogue with businesses and people to speed up progress, remove difficulties and obstacles; review, inspect and handle legal documents under its responsibility and authority according to regulations.
On the other hand, budget management and operation need to increase publicity and transparency; regularly inspect units on the implementation of autonomy and self-responsibility for the use of payroll and administrative expenses; thoroughly practice thrift and combat waste in the use of state budget funds and public assets; regularly guide units on updating, managing and monitoring public assets in accordance with regulations, avoiding loss or using and repairing assets for the wrong purpose and ineffectively...
