Teachers' salary table before and after salary reform from July 1

Currently, teachers' salaries are calculated using the formula: Teacher's salary = Basic salary x Salary coefficient.

According to Decree 24/2023/ND-CP, the current basic salary is 1.8 million VND/month.

In addition, the salary coefficients of preschool, primary, secondary and high school teachers are regulated in circulars of the Ministry of Education and Training , including Circular 01/2021/TT-BGDDT, Circular 02/2021/TT-BGDDT, Circular 03/2021/TT-BGDDT, Circular 04/2021/TT-BGDDT and amended by Circular 08/2023/TT-BGDDT.

Thus, the highest teacher salary at some levels is currently more than 12 million VND/month, excluding allowances, and the lowest salary is 3.78 million VND/month.

When implementing salary reform for teachers from July 1, the current basic salary and salary coefficient will be abolished, and the basic salary will be established with a specific amount in the new salary table. Therefore, teachers will be designed with a new salary structure including: Basic salary and allowances.

In which, basic salary (accounting for about 70% of total salary fund); allowances (accounting for about 30% of total salary fund), bonus supplement (bonus fund equals about 10% of total salary fund of the year, excluding allowances) (if any).

According to Resolution 27, there will be two salary tables, including a salary table for positions for cadres, civil servants, and public employees holding leadership positions elected and appointed in the entire political system from the central to communal levels, and a salary table for professional and technical positions for civil servants and professional titles of public employees who do not hold leadership positions.

Previously, speaking to the press, the Minister of Home Affairs said that the average salary of officials, civil servants and public employees is expected to increase by about 30% (including basic salary and allowances).

From 2025, this salary will continue to be adjusted to increase by an average of about 7% per year.

When implementing salary reform for civil servants, public employees, especially education and health officials, salaries will be higher than the general level. Explaining this, the Ministry of Home Affairs said that Vietnam is reforming salary policies in conjunction with implementing the resolution on fundamental and comprehensive development of education, training, and health.
