1. Staff work to implement tasks assigned by the Provincial People's Committee and Chairman of the Provincial People's Committee
- Submit to the Provincial Party Committee the draft Report on summarizing the implementation of Resolution No. 18-NQ/TW, dated October 25, 2017 of the 12th Party Central Committee and Conclusion 121-KL/TW, dated January 24, 2024 of the Central Committee, associated with the establishment and operation of new Party committees.
- Submit to the Chairman of the Provincial People's Committee for opinions on reorganizing specialized agencies under the Provincial People's Committee.
- Submit to the Chairman of the Provincial People's Committee to establish a Council for considering resignation (retirement and resignation) according to Decree No. 178/2024/ND-CP dated December 31, 2024 of the Government ; temporarily assign civil servant payrolls in administrative agencies and organizations; the number of people working in public service units that have not yet self-financed regular expenses in 2025.
- Submit to the Chairman of the Provincial People's Committee the draft Decision of the Provincial People's Committee promulgating the Regulation on awarding the title of "Outstanding Entrepreneur and Enterprise" of Ca Mau province; Decision promulgating the economic - technical norms of public service using the state budget in the field of Home Affairs on training cadres, civil servants and public employees in Ca Mau province; Plan to organize the summary of the emulation movement "Skilled mass mobilization" in Ca Mau province, period 2020 - 2025.
- Submit to the Chairman of the Provincial People's Committee to issue the Plan to implement the Youth Development Program of Ca Mau province for the period 2025 - 2030.
- Submit to the Provincial People's Committee to issue a Plan to coordinate the organization of exhibitions of archival documents commemorating the 50th anniversary of the Liberation of the South and National Reunification (April 30, 1975 - April 30, 2025).
2. Organization and Personnel Work
2.1. Regarding personnel organization:
- Submit to the Provincial Party Committee on personnel work; opinions on the draft Regulations and Rules; assessment and classification of cadres, civil servants and public employees under the management of the Provincial Party Committee Standing Committee in 2024. Submit to the Chairman of the Provincial People's Committee to promulgate Regulations on authority, conditions, standards, processes and procedures for appointment, reappointment, and extension of term of office to retirement age for civil servants, leaders and managers at the department level and equivalent of provincial departments, branches and sectors, and district-level People's Committees in Ca Mau province.
- Issue the Notice of the results of the meeting to consider early retirement according to Resolution No. 24/2023/NQ-HDND dated October 10, 2023 and Resolution No. 10/2024/NQ-HDND (31 cases); advise on reviewing and evaluating the quality of collectives and individuals leading enterprises and the Provincial Development Investment Fund in 2024; respond to the proposal to appoint the Chief Accountant of the Vietnam - Korea Vocational College Ca Mau; report on the implementation of Conclusion No. 35-KL/TW of the Politburo ; give opinions on the content of the 2025 Annual General Meeting of Shareholders of Ca Mau Water Supply Joint Stock Company; Report on the implementation results of the Regulation on the framework of job title standards; advise on considering resignation according to Decree No. 178/2024/ND-CP of the Government; Consider early retirement according to Resolution No. 24/2023/NQ-HDND amended and supplemented by Resolution No. 10/2024/NQ-HDND of the Provincial People's Council (phase 2/2025); report on appointment of civil servants and leaders at department level and equivalent under the Department of Health after reorganization.
2.2. On organizational structure, staffing and non-governmental organizations
- Submitted to the Chairman of the Provincial People's Committee and submitted to the Provincial People's Council at the 18th session (special session) on February 21, 2025, the Provincial People's Council issued a Resolution to establish a number of units; through rearrangement, the province reduced 05 provincial-level specialized agencies (currently there are 13 agencies), reduced 15 public service units; up to now, the total number in the province is 564 public service units.
- Submit to the Provincial People's Committee for approval of the Charter of the Ca Mau Provincial Acupuncture Association; reorganize specialized and professional departments under the Ca Mau Provincial Economic Zone Management Board; reorganize specialized and professional departments under the Office of the Provincial People's Committee; change the members of the Management Board of the Ca Mau Provincial Environmental Protection Fund; advise on the issuance of the Plan to implement Resolution No. 255/NQ-CP dated December 31, 2024 of the Government to implement Resolution No. 1157/NQ-UBTVQH15 dated August 28, 2024 of the National Assembly Standing Committee; Establish the Ca Mau Provincial Construction Project Management Board under the People's Committee of Ca Mau Province on the basis of merging the Management Board of ODA and NGO projects of Ca Mau Province and the Management Board of Construction Projects of Ca Mau Province, for the first time, term 2024 - 2029. Advise on the Summary Report on the implementation of Resolution No. 18-NQ/TW, dated October 25, 2017 of the 12th Party Central Committee and Conclusion 121-KL/TW, dated January 24, 2024 of the Central Committee, in conjunction with the establishment and operation of new Party Committees; arrange and consolidate the organization of Ca Mau General Hospital under the Department of Health ; temporarily assign civil servant payrolls in administrative agencies and organizations; the number of people working in public service units that have not yet self-financed regular expenses in 2025; Promulgate the Regulations on the operation of the Retirement Review Council (early retirement and resignation) according to Decree No. 178/2024/ND-CP dated December 31, 2024 of the Government.
- Advise and guide the criteria to specify the provisions in Article 6 of Decree No. 178/2024/ND-CP of the Government; draft Instructions on Processes and procedures for implementing policies and leave regimes for cadres, civil servants, public employees and workers according to Decree No. 178/2024/ND-CP dated December 31, 2024 of the Government; coordinate with agencies and units to report the list and budget estimates for implementing policies and regimes according to Decree 178/2024/ND-CP; submit a draft Plan to send cadres, civil servants and public employees to work at the grassroots level; appraise the Project to reorganize the Department of Market Management of Ca Mau province; seek opinions on appointing the Chief Accountant of the Department of Construction.
2.3. Regarding the Job Position and Staff Reduction Project
Coordinate with relevant units to build specialized positions in foreign information. Submit to the Chairman of the Provincial People's Committee for decision on assigning civil servant payroll, number of employees in public service units that have not self-financed regular expenses, payroll of mass organizations assigned by the Party and State; number of commune-level cadres, civil servants and non-professional workers at the commune level of Ca Mau province in 2025; approve the list of streamlining payroll in the first phase in 2025 (15 cases).
2.4. Recruitment, promotion and rank upgrading of civil servants and public employees
- Submit to the Provincial People's Committee Chairman to appoint and rank civil servants from the main specialist rank to the senior specialist rank (08 cases); approve the criteria for considering promotion of civil servants of the Medical College.
- Issue a Decision on salary scale transfer when changing job positions for civil servants (01 case); provide guidance on a number of contents related to recruitment, use and management of civil servants; respond to the Department of Finance on appointment and salary arrangement for civil servants; agree to transfer work outside the province for civil servants (03 cases); transfer work for civil servants and public employees inside and outside the province according to regulations (597 cases); respond to recruitment of civil servants at the Industrial Promotion Center under the Department of Industry and Trade; respond to requests for opinions on accepting civil servants as district-level civil servants and appointing leadership positions in specialized agencies under the District People's Committee; report on the transfer of doctors to work at the Drug Rehabilitation Center under the Provincial Police; respond to the Department of Justice on requests for opinions on continuing to consider promoting civil servants.
2.5. Civil service regime, training, fostering of cadres, civil servants, public employees and human resource development
- Submit to the Chairman of the Provincial People's Committee to issue a Decision to abolish Decision No. 15/2019/QD-UBND dated April 17, 2019 of the Provincial People's Committee promulgating the Regulations on training and fostering of cadres, civil servants and public employees of Ca Mau province.
- Coordinate to review, report, and propose support policies for cases requesting to be removed from the 2025 postgraduate training plan; review a number of contents related to the proposal to open regular training classes in 2025; report the results of a survey on training needs in the Russian Federation under the Agreement for the period 2025 - 2030; coordinate with agencies and units to report on the preliminary summary of Program No. 26-CTr/TU dated July 20, 2022 of the Provincial Party Committee; report on the summary and assessment of the implementation of Decision No. 269/2005/QD-TTg of the Prime Minister stipulating the allowance regime for serving senior officials; coordinate to report on the implementation of salary policy reform, pension adjustment, social insurance allowance, preferential allowance for people with meritorious services and social allowances; report on the arrangement and assignment of civil servants and public employees in accordance with the job position project; Strengthen the 2025 Civil Service Inspection Team; issue the 2025 Civil Service Inspection Plan; register for training in China; deploy the Notice of enrollment to study in the Russian Federation in 2025; request policies and funding to open classes to improve standards and train managers, preschool and primary school teachers in the province in 2025; deploy the Vietnam - Japan Human Resource Development Scholarship Program (JDS); coordinate with agencies and units to implement Official Dispatch No. 298/DHKT-PHVL dated February 13, 2025 of Ho Chi Minh City University of Economics on coordinating the implementation of the Master's degree course in Advanced Management of Public Policy (EMPP) Course 2 in 2025 opened at Vinh Long Branch (UEH Mekong); advise and propose sending cadres, civil servants and public employees to participate in training outside the province;
- Regular salary increase and early salary increase for civil servants and public employees holding senior specialist and equivalent positions; senior specialist or equivalent positions (20 cases).
2.6. Consulting, reporting, and proposing related work
- Report to the Ministry of Home Affairs on the results of implementing the salary and allowance regime for administrative officials; report on the results of implementing Program No. 36-CTr/TU dated November 17, 2022 of the Provincial Party Committee to implement Resolution No. 19-NQ/TW on agriculture, farmers and rural areas; report on summarizing and evaluating the implementation of the remuneration regime prescribed in Decision No. 30/2011/QD-TTg; report on the results of implementing Plan No. 96/KH-UBND dated April 26, 2024 of the Provincial People's Committee in 2024 and deploying tasks in 2025; report to the Department of Finance on financial support for performing assigned tasks of Associations in Ca Mau province; report on proposing not to issue additional support policies for retirees and those who quit their jobs according to Decree No. 178/2024/ND-CP; Report on civil servant data and number of employees; advise on the implementation results of Regulation 124 and Instruction No. 25 of the Central Organizing Committee; request relevant agencies and units to identify subjects and supplement policy retirement records according to Decree No. 178/2024/ND-CP; report on the results of reviewing the assessment and classification of cadres, civil servants, public employees, and party members in 2024, in conjunction with the requirements for restructuring the apparatus and streamlining the payroll;

3. Inspection, complaint and denunciation settlement and legal work
3.1. Staff work on review
- Advise the Standing Committee of the Provincial Party Committee to report to the Standing Committee of the Provincial Party Committee the results of the review of relevant organizations and individuals according to Notice No. 297-TB/UBKTTW dated June 27, 2022 of the Central Inspection Committee; advise on organizing a review to draw experience from the former leader of the District People's Committee of Tran Van Thoi according to the Conclusion of the content of the denunciation No. 04/KL-UBND dated November 28, 2024 of the Chairman of the Provincial People's Committee and report the review results to the Chairman of the Provincial People's Committee.
- Advise the Chairman of the Provincial People's Committee to temporarily not organize a review of the leaders of the Department of Culture, Sports and Tourism according to the Inspection Conclusion No. 29/KL-TT dated October 18, 2024 of the Provincial Inspector; review and clarify the responsibilities of the leaders of the Department of Education and Training according to the Conclusion of the denunciation of the Chairman of the Provincial People's Committee; handle officials related to fishing vessels violating the anti-IUU fishing; review and clarify the responsibilities of the Inspection Conclusion No. 495/KL-TTCP dated December 9, 2024 of the Government Inspector General; direct the Director of the Department of Construction to organize a review of experience for relevant collectives and individuals according to the recommendations in the Inspection Conclusion No. 05/KL-TT dated October 18, 2016 of the Provincial Inspectorate; Review organizations and individuals according to Conclusion No. 15/KL-UBND and Conclusion No. 16/KL-UBND dated December 31, 2020 of the Provincial People's Committee Chairman; review officials according to Notice No. 217-TB/UBKTTU dated December 2, 2024 of the Provincial Party Committee's Inspection Commission.
- Advise the Chairman of the Provincial People's Committee to criticize the collective leadership and former leadership of the Department of Planning and Investment; leadership and former leadership of the Department of Construction; collective leadership of the People's Committee of Ca Mau city according to Notice No. 297-TB/UBKTTW dated June 27, 2022 of the Central Inspection Committee ; criticize former leaders and leaders of the Department of Transport related to the incident of the bridge construction project across Cai Doi Vam river. Report and propose to the Chairman of the Provincial People's Committee the results of the review and clarification of responsibilities for the leaders of the People's Committee of Ngoc Hien district according to Inspection Conclusion No. 03/KL-TTr dated October 22, 2024 of the Chief Inspector of the Department of Transport; direct relevant agencies and units in the delay in implementing projects.
- Advise the Provincial People's Committee to report to the Ministry of Home Affairs on organizations and individuals violating the management and use of state finance and budget according to Directive No. 22/CT-TTg of the Prime Minister; report to the Chairman of the Provincial People's Committee on the results of reviewing collectives and individuals according to recommendations of inspection, examination and audit conclusions; report on the situation of compliance with legal regulations on traffic order and safety related to alcohol concentration (periodically in 2024; January and February 2025). Report to the Department of Finance on the results of reviewing inspection conclusions and recommending audits that are no longer feasible (according to Inspection Conclusion No. 337/KL-TTr dated November 10, 2022 of the Chief Inspector of the Ministry of Labor, War Invalids and Social Affairs ). Respond to the Department of Home Affairs of Thoi Binh district, Cai Nuoc district and Ca Mau city regarding the content of reviewing and disciplining officials and civil servants; Reply to Phu Tan District People's Committee on the process of handling responsibilities for civil servants.
3.2. Citizen reception; receiving and processing petitions
- Issue the Plan for receiving citizens in 2025; Decide on assigning civil servants to receive citizens in 2025; announce hotline phone numbers and email addresses to receive feedback and recommendations from citizens and businesses; announce the schedule for receiving citizens in January, February and March 2025. In the first quarter, receive 1 citizen (1 person); receive 5 petitions (including 1 denunciation; 4 petitions and reflections), thereby guiding and responding to 1 petition and reflection for citizens, and forwarding 4 petitions (including 1 denunciation; 3 petitions and reflections) to competent authorities for settlement.
- Report to the Provincial Inspectorate on inspection work, citizen reception, handling of complaints and denunciations, and corruption prevention and control in January and February 2025; report on citizen reception and handling of complaints and denunciations beyond authority in January and February 2025; report on information serving people's petition work in December 2024 and January and February 2025.
3.3. Carry out periodic reports and other tasks
- Advise the Party Committee of the Provincial People's Committee to give opinions on the plan to arrange and organize the apparatus of the inspection agency system.
- Issue a Plan for implementing law enforcement and inspection and handling of administrative violations in 2025; Plan for preventing and combating corruption, waste and negativity in 2025; Report and propose to the Chairman of the Provincial People's Committee on changing job positions for accountants; Report to the Provincial Party Committee's Organization Committee, the Provincial Party Committee's Internal Affairs Committee, and the Provincial Inspectorate on the results of implementing the work of preventing and combating corruption and negativity (periodically in 2024; January and February 2025); Report to the Provincial Party Committee's Internal Affairs Committee on the results of implementing internal affairs and anti-corruption work (periodically in 2024; January and February 2025).
3.4. Legal work:
- Advise the Provincial People's Committee to issue a Plan to inspect the monitoring of law enforcement in combination with the inspection of legal documents in the field of internal affairs; prepare working content with the Inspection Team of the Ministry of Home Affairs on monitoring the situation of law enforcement and legal documents in 2025; issue 04 Plans to implement the work of disseminating and educating the law; monitoring the situation of law enforcement; building, inspecting, reviewing and systematizing legal documents; legal work.
- Providing information to serve the development of Press Releases and 02 Decisions of the Provincial People's Committee. Contributing 90 draft documents (08 documents of the Provincial People's Committee's Executive Committee; 36 documents of members of the Provincial People's Committee; 46 documents of provincial departments, branches and sectors).
4. Government Building Work
4.1. Administrative boundaries and local government
Submit to the People's Committee for direction on the implementation of adjusting and supplementing the administrative boundary records of all levels after the rearrangement; comments on the draft report summarizing the arrangement of administrative boundaries. Advise the Provincial People's Committee to submit to the Provincial People's Council to issue a Resolution to rename the Hamlet in Ward 2, Ca Mau City; advise on the report on the proposal to regulate the tasks and powers of local authorities at all levels in the province. Request the People's Committees of districts and Ca Mau City to develop the Component of Planning for administrative units at district and commune levels for the period up to 2030 and vision to 2045; request to review and prepare documents to propose the classification of administrative units at commune level in the province.
4.2. Regimes and policies for cadres and civil servants
- Submit to the Provincial People's Committee a report on the quantity and quality of commune-level cadres and civil servants in 2024 of Ca Mau province; draft Official Dispatch on implementing Decree No. 177/2024/ND-CP dated December 31, 2024 of the Government; report on the quantity and quality of commune-level cadres and civil servants in 2024 of the province; contribute comments on the draft Law on Organization of Local Government (amended).
- Report on the implementation results of Resolution No. 90/NQ-CP dated June 16, 2023 of the Government; summarize the list of cadres and civil servants who retired before the retirement age, or stopped working before reaching the retirement age according to Decree No. 177/2024/ND-CP dated December 31, 2024 of the Government; request guidance from the Ministry of Home Affairs on the time to send the budget estimate for implementing Decree No. 177/2024/ND-CP of the Government; respond to the Provincial Military Command and the Department of Home Affairs of Ngoc Hien district on the monthly allowance for the Deputy Commander of the Commune-level Military Command.
4.3. Government mass mobilization work, grassroots democracy, new rural areas and other contents
Develop a draft Plan for implementing mass mobilization work of state administrative agencies and authorities at all levels in 2025 in Ca Mau province, send it to relevant agencies and units for comments; issue a Plan of the Department of Home Affairs to implement Resolution No. 94/NQ-CP dated June 19, 2024 of the Government; contribute comments on the draft Regulations on the operation of the Appraisal Council to consider and propose recognition of communes meeting new rural standards, advanced new rural standards, and model new rural standards; respond to the People's Committee of Cai Nuoc district on the standards on professional qualifications of commune-level officials and civil servants to implement the criteria for communes meeting new rural standards. Coordinate with the Department of Agriculture and Rural Development to agree on the targets and criteria for meeting advanced new rural standards in 2024 of Phu Thuan commune, Phu Tan district; Tan An Tay commune, Ngoc Hien district and Tri Phai and Tri Luc communes, Thoi Binh district;… Request the People's Committee of Thoi Binh district to report the case of not yet handled the Vice Chairman of the People's Committee of Tri Phai commune for violating traffic order and safety.
5. Employment
5.1. Employment settlement work
In the first quarter of 2025, jobs were created for 7,613/40,600 people, reaching 18.75% of the plan (of which: 1,879 people in the province, 5,621 people outside the province, 113 Vietnamese workers working abroad under contract). Submit to the Provincial People's Committee a draft Plan to implement the Program to support labor market development in Ca Mau province in 2025.
5.2. Sending workers to work abroad under contract
- Project to send workers from Ca Mau province to work abroad under contracts for the period 2022 - 2025: The total target of the Project is 1,900 people. In the first quarter, 113 people were sent to work abroad. The cumulative number of workers who have gone abroad to work under contracts to date is 1,506/1,900 people, reaching 79.26% of the plan (including 50 workers from Thoi Binh district who go to work seasonally in Buan District, South Korea).
- Approved 16 companies to recruit workers to work abroad; currently, there are 41 companies approved to recruit workers to work abroad under contracts in the province. Coordinated with the People's Committee of Thoi Binh district to receive and work with the delegation of Buan District Government and Gunsan City, Korea to visit and work in Ca Mau province on recruiting seasonal workers; discussed the signing of a Memorandum of Understanding (MOU) between Thoi Binh and Gunsan City, Korea; as a result, 70 official workers and 10 reserve workers were selected to work seasonally in Korea, expected to depart in early April 2025.
- Synthesize reports from agencies and units to advise on the drafting of the Summary Report on the Project of sending workers from Ca Mau province to work abroad under contracts for the period 2022 - 2025; the draft Project of sending workers from Ca Mau province to work abroad under contracts for the period 2026 - 2030.
5.3. Management, licensing and extension of foreigners working in the province
Issued 11 new Work Permits, extended 01 Work Permit, issued documents confirming the revocation of 03 Work Permits; up to now, the total number of foreign workers granted valid Work Permits in the province is 110 people.
5.4. Occupational safety and hygiene
Submit to the Provincial People's Committee to issue a Plan to implement the Labor Safety and Hygiene Program in the province in 2025; submit to issue and organize the implementation of the Action Month Plan on Labor Safety and Hygiene in 2025 to relevant departments, branches and units for implementation. Conduct appraisal and receive documents requesting to organize overtime from over 200 hours to 300 hours in a year of units and enterprises; appraise and issue Certificates of equipment declaration according to regulations; issued 04 Certificates of declaration of use of machinery, equipment and materials with strict requirements on labor safety to companies and enterprises.
5.5. Labor, wages, social insurance, unemployment insurance
- Implement Decree No. 44/2025/ND-CP dated February 28, 2025 of the Government on labor management, wages, remuneration, and bonuses in state-owned enterprises. Advise on the issuance of documents on protecting workers' rights and taking care of their lives. Receive registration of Collective Labor Agreements and Labor Regulations; take care of lives and ensure social security during the Lunar New Year 2025.
- Advise the Provincial People's Committee to issue a Social Insurance Propaganda Plan in the province in 2025. Receive 1,124 unemployment benefit applications and decide to grant benefits to 1,002 people.
5.6. Gender Equality and Youth Work
- Develop a draft Plan to implement Gender Equality and activities for women's advancement by 2025 in Ca Mau province, and send it to relevant sectors for comments.
- Submit to the Provincial People's Committee to issue a Plan to implement state management tasks on youth in 2025; report to the Ministry of Home Affairs on the results of implementing the Prime Minister 's Conclusion at the Meeting and Dialogue Program with youth in 2024.
6. Work for Meritorious People
- Implement the reception, appraisal, recognition and settlement of preferential policies for people with revolutionary contributions according to regulations; currently, the whole province has recognized 110,900 people, the number of beneficiaries of monthly allowances is 14,682 people, with monthly allowance payments of over 40 billion VND. Issue a Decision to settle the home nursing regime in 2025 for districts and cities of Ca Mau; deploy and report the implementation results of Resolution No. 16/2024/NQ-HDND dated December 11, 2024 of the Provincial People's Council on regulations on support for building new tomb shells; repair and upgrade martyrs' graves buried on damaged and degraded family land in the province according to regulations.
- Advise the Provincial People's Committee to issue the Notice of the Program of Activities of the Provincial Party Committee, People's Council, People's Committee, Vietnam Fatherland Front Committee of the province - Lunar New Year Celebrating the Spring of At Ty in 2025; well organize activities of visiting, paying respects, and wishing Happy New Year to people with meritorious services to the revolution according to plan. Submit to the Provincial People's Committee for approval and selection of delegates to attend the Ceremony to celebrate the 50th anniversary of the Liberation of the South and National Reunification in Ho Chi Minh City; propose the policy of bringing the delegation of former prisoners of Con Dao to attend the meeting and pay tribute to representatives of revolutionary soldiers who were imprisoned and exiled by the enemy in Con Dao. Through the Management Board of the Gratitude Fund of Ca Mau province; perfect the Management Board of the Gratitude Fund, amend the regulations on management and use of the Fund, deploy the mobilization of the Provincial Gratitude Fund, strive to reach 10.2 billion VND in 2025.
- Complete the Yearbook of Vietnamese Heroic Mothers, seek opinions from competent authorities to carry out printing, publishing and launching. Implement the Project to eliminate temporary and dilapidated houses for households with meritorious services and difficult housing circumstances; to date, construction has started on 369 houses (of which: 176 new houses; 193 houses repaired), 244 houses have been handed over.
7. Emulation and Reward Work
- Submit to the Chairman of the Provincial People's Committee to submit to the Prime Minister and the President for awards: Second-class Labor Medal (01 individual); Third-class (01 collective, 08 individuals); Emulation Flag of the Government (03 collectives); Certificate of Merit of the Government (01 collective, 53 individuals) and Certificate of Merit of the Government (01 individual) for achievements in donating land to build roads leading to the administrative headquarters, building the administrative headquarters of Tran Phan commune, Dam Doi district, Ca Mau province and (01 individual) for achievements in law-making and institutional improvement in the period 2021-2025; submit to the Central Government for exchange and re-issuance of 08 artifacts (due to rotting, tearing, blurred letters, damage and loss).
- Submit to the Provincial People's Committee Chairman to commend 14 units in the Education and Training sector's emulation bloc for the 2023 - 2024 school year and 108 individuals from the 2021 - 2022 school year to the 2023 - 2024 school year; commend the work in 2024 for 02 units (01 Excellent Labor collective and Certificates of Merit for 03 individuals) and (03 collectives, 05 individuals) with outstanding achievements in performing tasks and emulation movements, actively contributing to the socio-economic development of the province in 2024; award specialized and extraordinary Certificates of Merit to 40 units (14 collectives, 290 individuals).
- Issue Guidelines on some contents of considering and proposing rewards for leaders with a history of dedication; draft Guidelines on the content of implementing the 7th Patriotic Emulation Congress of Ca Mau province (2025); draft Decision of the Provincial People's Committee promulgating the Regulations on considering and awarding the title "Outstanding Entrepreneur and Enterprise" of Ca Mau province; advise the Provincial People's Committee to issue a directive document on rectifying and improving the quality of emulation and reward work in Ca Mau province.

Reviewing expired documents of the Office of the National Assembly Delegation and the Provincial People's Council; appraising the Table of Contents of records and documents submitted to the historical archives of the State Bank of Vietnam, Ca Mau Province branch; implementing the Law on practicing thrift and combating waste in 2024; completing documents to serve the inspection of the Department of Home Affairs on reviewing and approving the State budget settlement in 2024; the implementation of the autonomy mechanism of public service units in 2024; registering for centralized asset procurement in 2025; settling operating expenses in 2024; implementing the plan to coordinate the organization of exhibitions of archival documents commemorating the 50th anniversary of the Liberation of the South and national reunification (April 30, 1975 - April 30, 2025),...
9. Office work
- Timely deploy documents issued by central agencies under the state management of the Department of Home Affairs; participate in contributing draft documents drafted by central agencies under the management scope of the Home Affairs sector and draft documents of departments and branches advising the Provincial People's Council and People's Committee. Synthesize and evaluate the quality, classify civil servants, public employees, and workers according to regulations; well implement the information regime, weekly, periodic, ad hoc, and thematic reports; advise the Director to issue the Decision to recognize initiatives in 2024 and forms of rewards for collectives, civil servants, public employees, and workers of the agency in 2024 according to regulations; organize the summary of the work of the Home Affairs sector in 2024 and deploy the direction and tasks of work in 2025.
- Implement Directive No. 01/CT-UBND dated January 9, 2025 of the Chairman of the Provincial People's Committee on organizing the celebration of the Lunar New Year of At Ty in 2025; assign civil servants to be on duty at the agency according to Notice No. 107/TB-UBND dated December 6, 2024 of the Provincial People's Committee on holidays and hanging the national flag on holidays and Tet in 2025 according to regulations; organize a delegation to visit and wish a happy new year to the former leaders of the Department of Home Affairs and communes under the responsibility of the unit to support new rural areas (An Xuyen commune, Ca Mau city; Hoa My commune, Dong Hung commune, Cai Nuoc district). Submit to the Chairman of the Provincial People's Committee to issue a Project to merge the Department of Labor - Invalids and Social Affairs and the Department of Home Affairs into the Department of Home Affairs; synthesize and report the list and budget estimates for implementing policy and regime holidays according to Decree No. 178/2024/ND-CP of the Government according to regulations; Submit to the Provincial People's Committee to issue Decision No. 13/2025/QD-UBND dated February 28, 2025 promulgating the functions, tasks, powers and organizational structure of the Department of Home Affairs of Ca Mau province.
- In the first quarter, 4,660 incoming documents were received and processed and 1,324 outgoing documents of all kinds were issued. 659 administrative procedure requests were received; 178 administrative procedure requests were resolved within the prescribed time; the remaining 481 documents and procedures are in the process of being resolved.
* WORK PROGRAM FOR THE SECOND QUARTER OF 2025
- Advise on the implementation of personnel work; advise on the arrangement of administrative organizations, public service units and internal apparatus organization according to Decree No. 45/ND-CP dated February 28, 2025 of the Government regulating the organization of specialized agencies under the People's Committees of provinces and centrally run cities and People's Committees of districts, towns, provincial cities, and centrally run cities and Decree No. 120/2020/ND-CP of the Government; advise on the implementation of staff streamlining according to the plan for the period 2022-2026.
- Advise on the implementation of training and fostering work in 2025; report on the training and fostering needs of cadres, civil servants and public employees in the period of 2026 - 2030; continue to synthesize statistical reports of the Home Affairs sector on civil servants and public employees according to Circular No. 02/2023/TT-BNV; synthesize data on the appointment of civil servants and public employees as leaders. Conduct inspections of public service activities for agencies and units in the province according to plan; advise on regular salary increases and early salary increases for cadres, civil servants, public employees, senior specialists or equivalent; advise on completing guidance on assessment criteria according to Decree No. 178/2024/ND-CP.
- Advise the Provincial People's Committee to develop a Master Plan and Project on rearranging commune-level administrative units to submit to competent authorities; advise on the Decision on recognizing the classification of mass mobilization work in 2024; report on the promulgation of the Democracy Charter of agencies and units; report on the work of mass mobilization of the government and grassroots democracy in the first 6 months of 2025.
- Advise and guide provincial departments, branches, sectors, People's Committees of districts and Ca Mau city to report on administrative reform work in the province; transfer administrative reform tasks from the Office of the People's Council & People's Committee at district level to the Department of Home Affairs for implementation; issue a Plan to organize a 5-year review of the implementation of the Master Program on State administrative reform for the period 2021-2030; propose key tasks and solutions to promote state administrative reform for the period 2026-2030; issue a Decision to perfect the members of the Administrative Reform Inspection Team; organize inspections of administrative reform work according to the Plan; periodically report on administrative reform work according to regulations.
- Review issued documents on document and archive work; promptly amend, supplement, replace, abolish or issue new ones to ensure consistency with current regulations and the actual situation of the province.
- Continue to submit to the Provincial People's Committee to submit to the Central Government for commendation of the 2024 work achievements: Labor Medal for collectives and individuals; Emulation Flag of the Government awarded to collectives; Certificate of Merit of the Prime Minister for collectives and individuals.
- Advise on the development and promulgation of regulations on the organization of activities of emulation clusters and blocs in the province; reassign a number of emulation blocs and assign heads and deputy heads of emulation blocs in 2025; draft a plan to launch an emulation movement to successfully carry out the province's socio-economic development tasks in 2025; promulgate guidelines on the implementation of the 7th Emulation Congress of Ca Mau province in 2025.
- Receive and appraise the dossiers of commendation for the 2024 - 2025 school year, thematic and ad hoc, submit to the Provincial People's Committee for commendation according to regulations; approve the meeting of the Provincial Experience Initiative Review Council and the Provincial Emulation and Commendation Council to consider commendation for merit in 2024.
- Advise on the establishment of a Steering Committee to organize provincial job fairs in 2025; develop a plan to organize propaganda, consulting and job introduction activities in 2025 in the province; continue to appraise legal documents, approve the Company recruiting workers to work abroad to recruit workers to work abroad under contracts in the province; coordinate with relevant agencies and units to implement the approved Project to send workers from Ca Mau province to work abroad under contracts for the period 2026 - 2030.
- Advise on conditions and organize activities to respond to the Month of Action on Labor Safety and Hygiene and Workers' Month in 2025; advise on reviewing and evaluating the implementation of the minimum wage; advise on the Plan to implement tasks on labor relations, wages and social insurance in 2025; guide One-member LLCs with 100% charter capital held by the State and companies with shares and capital contributions that control the State to finalize the salary fund implemented in 2024 and develop a salary fund plan for 2025; guide and appraise Collective Labor Agreements and Labor Regulations.
- Prepare conditions for organizing activities related to the 50th anniversary of the Liberation of the South and National Reunification Day; coordinate with relevant units to continue promoting the implementation of the Project to eliminate temporary and dilapidated houses; monitor the implementation of support for building new tomb shells, repairing and upgrading martyrs' graves buried on damaged and degraded family land in the province according to Resolution No. 16/2024/NQ-HDND dated December 11, 2024 of the Provincial People's Council.
- Coordinate, monitor and urge the implementation of the plan to mobilize the 2025 Gratitude Fund; prepare conditions to advise on the development of a plan to organize activities to celebrate the 78th anniversary of War Invalids and Martyrs Day (July 27, 1947 - July 27, 2025).
- Submit to the Provincial People's Committee to issue a Plan to display the exhibition on the 50th anniversary of the Liberation of the South and National Reunification (April 30, 1975 - April 30, 2025) and return the records and memorabilia of the cadres who went to B; coordinate with the Department of Culture, Sports and Tourism and the Provincial Museum to organize the exhibition according to plan.
- Submit to the Provincial People's Committee to promulgate the Regulations on exploitation and use of archival documents at the Ca Mau Province Specialized Archives; continue to direct and urge the collection according to Conclusion No. 32/KL-TT of the Provincial Inspectorate and implement a number of contents related to the collection according to Decisions 167 and 168 of the Provincial Inspectorate; guide agencies and units on submitting archival documents and adjusting accumulated backlog documents according to regulations; provide copies and certify archival records and documents according to regulations.
