PAPI index gap tends to narrow

The PAPI 2023 synthesis shows that, in general, the quality of governance and public administration in the Northern and Central provinces and cities tends to be rated higher by people than in the Southern provinces and cities.

The gap in PAPI index between provinces and cities tends to narrow; the difference in the 2023 PAPI index between the lowest score (38.97 points) and the highest score (46.04 points) is about 7.07 points, smaller than the gap between the 2021 and 2022 PAPI indexes. The scores of the 2023 PAPI content indexes tend to converge, so provincial and municipal authorities should not focus on the overall composite score but should consider the results of specific indexes and targets.

Provinces and cities that have improved in their component content indexes are localities that have paid attention to innovating weak areas that PAPI helped point out in previous years.

Comparing the results of the PAPI survey in 2023 with those in 2021 and 2022, it is shown that, in general, the effectiveness of corruption control in the public sector and the effectiveness of e-governance have improved. In contrast, the effectiveness of implementing transparency and publicity in local decision-making tends to decrease. The remaining five content indicators, including "Participation of people at the grassroots level", "Accountability to people", "Public administrative procedures", "Public service delivery" and "Environmental governance", show that the effectiveness of public service implementation in these areas has changed little compared to the previous two years.

According to the PAPI Report 2023, Thua Thien Hue province topped the rankings this year with 46.04 points; Dak Nong ranked last with 38.97 points. Binh Duong and Quang Ninh provinces had no data.

Tay Ninh province scored 39.2364 points - lower than the median score of 42.3265 - making it one of the provinces at the bottom of the rankings. Of the eight sub-indices surveyed and evaluated, “Control of corruption in the public sector” scored higher than the median score in 2023; the “E-Governance” content index, although lower than the median score in 2023, was the only index that improved compared to 2021 (5.95 points).

A noteworthy piece of information, according to the PAPI Report 2023, the practice of paying “bribes” when applying for new or renewed land use right certificates is still a common practice in all provinces and cities. The rate of people applying for new or renewed land use right certificates who had to pay “bribes” ranges from 19% to 81% in 61 provinces and cities, of which Tay Ninh is the locality with the lowest rate and Lam Dong is the locality with the highest rate in 2023.

This is also consistent with the positive assessment of the content of the component "Control of corruption in the public sector" in Tay Ninh's PAPI 2023 and the efforts of the provincial Party Committees and authorities at all levels in the fight against corruption and negativity - especially "petty corruption".

Poverty , jobs and economic growth : 3 issues people are most concerned about

Since 2015, the PAPI survey has asked respondents to suggest the three most important national and local issues that the government should prioritize in the coming year. This question helps policymakers identify the issues that people are most concerned about so that they can take appropriate and timely action.

PAPI 2023 data analysis shows that poverty, employment, and economic growth are the three issues that people are most concerned about. This reflects the economic and employment challenges that Vietnam has faced in 2023.

According to the PAPI 2023 report, among the top 10 issues compiled from more than 40 issues raised by people, poverty was selected by 22.39% of people, while employment was the biggest concern of 12.79% of respondents. Economic growth ranked third with 9.2% of people mentioning it.

Next is public services (including roads and education) with the percentage of people choosing 6.85% and 6.38% respectively. Corruption is sixth with 5.25%. Concerns about environmental pollution are no longer in the top 10 most important issues in 2023.

PAPI is the largest sociological survey in Vietnam, focusing on reflecting the feelings, experiences, opinions and expectations of Vietnamese people on the effectiveness of State policy and law enforcement, local governance and public service provision by governments at all levels. The 2023 PAPI survey achieved a record number of direct interviews: over 19,500 voters nationwide (of which 52.2% were women, 5.6% were temporary residents).

The units implementing the PAPI 2023 report also believe that each province/city in Vietnam has its own socio-economic, anthropological and geographical characteristics, so the PAPI report does not attach importance to ranking and comparing provinces/cities with each other. The classification into four groups (high, medium-high, medium-low and low) is only relative, not absolute; therefore, provincial/municipal governments should not attach too much importance to which group their province/city belongs to.

Instead, authorities at all levels and heads of local agencies, departments and sectors need to pay attention to changes over the years in the governance and public administration efficiency of their own provinces/cities through specific indicators that make up the PAPI index.
