Speaking at the opening of the conference, Lieutenant General Nguyen Thanh Tung, Director of the Hanoi City Police Department, affirmed that the 80th anniversary of the August Revolution and National Day (September 2) is a particularly important political event, with profound historical, political and social significance, demonstrating the stature, mettle and prestige of the Party, State and People in the cause of fighting, building and defending the Fatherland.

Under the direction of the Central Government, the Ministry of Public Security , the City Party Committee, the People's Council, and the People's Committee of Hanoi, the Hanoi City Police Department is the main unit advising and organizing forces to ensure security and order for the parades, welcoming ceremonies, and related programs taking place at Ba Dinh Square, central streets, and key areas.

Hanoi City Police Department has proactively developed a comprehensive plan, organized field surveys, and comprehensively assessed the situation; at the same time, mobilized maximum forces and means, and closely coordinated with units of the Ministry of Public Security, the Ministry of National Defense, and the City's departments and branches to ensure absolute safety for the commemorative activities.

Discussing at the conference, representatives of units under the Hanoi City Police Department reported on the progress of the implementation of assigned tasks, focusing on key groups of tasks such as ensuring political security ; controlling people and vehicles entering and leaving the event area ; monitoring and tracking the situation in cyberspace ; protecting key targets .

The units affirmed that they had mobilized maximum forces, conducted field surveys, and developed detailed plans for each working group, checkpoint locations, routes, and task implementation time. The coordination contents with units of the Ministry of Public Security, the Ministry of National Defense , and the City's departments, branches, and other forces at the grassroots level were also carefully and synchronously prepared.

The conference also proposed a number of solutions. Complete the overall plan, such as increasing the force to coordinate traffic regulation at key intersections, arranging more mobile first aid stations, checking the communication system and technical equipment to serve command and control in emergency situations ; organize drills to handle some special situations, to ensure that officers and soldiers in each department have a firm grasp of the handling plan, minimizing confusion and overlap in practice.

At the conference, Major General Nguyen Hong Phong, Director of the Department of Internal Security , Ministry of Public Security, highly appreciated the proactive and serious spirit of Hanoi City Police in developing and implementing a plan to ensure security and order for the Anniversary. He emphasized that, as the core force in ensuring political security in the capital - where many activities of national and international significance are held - Hanoi City Police need to continue to promote a high sense of vigilance , early and remote identification of risks of instability, and not to let passive and unexpected situations occur.

He requested the City Police Department to closely coordinate with the Ministry's professional units to synchronously deploy measures to prevent, detect and effectively handle violations of the law, ensuring the maintenance of security and order during the commemorative activities .

Speaking at the conference, Major General Tran Ba Khuong, Deputy Director of the Department of Military Training - Schools, General Staff highly appreciated the close coordination between Hanoi City Police and armed forces units in performing the task of ensuring security and safety for important political events in the capital. The celebration of the 80th anniversary of the August Revolution and National Day September 2nd is large-scale, mobilizing many forces to participate in the parade ; therefore, the organization, direction, leading the delegation, controlling the traffic situation and urban order play a particularly important role. He requested Hanoi City Police to continue to proactively coordinate, grasp the progress of training, preliminary review, and general rehearsal; have plans to be on duty and provide timely support in key areas to ensure that the armed forces successfully complete the assigned political tasks.

Synchronously deploy professional measures, proactively grasp the situation

Speaking at the conclusion of the conference, Lieutenant General Nguyen Thanh Tung pointed out the requirements for ensuring security and order. The Director of the City Police Department emphasized: The Anniversary is a political event of special importance, large scale, with many concentrated activities, wide scope of deployment, therefore the requirements for ensuring security and order are very high, very urgent and must not be allowed to happen. From now until the Anniversary, there is not much time left, it is requested that units quickly concretize the agreed plans, synchronously deploy professional measures, proactively grasp the situation, promptly detect and effectively handle potentially complicated factors.

Regarding the work of ensuring traffic order and safety, he requested the forces to focus on implementing the plan correctly and proactively adjusting the plan to suit the actual situation. It is necessary to promptly and clearly publicize the time, area of road closures , and traffic diversion plans so that people can understand and proactively plan their travel routes, avoiding congestion and affecting their lives and activities. Traffic diversion, guidance, and organization in areas where the welcoming ceremony, parade, and incense offering take place must be carefully calculated and operated flexibly and effectively.

The Director of the City Police also requested officers and soldiers to strictly comply with the Public Security regulations, uphold the sense of responsibility, courtesy, and style, promote the tradition of the Capital Police ; demonstrate the image of a regular, dedicated, close, and friendly police soldier in the eyes of the people and international friends. In the process of performing tasks, the forces need to proactively coordinate closely, avoid overlapping or missing tasks, and ensure high unity and coordination.
