Ensuring passenger transport safety during the year-end period.

As the Lunar New Year approaches, people's travel demand increases, putting significant pressure on the passenger transport system. To ensure traffic order and safety, the city's functional agencies and units are implementing a comprehensive range of solutions.

Bus station management and operation units are stepping up inspections to ensure that all vehicles entering and leaving the station meet the required conditions.

Be proactive from the "starting point" of the journey.

As a major socio -economic center of the Northern Coastal region and an important international trade gateway via its system of seaports, airports, and inter-regional national highways and expressways, Hai Phong consistently maintains a high density of vehicles. This is especially true during the end of the year and leading up to the Lunar New Year, when the demand for travel, goods transportation for production and consumption, and people's desire to return home for the holidays increases sharply, putting even more pressure on the transportation infrastructure. The city currently has 17,345 transport businesses with 44,863 vehicles of all types. Of these, freight transport accounts for the largest number with 33,618 vehicles; fixed-route passenger transport has 667 routes connecting to 26 provinces and cities; contract passenger transport has 2,826 businesses with 7,210 vehicles; and there are 31 bus transport businesses operating 23 routes with 247 vehicles. There are 47 taxi companies with 3,061 vehicles. Therefore, ensuring traffic order and safety during the Tet holiday season is always a priority for relevant agencies and units, and they proactively implement measures well in advance.

At Vinh Niem bus station, one of the city's major transportation hubs, the operation and control of vehicles are strictly implemented. Mr. Do Bao Long, Head of the Dispatching Shift at the Vinh Niem Bus Station Management Board, said that during the peak season at the end of the year, the station intensifies inspections to ensure all vehicles entering and leaving the station meet the regulations, organizes traffic flow to avoid localized congestion within the station when the number of trips and passengers increases. At the same time, they closely coordinate to ensure security and order, prevent touting and competition for passengers, and promptly receive and handle passenger complaints.

According to Mr. Long, in the days leading up to Tet (Lunar New Year), the number of passengers can increase by 10-20% compared to normal days, requiring a corresponding increase in the number of bus trips. Before departing, all vehicles must undergo strict checks, from vehicle registration and driver's license to vehicle inspection, insurance, and passenger count, ensuring that they do not carry more people than the permitted capacity. "Strict control right from the bus station is the most effective way to prevent risks on the road," Mr. Long emphasized.

Mr. Pham Thanh Giang, Head of Hai Tan Bus Station, said that currently the station has 6 operating businesses with more than 100 inter-provincial and intra-provincial buses. During peak periods, the station management strengthens coordination with businesses and transport cooperatives to ensure sufficient vehicles and drivers are available to serve the travel needs of the people; at the same time, they resolutely prevent vehicles that do not meet technical safety requirements or lack vehicle tracking equipment from departing.

Mr. Nguyen Van Cuong, Head of Sales Department, Hai Au Transport Service Joint Stock Company, said that the company considers safety as a guiding principle throughout its transportation operations. The company's internal regulations and rules are strictly established, especially for the team of drivers. Drivers are all trained in safe driving skills and handling situations, especially in complex weather conditions at the end of the year.

"During peak months, the company's traffic safety committee intensifies its efforts to raise awareness and remind drivers to absolutely refrain from using alcohol or beer while driving, strictly adhere to traffic laws, and prioritize passenger safety above all else," Mr. Cuong shared.

Beyond simply raising awareness, many businesses proactively check drivers' health, closely monitor working hours and speed through vehicle tracking devices, and promptly remind and correct violations. This is considered an important "barrier" to prevent accidents early and from afar.

In addition, the public and transparent display of ticket prices, the full listing of information on vehicles, and the establishment of a hotline for passengers to report complaints also contribute to improving service quality and creating a civilized and healthy transportation environment during the year-end peak season.

Synchronize solutions

In order to better serve the travel needs of the people and ensure traffic safety and order before, during, and after the New Year, Lunar New Year, and the Spring Festival of the Year of the Horse 2026, the Department of Construction has developed a comprehensive plan with clear objectives, specific requirements, and synchronized solutions.

Accordingly, the focus is on strengthening inspection and control, tightening discipline in transportation activities; improving the effectiveness of state management of bus stations, train stations, ports, and airports, while raising the awareness of law compliance among drivers, train operators, and transportation businesses.

The management and operation units of bus stations, ferry terminals, train stations, Cat Bi International Airport, and the Hai Phong Inland Waterway Port Authority are proactively upgrading their facilities to be clean and attractive. They are publicly displaying ticket prices, schedules, and service quality commitments from each transport unit; offering early ticket sales and applying information technology to facilitate travel for the public, while resolutely preventing speculation and illegal ticket trading. Inspection and control of vehicles and drivers at the terminals are strictly enforced, only allowing departures when all requirements regarding documentation, permits, technical safety, and environmental protection are met. Coordination with the police and local authorities is strengthened to ensure security and order, prevent the transportation of prohibited goods, and mitigate the risk of fire, explosions, and the spread of diseases.

In addition, road and waterway passenger transport units are mobilizing the maximum number of vehicles, arranging reserve drivers and crew members, and organizing flexible rotations to meet the increased travel demand; strictly enforcing the posting and collection of fares according to regulations; absolutely prohibiting overloading, exceeding the permitted number of passengers, and transporting dangerous or prohibited goods. Transport operations are closely monitored through vehicle tracking devices, driver health checks, and strict handling of violations related to speeding, working hours, and the use of alcohol, beer, and stimulants; while simultaneously improving service quality, ensuring civilized and courteous attitudes, and showing consideration for the elderly, people with disabilities, children, and vulnerable groups, contributing to ensuring safe and smooth passenger transport during the year-end peak season.
