Ensuring fairness in policy benefits for learners

On the afternoon of June 24, the National Assembly Standing Committee held a meeting to give opinions on receiving, explaining, and revising two draft resolutions of the National Assembly on tuition fees and preschool education.

On the afternoon of June 24, the National Assembly Standing Committee held a meeting to give opinions on the reception, explanation and revision of two drafts, including the National Assembly Resolution on tuition exemption and support for preschool children, general education students, and those studying general education programs at educational institutions in the national education system; and the National Assembly Resolution on universalizing preschool education for preschool children from 3 to 5 years old.

Reporting on the reception, explanation and revision of the draft Resolution of the National Assembly on tuition exemption and support for preschool children, general education students, and students of general education programs at educational institutions in the national education system, Chairman of the National Assembly's Committee on Culture and Social Affairs Nguyen Dac Vinh said that the draft Resolution is revised in the direction of general regulations on the scope of regulation, applicable subjects and adding policy beneficiaries who are people of Vietnamese origin whose nationality has not been determined and are living in Vietnam.

The Standing Committee agrees with the above acceptance and adjustment. Accordingly, it has covered enough policy beneficiaries, ensuring the implementation of the competent authority's conclusion on expanding policy beneficiaries.

Regarding the policy of tuition exemption and support, the Standing Committee of the Committee agreed with the content of acceptance and adjustment to ensure conformity with the authority and socio-economic conditions of each locality and fairness in policy enjoyment for learners.

The provisions of the draft Resolution clearly state the exemption of tuition fees for preschool children, primary school students, and students of general education programs in public educational institutions; and tuition support for preschool children, primary school students, and students of general education programs in non-public and private educational institutions.

The authority to decide on the level of tuition support is decided by the People's Council of the province or centrally-run city according to the tuition framework prescribed by the Government, but not exceeding the tuition level of non-public and private educational institutions.

Reporting on the reception, explanation and revision of the draft Resolution of the National Assembly on universalizing preschool education for preschool children from 3 to 5 years old, Chairman of the Committee on Culture and Social Affairs Nguyen Dac Vinh said that the Standing Committee of the Committee agreed with the provisions on the scope of adjustment and subjects of application in the draft Resolution; accepted the direction of removing the provision excluding subjects of application, not including preschool education institutions with foreign investment.

The beneficiaries of the draft Resolution are in accordance with current legal provisions, ensuring that children between the ages of 3 and 5 have access to education, which is an important foundation for comprehensive development of children in terms of physical, emotional, intellectual, and aesthetic aspects, forming the first elements of personality, and preparing children for first grade.

Through discussion, the National Assembly Standing Committee basically agreed with the Government's proposal and the Report of the Committee on Culture and Society on the contents of reception, explanation, and adjustment related to the scope of regulation, applicable subjects, objectives, principles of implementation of mechanisms and policies, financial resources for implementation, organization of implementation, and enforcement.

Regarding financial resources for implementation, the National Assembly Standing Committee requested the drafting agency to closely coordinate with relevant agencies to review, research, and revise to ensure feasibility.

The Government needs to urgently direct research and promulgate decrees and projects to guide the application of the articles and provisions of the two resolutions, ensuring synchronous and unified implementation when the two resolutions come into effect.

Clarifying the working relationship of the Fatherland Front with its affiliated members

In the afternoon session on June 24, the National Assembly Standing Committee gave opinions on receiving, explaining and revising the draft Law amending and supplementing a number of articles of the Law on the Vietnam Fatherland Front, the Law on Trade Unions, the Law on Youth and the Law on Implementing Democracy at Grassroots Level.

Commenting on this content, National Assembly Chairman Tran Thanh Man asked the agencies to update the instructions of General Secretary To Lam during the working session with the Party Committee of the Fatherland Front and Central organizations on June 23 to complete the draft Law.

The National Assembly Chairman requested clarification of the position, rights, responsibilities, and working relationship of the Vietnam Fatherland Front with its affiliated members, especially the principle of proactive, creative, and relatively independent operations between the Vietnam Fatherland Front and the five political organizations. Regarding the apparatus, it is necessary to implement the spirit of the Politburo's conclusions.

According to the National Assembly Chairman, the relationship between the Fatherland Front, trade unions as well as socio-political organizations involved in monitoring and criticism activities should be regulated in the Law on the Vietnam Fatherland Front and the Charter of the Fatherland Front.

The concretization of the Charter must be consistent with the principle in Clause 2, Article 1 of the draft Law: socio-political organizations, together with other member organizations of the Democratic Consultative Front, coordinate and unify actions chaired by the Vietnam Fatherland Front, while promoting the initiative and creativity of each member.

On the afternoon of June 24, with 100% of the delegates present in agreement, the National Assembly Standing Committee approved in principle the draft Ordinance amending and supplementing a number of articles of 6 ordinances related to the jurisdiction of the People's Court and agencies, and a number of resolutions at the request of the Chief Justice of the Supreme People's Court and the Chief Prosecutor of the Supreme People's Procuracy.
