Ensure the selection of qualified and capable personnel to participate in organizing the elections.

According to Article 21 of the Law on Election of National Assembly Deputies and People's Council Deputies (Election Law), there are three organizations responsible for elections at the local level: the Election Committee at the provincial, city, and commune/ward/special zone levels (collectively referred to as the Election Committee); the Election Board for National Assembly Deputies, the Election Board for People's Council Deputies at the provincial level, and the Election Board for People's Council Deputies at the commune level (collectively referred to as the Election Board); and the Polling Station.

Regulations concerning local election organizations

The Ministry of Interior stated that, according to Article 22 of the Election Law, People's Committees at all levels, after consultation with the Standing Committee of the People's Council and the Standing Committee of the Vietnam Fatherland Front at the same level, shall decide to establish the Election Committee. The establishment must be completed no later than 105 days before the election day.

Provincial and centrally-administered city election committees consist of 23 to 37 members and are responsible for conducting elections for National Assembly representatives and organizing elections for provincial People's Council representatives in their localities. The list of provincial election committee members must be submitted to the National Election Council, the Standing Committee of the National Assembly, the Government, and the Standing Committee of the Central Committee of the Vietnam Fatherland Front.

The election committee at the commune, ward, or special administrative region level consists of 9 to 17 members and is responsible for organizing the election of representatives to the People's Council at the commune level. The committee is decided by the People's Committee of the commune after consultation with the Standing Committee of the People's Council and the Standing Committee of the Vietnam Fatherland Front at the same level. The list of commune-level election committee members is sent to the provincial election committee, the Standing Committee of the People's Council, the People's Committee, and the Standing Committee of the Vietnam Fatherland Front at the provincial level.

According to Article 24 of the Election Law, People's Committees at all levels, after consultation with the Standing Committee of the People's Council and the Standing Committee of the Vietnam Fatherland Front at the same level, shall decide to establish Election Committees. The establishment must be completed no later than 70 days before the election day.

The National Assembly election committee is established in each National Assembly electoral district, consisting of 9 to 17 members, as decided by the Provincial People's Committee. The Provincial People's Council election committee is established in each Provincial People's Council electoral district, consisting of 11 to 15 members, as decided by the Provincial People's Committee. The Commune People's Council election committee is established in each Commune People's Council electoral district, consisting of 9 to 15 members, as decided by the Commune People's Committee.

According to Article 25 of the Election Law, no later than 43 days before the election day, the People's Committee of the commune, after consultation with the Standing Committee of the People's Council and the Standing Committee of the Vietnam Fatherland Front at the same level, shall decide to establish an Election Team in each polling station to conduct the election of National Assembly deputies and People's Council deputies at all levels. The Election Team shall consist of 11 to 21 members, including the Team Leader, Secretary, and members who are representatives of state agencies, political organizations, socio-political organizations, social organizations, and representatives of voters in the locality.

For people's armed forces units, the establishment of polling stations is carried out according to Article 25 of the Election Law. If a people's armed forces unit is designated as a separate polling area, a polling station with 5 to 9 members shall be established, including a station chief, a secretary, and commissioners who are representatives of the unit's command and military personnel.

In cases where a people's armed forces unit and a locality share a polling area, the People's Committee at the commune level, after consultation with the Standing Committee of the People's Council, the Standing Committee of the Vietnam Fatherland Front at the same level, and the commander of the people's armed forces unit, shall decide to establish an Election Team with 11 to 21 members, including representatives of state agencies, political and social organizations, representatives of local voters, representatives of the unit commander, and representatives of military personnel of that people's armed forces unit.

The Ministry of Interior notes that for electoral units electing commune-level People's Council representatives with only one polling station, a separate Election Committee and Polling Station Team must still be established in accordance with the Election Law. Members of the Election Committee may also participate in the Polling Station Team.

In special zones with a permanent population of less than 1,000 people and without a local government structure, the People's Committee of the special zone, after consultation with the Standing Committee of the Vietnam Fatherland Front at the same level, shall decide to establish an Election Team in each polling area to conduct the election of National Assembly representatives and provincial People's Council representatives. The number of members, duties, powers, and operating principles of the Election Team in the special zone shall comply with the provisions of the Election Law.

Personnel must have experience in information technology and digital transformation.

Circular No. 21/2025/TT-BNV of the Ministry of Interior stipulates that the competent authority establishing election management organizations shall select individuals with good political and moral qualities, who are trusted by the public, knowledgeable about the law, experienced in information technology, digital transformation, and have prior experience in conducting elections to participate in election management organizations.

Candidates for National Assembly or People's Council representatives are not allowed to be members of the Election Committee or Polling Station Committee in the electoral district where they are running. If they are already members of the Election Committee or Polling Station Committee, they must withdraw from the list no later than the date of the official announcement of the list of candidates. If the candidate does not submit a withdrawal request, the agency that established the Election Committee or Polling Station Committee will issue a decision to remove the candidate's name from the list of members of the election management organization and add another member to replace them.

In cases where a member of the election organizing committee dies, is disciplined, prosecuted for criminal offenses, or for other reasons resulting in a vacancy in the election organizing committee, or due to a high-risk epidemic requiring centralized quarantine or lockdown, the People's Committee at the provincial and commune levels, based on the specific situation of each locality, after consultation with the Standing Committee of the People's Council and the Standing Committee of the Vietnam Fatherland Front at the same level, shall decide to change or supplement the members of the election organizing committee at their level before election day, ensuring the required number as stipulated in the Election Law and meeting the requirements for the effective conduct of the election.

For special zones with a permanent population of less than 1,000 people and without a local government organization, the People's Committee of the special zone, after consultation with the Standing Committee of the Vietnam Fatherland Front at the same level, shall decide to change or supplement the members of the Election Committee before election day.
