Ensure organization and apparatus to operate smoothly with local authorities at 2 levels

In preparation for the official operation of the two-level local government model, the Vietnam Fatherland Front of Hanoi City and its member organizations have been urgently and seriously taking preparatory steps to reorganize and operate according to the new model, ensuring smooth operations from July 1, 2025.

On the morning of June 18, the Vietnam Fatherland Front Committee of Hanoi City held a conference to review the work of the Front in the first 6 months of the year and deploy key tasks for the last 6 months of 2025.

Attending and giving a speech at the conference, comrade Nguyen Van Phong, Standing Deputy Secretary of the Hanoi Party Committee, assessed that this was a preliminary conference of great significance before the two-level local government model officially came into operation.

In the first 6 months of 2025, the Vietnam Fatherland Front at all levels and its member organizations have proactively developed and promptly implemented annual work plans in conjunction with local political tasks; identified and implemented key and focal tasks, achieving many positive results. In general, the contents and tasks according to the identified programs and plans and the unexpected and arising tasks have been implemented resolutely and proactively.

Focus on promoting the contents of work related to the role of representing the people's legitimate and legal rights and interests in the new situation, striving to accompany the government in participating in perfecting policies on socio -economic development of the capital; implementing well social security work... contributing to continuing to affirm the position, role, rights and responsibilities of the Vietnam Fatherland Front in the political system, which is recognized and highly appreciated by all classes of people.

In particular, it is important to focus on researching, reviewing, and advising on the organization and arrangement of the Vietnam Fatherland Front apparatus, socio-political organizations, and mass organizations assigned by the Party and the State at the city and commune levels; coordinate well in implementing propaganda activities to celebrate major holidays of the capital and the country, and propagate the Congresses of the Vietnam Fatherland Front at all levels in the area; especially, organize activities to celebrate major holidays.

The Vietnam Fatherland Front Committee of Hanoi city was honored to receive the Third Class Labor Medal.

Regarding the key tasks for the last 6 months of the year, Vice Chairman of the Vietnam Fatherland Front Committee of Hanoi City Nguyen Sy Truong said that in order to prepare for the transition to a new organizational model, the system of Vietnam Fatherland Front Committees at all city levels focuses on key, basic tasks for the last 6 months of 2025.

Specifically, coordinate to prepare well the conditions to ensure the organization of the Fatherland Front apparatus and socio-political organizations operate smoothly from July 1, 2025, at the same time, strengthen the organization, innovate the content and methods, improve the effectiveness of the activities of the Vietnam Fatherland Front, meeting the requirements of the tasks in the new period.

Organize the implementation of the Resolution and Action Program of the Congress of the Fatherland Front at all levels in conjunction with thoroughly grasping and effectively implementing Resolution No. 43-NQ/TW dated November 24, 2023 of the 8th Conference of the 13th Party Central Committee on continuing to promote the tradition and strength of great national unity, building our country to be increasingly prosperous and happy.

Speaking at the conference, comrade Nguyen Van Phong, Standing Deputy Secretary of the Hanoi Party Committee, suggested that the Fatherland Front and member organizations of the city continue to raise awareness, first among cadres, then spread to the people, to see the responsibility to support major policies of the Central Government and the city.

Closely follow the practical situation, the needs and aspirations of the people and cadres to promptly advise the Party Committee and coordinate with the government to solve problems right at the grassroots level. Surely an unprecedented new apparatus, implemented in such a short period of time, will have things that need to be adjusted.

“In the spirit of looking at the big picture, seeing the big things and moving forward. We request that the Front participate in supervising from the beginning, giving constructive comments from the beginning on the operation of the new apparatus. This is a particularly important contribution of the Front at this time,” said Comrade Nguyen Van Phong, Standing Deputy Secretary of the Hanoi Party Committee.

The Standing Deputy Secretary of the Hanoi Party Committee noted that another very important issue is that immediately after the new apparatus of the Front and the political system comes into operation, the city will also immediately start organizing the Party Congresses at the commune and ward levels and move towards the City Party Congress.

Chairwoman of the Vietnam Fatherland Front Committee of Hanoi Nguyen Lan Huong said that, following the direction of the Central and the city, Hanoi has resolutely deployed tasks, urgently implemented Resolution 18 of the Central, carried out the revolution on streamlining the apparatus, seriously implemented the arrangement of commune-level administrative units and the 2-level local government model; prepared conditions to organize Party Congresses at all levels, towards the City Party Congress and the National Party Congress.

“The tasks will be more difficult, with higher requirements and more work, requiring the Fatherland Front at all levels to continue to make efforts to innovate the content and methods of operation, focus on the grassroots, unite, gather and mobilize all resources and creativity of all classes of people, actively contributing to the successful implementation of the city's political tasks" - Chairwoman of the Vietnam Fatherland Front Committee of Hanoi Nguyen Lan Huong said.

Identifying key tasks in the coming time, the Chairman of the Vietnam Fatherland Front Committee of Hanoi City requested that the city's Fronts at all levels focus on seriously implementing the Party's direction and the Vietnam Fatherland Front's guidance in implementing the project to rearrange the organization and apparatus of the Fatherland Front, socio-political organizations, and mass organizations.

Ensure the direct relationship and the relative relationship in organization to resonate the strength in the activities. Especially to be close to the people, to be close to the people and to serve the people better. In addition, the City Front at all levels needs to proactively coordinate, review, arrange cadres, stabilize the ideology of the cadre team, ensure smooth and effective operation, and avoid interruptions during the transition period.
