From August 1, if approved by the National Assembly , the new laws including the amended Land Law, the Real Estate Business Law, the Housing Law and the Credit Law will officially take effect. This is accelerated to take effect 5 months earlier than the original plan.
At the workshop organized by Tien Phong newspaper this morning (June 28), Mr. Hoang Hai - Director of the Department of Housing and Real Estate Market Management ( Ministry of Construction ) - said that there has never been such consensus among central and local agencies as there is now, demonstrating determination in issuing policies to remove difficulties.
All for the purpose of supporting businesses, creating conditions for projects to be implemented, promoting capital flows and healthy market development; directly and directly impacting housing, real estate, land and credit projects.

If the Land Law takes effect from August 1, when will the guiding decrees and circulars be passed so that the law can soon be put into practice? Mr. Nguyen Dac Nhan - Deputy Director of the Department of Land, Ministry of Natural Resources and Environment (TN&MT) - said that the Ministry's leaders are "very determined" to develop detailed regulations and guidelines for the implementation of the 2024 Land Law 5 months earlier than expected.
Mr. Nhan shared that the process of developing Decrees and Circulars goes hand in hand with the process of developing Laws. When the Ministry of Natural Resources and Environment submits the Land Law to the Government for the Government to submit to the National Assembly, the drafts of implementing documents are ready.
According to him, the Government Standing Committee also met at the end of May and agreed to issue these Decrees under a shortened process. According to the old regulations, the Decrees will take effect after 45 days after being signed and approved. But for these Decrees, the effective period is immediate, implemented together with the Land Law.
Regarding the Law on Real Estate Business and the Law on Housing, Mr. Hoang Hai said that the guiding decrees and circulars will be completed on time as required before June 30.
Speaking at the workshop, Mr. Le Hoang Chau, Chairman of the Ho Chi Minh City Real Estate Association (HoREA) expressed his belief and expectation when the Government and ministries and branches work together to resolve legal problems through the simultaneous promulgation of four laws related to real estate.
Mr. Chau believes that even though there is a delay in policy, a delay from law to decree, circular, when the problem is resolved, the market will have projects, supply will increase, social housing will be built, housing prices will return to a reasonable state... then the market will automatically adjust sustainably.
The HoREA Chairman also added that the real estate market trend is shifting towards green, environmentally friendly real estate, health real estate, integrated utilities, etc. To achieve this shift, the market needs a synchronous and unified legal foundation.
He believes that the real estate market still has many difficulties, but the difficulties will gradually decrease and the market will recover with the improvement of the investment and business environment. Enterprises no longer seek to make profits for themselves but always accompany investors and customers.
