The Emulation and Reward Council of the Ministry of Culture, Sports and Tourism (hereinafter referred to as the Council) has the function of advising the Minister of Culture, Sports and Tourism to direct and organize the implementation of emulation and reward work of the Culture, Sports and Tourism sector in accordance with the provisions of law on emulation and reward.
Duties and powers of the Council
Advise the Minister to launch emulation movements within the scope of the Culture, Sports and Tourism sector according to authority.
Periodically evaluate, summarize and review the implementation of emulation movements and commendation work; recommend and propose policies and measures to promote patriotic emulation movements in each year and each period; organize emulation in accordance with the provisions of law on emulation and commendation.
Advise the Minister to inspect emulation movements and implement policies and laws on emulation and rewards.
Advise the Minister to award emulation titles and forms of rewards according to authority or submit to competent authorities for rewards according to regulations.
Consider and give opinions by voting on the titles: "Hero of the People's Armed Forces", "Hero of Labor", "National Emulation Fighter", "Ministry-level Emulation Fighter"; forms of commendation: Medals of all types (classes), "Friendship Medal", "Certificate of Merit of the Prime Minister" for collectives and individuals under the authority of the Ministry.
Duties and powers of the Board members
Chairman of the Council: Directs all activities of the Council; decides to convene, chair and conclude meetings of the Council; assigns tasks to members of the Council; signs and issues minutes of meetings of the Council; establishes a Secretariat to assist the Council; authorizes the Standing Vice Chairman of the Council to sign documents related to the activities of the Council.
Authorize the Standing Body of the Council to appraise documents submitted to the Minister for consideration and decision, including: Forms of extraordinary rewards; forms of specialized rewards initiated by the Minister of Culture, Sports and Tourism; Commemorative medals; and awards for collectives and individuals according to the provisions of law.
Standing Vice Chairman of the Council: Responsible to the Chairman of the Council for the activities of the Council's standing body; signs documents of the Council under the authorization of the Chairman of the Council; signs on behalf of the Council documents announcing the results of the appraisal of dossiers, the results of the settlement of dossiers proposing commendations of collectives and individuals; inspects the emulation movement, commendation work of agencies and units under the Ministry and in the Culture, Sports and Tourism sector; directs the preparation of agenda content for Council meetings. Performs other tasks assigned by the Chairman of the Council.
Vice Chairman of the Council: Responsible for coordinating and directing the implementation of emulation movements in agencies and units under the Ministry of Culture, Sports and Tourism; discovering and replicating advanced models. Performing other tasks assigned by the Chairman of the Council.
The Vice Chairmen of the Council are allowed to use their units' apparatus to perform the tasks assigned by the Council.
Standing Council Body
Advise on implementing and organizing emulation movements; coordinate with relevant agencies and units to implement preliminary and final summaries of emulation movements in the whole Industry.
Urge and inspect emulation and reward work of agencies and units under the Ministry and in the Culture, Sports and Tourism sector; discover, build and organize the replication of advanced models.
Receive, organize appraisal and synthesize commendation proposal files to submit to the Council (except for Commemorative Medals and unexpected commendations).
Seek opinions from Departments and Bureaus (not in the Council) on commendation proposals in the areas assigned to the Department and Bureau according to current legal regulations.
Send documents to request opinions of each Council member in case of not holding a Council meeting, then report to the Minister for consideration and decision.
Publicly post the list of proposals for consideration of awarding Medals of all types (classes) and the titles of "Hero of the People's Armed Forces", "Hero of Labor", "National Emulation Fighter" on the Ministry's Electronic Information Portal before the Council meeting (according to the provisions of Clause 2, Article 44 of Decree No. 152/2025/ND-CP)....
Council meeting regime
The Council holds meetings three times a year (in March, July and October each year). The Council may hold extraordinary meetings convened by the Chairman of the Council to resolve matters arising between regular meetings.
The Council Chairman assigns the Council's standing body to send written requests for Council members' opinions on documents submitted to ministries, departments and branches for rewards if necessary, then compile them into Minutes to report to the Council Chairman.
The Council Chairman requests the Council's standing body to invite representatives of agencies and units under the Ministry to attend Council meetings (if necessary). Invited representatives have the right to speak and discuss but do not have the right to vote.
Working principles of the Council
The Council operates collectively and implements the principles of transparency, democracy, and majority voting by Council members.
The Council holds a meeting when at least 75% of the total number of Council members attend, including the Chairman of the Council chairing the meeting or the Vice Chairman of the Council authorized by the Chairman of the Council.
The Council will consider the form of reward and emulation title that the collective or individual proposes.
Do not consider applications that do not meet the required conditions, standards, procedures, or documents.
Not considering rewards or recommending superiors to reward collectives and individuals during the time when competent authorities are considering disciplinary action or investigating, inspecting, or checking when there are signs of violations or there are complaints, denunciations, or corruption and negativity issues reported by the press that are being verified and clarified (according to regulations in Clause 4, Article 4 of Decree No. 152/2025/ND-CP).
The Council meets to consider emulation titles, forms of commendation and secret ballots. In case a Council member is absent, the Council's standing body will obtain written opinions and these will be recorded in the Council meeting minutes.
