Speaking at the opening of the session, Comrade Nguyen Van Son, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, emphasized: The first thematic session was held in the context of Tuyen Quang province actively implementing the two-level government model after the merger, with high requirements for innovation in leadership thinking, improving the quality of administration and effectiveness of state management. Therefore, the contents presented at this session play a very important role in concretizing major orientations, creating a foundation for the province's development in 2025 and the following period.

Focus on discussing the socio -economic development, national defense and security plan for 2025

At the meeting, the content that received special attention from delegates was the Draft Resolution on the Socio-Economic Development Plan, ensuring national defense and security in 2025. This is a document that plays a comprehensive role in guiding the development activities of the province in the first year of operating under the two-level local government model, after the merger.

The Resolution sets out 25 main targets for 2025, notably: GRDP reaches 95,960 billion VND, growth rate of 8.61%, average GRDP per capita is 54.97 million VND/year; Industrial production value increases by 16.6%, agriculture - forestry - fishery increases by 5.4%, services increase by 8.93%; Attracting over 3.6 million tourists, total retail sales of goods and services reach over 58,700 billion VND; Budget revenue reaches 8,818 billion VND, total social investment capital reaches over 33,000 billion VND; Planting 13,048 hectares of new forests, forest coverage rate maintained at over 62%; Urbanization rate reaches 28.56%, credit growth is 11.4%; 100% of communes and wards maintain universal education ; The rate of trained workers reached 66.5%; Creating jobs for over 42,000 workers, reducing the rate of multidimensional poverty by over 3.7%; Completing the elimination of temporary and dilapidated houses for over 15,868 households, of which more than 12,800 houses were completed before June 30, 2025; The rate of urban residents using clean water reached 99.5%, rural residents using hygienic water reached 97%; 100% of hazardous and medical waste was treated to standards, the rate of urban waste collection reached 95%.

Speaking at the meeting, Secretary of the Provincial Party Committee Hau A Lenh highly appreciated the spirit of urgent work, responsibility, democracy and intelligence of the Provincial People's Council delegates. He affirmed: The first thematic session of the 19th Provincial People's Council was held at a time of special significance when the local government apparatus had been rearranged and operated according to a two-level model, the requirement was to both stabilize the organization and promote comprehensive and sustainable development.

The Provincial Party Secretary emphasized: The socio-economic development plan, ensuring national defense and security in 2025 is the central resolution of the session, playing a role in guiding development tasks in the first year after the merger. The development and implementation of this resolution must ensure practicality and feasibility, associated with the requirements of improving growth quality, stabilizing people's lives, improving the investment environment, promoting digital transformation...

Standing Deputy Secretary of the Provincial Party Committee Le Thi Kim Dung presented the Prime Minister's Certificate of Merit to Comrade Phung Tien Quan, Head of the Provincial Party Committee's Internal Affairs Committee.

The Provincial Party Secretary requested that, immediately after the meeting, the Provincial People's Council, Provincial People's Committee and relevant agencies need to focus on directing and promptly concretizing the resolutions that have just been passed into specific, practical and feasible action programs and plans.

Along with that, it is necessary to strongly promote the supervisory and critical role of the Vietnam Fatherland Front, socio-political organizations and the People in the implementation process, ensuring that all resolutions are implemented substantially, not in formality.

The Provincial People's Council needs to develop a focused and key monitoring plan, prioritizing difficult areas to promptly remind, urge, and remove obstacles, ensuring that localities implement the resolution on schedule and achieve high efficiency. The Provincial People's Committee proactively develops practical management solutions, concretizes each work content closely, "does everything well", promptly reports and proposes solutions to handle arising difficulties and obstacles.

All levels and sectors must coordinate synchronously and uniformly, without shirking responsibility, without distinguishing whose work it is, all must work together for the common goal.

He also emphasized that in the coming time, the tasks are extremely heavy, the workload is huge, without high political determination, the socio-economic development targets for 2025 will not be completed.

Along with the draft Socio-Economic Development, National Defense and Security Plan for 2025, the Provincial People's Council also reviewed, discussed and voted to approve many other important draft resolutions.

The Provincial People's Council considers and approves resolutions on: Estimated state budget revenue, local budget expenditure and plan for allocating provincial budget and supplementing provincial budget for communes and wards in 2025 in the area; Decision on the medium-term public investment plan of local budget capital for the period 2021-2025 of Tuyen Quang province; Decision on the public investment plan of local budget capital in 2025; Regulations on decentralization of state budget revenue sources, local budget expenditure tasks and percentage (%) of revenue sharing between provincial budget and commune budget in the province...

Group of resolutions in the field of internal affairs, regimes and policies: Temporarily assigning the payroll of cadres and civil servants in specialized agencies, state administrative organizations under the People's Council, People's Committee and the total payroll of cadres and civil servants under local authorities at the commune level in the province in 2025; Temporarily approving the total number of people working with salaries from the state budget in agencies, administrative organizations, public service units under the Provincial People's Committee, associations assigned by the Party and the State at the provincial level, People's Committees of communes and wards in the province in 2025; Approving the number of labor contracts performing professional and technical work according to Decree No. 111/2022/ND-CP of the Government for public service in the field of education and public service units in the field of health with regular expenditures guaranteed by the State in the province in 2025;...

In his closing speech, comrade Nguyen Van Son, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council affirmed: After a period of serious, democratic and highly responsible work, the first thematic session of the 19th Provincial People's Council has completed the entire proposed program and unanimously passed 11 important resolutions directly related to socio-economic development, national defense - security and the organization of the state administrative apparatus in 2025.

The adoption of the Resolution on the Socio-Economic Development Plan, ensuring national defense and security in 2025 is a timely step to concretize the major orientations of the Central Government and the Provincial Party Committee in the local reality. At the same time, it affirms the province's determination to maintain stability and create development breakthroughs in the new context.

He requested the Provincial People's Committee, all levels and sectors to urgently implement the resolutions with the highest sense of responsibility. The Provincial People's Council delegates continue to promote their role of supervision, companionship and listening to voters' opinions to ensure the resolutions come to life. At the same time, he hoped that the people of all ethnic groups in the province would continue to promote the tradition of solidarity, trust, joint efforts and unanimity with the Party Committee and government to successfully implement the set goals.
