The plan aims to disseminate basic and advanced knowledge of artificial intelligence (AI) to the city's community, requiring no complex programming or mathematical background. Citizens will be equipped with the skills to apply AI in their work, daily lives, and studies; while also encouraging a spirit of exploration and lifelong learning regarding new technologies.
According to the set targets, in the period 2026-2027, at least 1% of the city's population (approximately 100,000 people) will be trained in AI each year; reaching 2% (200,000 people) by 2027. In the period 2028-2030, this rate will increase to 5% each year (approximately 600,000 people), aiming for 15% of the city's population (approximately 2 million people) to be trained by 2030, with 80% of learners able to apply at least one AI tool to their work or life.

Ho Chi Minh City is stepping up efforts to popularize AI among its citizens.
The program will be implemented flexibly, easily accessible, suitable for a wide range of target groups, and can be conducted online or in a combination of online and in-person learning. Training content will be presented using practical examples, avoiding jargon; and will include mechanisms for regular evaluation and improvement, encouraging participation from the government, schools, businesses, and social organizations.
The plan also outlines the development of an integrated online learning platform incorporating a learning management system (LMS), content management system (CMS), learner database, interactive tools, and single sign-on (SSO) with VNeID accounts; and the application of open online learning models (MOOCs) to serve large-scale training.
In addition, short-term courses (2-4 sessions) will be held in person at agencies, cultural centers, libraries, community learning centers, or online, providing guidance on using simple AI tools such as ChatGPT, Gemini, etc.
The Department of Science and Technology is assigned to lead the implementation of the Program, coordinating with relevant agencies and units to monitor, supervise, and report results periodically. The Department of Home Affairs will coordinate the training of AI for civil servants, public employees, and workers in the state sector.
