On October 31, the People's Council of Can Tho city, term X, 2021-2026, held the 5th session (special session) and passed 13 important resolutions.
Specifically, the meeting passed the Resolution on adjusting the Medium-Term Public Investment Plan for the 2021-2025 period using local budget capital; Resolution on adjusting the Public Investment Plan for 2025 using local budget capital; Resolution on allocating the State budget expenditure estimate for the National Target Program on New Rural Construction in 2024, which is authorized by competent authorities to extend the implementation and disbursement period to 2025 (capital source belongs to the old Soc Trang province); Resolution on allocating the State budget expenditure estimate (career capital) for the National Target Program on Sustainable Poverty Reduction in 2024, which is authorized by competent authorities to extend the implementation and disbursement period to 2025 (capital source belongs to the old Soc Trang province)...
The meeting also passed resolutions regulating the level of expenditure for legal support activities for small and medium-sized enterprises in Can Tho city; Resolution regulating the content and level of expenditure to ensure state management of law enforcement and handling of administrative violations in Can Tho city; Resolution regulating policies and regimes for people working outside the payroll quota at Associations assigned by the Party and State at the provincial or district level before July 1, 2025 in Can Tho city...
At the meeting, Mr. Dong Van Thanh, Standing Deputy Secretary of the City Party Committee, Chairman of the People's Council of Can Tho City, said that the resolutions that have just been passed closely follow the policies of the Party and the Standing Committee of the City Party Committee, continuing to concretize the documents of the Central Government into the actual conditions of the locality for timely implementation, meeting the requirements of directing and managing socio-economic development in the coming time.
The Chairman of the City People's Council also requested that the City People's Committee urgently, promptly, closely and in accordance with the regulations of the resolutions that have just been passed. In particular, it is necessary to immediately arrange funding to pay for employees working outside the payroll quota at the Associations assigned by the Party and the State at the provincial or district levels before July 1, 2025 in Can Tho city, ensuring payment no later than November 1, 2025 according to Resolution No. 07/2025/NQ-CP dated September 17, 2025 of the Government.
The Chairman of the City People's Council requested the Standing Committee of the People's Council, the People's Council Committees, the People's Council Delegation Groups and the City People's Council delegates to regularly monitor and urge the implementation of these resolutions and the resolutions issued by the City People's Council in recent times.
All levels, sectors and cities must focus on completing assigned tasks, especially the goals, targets and tasks of socio-economic development, national defense and security in the 2021-2025 period, laying the foundation for the new development period. In particular, all levels, sectors and cities must focus on preparing for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term./.
