Ho Chi Minh City: People have the right to change health insurance examination facilities as they wish

In response to the suspension of health insurance contracts by some medical facilities, Ho Chi Minh City affirmed that people's rights are not affected and they can transfer to other facilities at will, completely free of charge.

Regarding the fact that some medical facilities in Ho Chi Minh City have stopped providing health insurance examinations since October 2025, causing some people to worry about their rights as these are the facilities where they initially registered for health insurance examinations, on October 31, the leader of Ho Chi Minh City Insurance affirmed that the rights of patients are not affected at all.

Recently, Ho Chi Minh City Social Insurance publicly announced the list of medical facilities that terminated their health insurance examination and treatment contracts in the area, including Minh Anh International Hospital, General Clinic 2 - Go Vap District Hospital, Phuong Dong Hospital, Vu Anh International General Hospital, Phuc An Khang International Hospital, General Clinic of Saigon Healthcare Investment Services Joint Stock Company, Agency Medical Station of Ho Chi Minh City University of Medicine and Pharmacy Hospital, Binh An General Clinic (372 Hung Vuong, Tam Long Ward).

Ms. Nguyen Thi Thu Hang, Deputy Director of Ho Chi Minh City Social Insurance, said that this was the result given after the unit reviewed and compared data on the health insurance appraisal system, aiming to eliminate medical examination and treatment facilities that no longer meet the conditions to participate in health insurance examination and treatment.

This is to ensure that the published list is accurate, transparent, and consistent with reality, thereby best protecting the rights of health insurance participants when registering for initial medical examination and treatment, avoiding registration at "invalid" facilities, being rejected when going for medical examination and treatment, or disputes arising.

Regarding the rights of people who have registered for initial medical examination and treatment at medical facilities whose contracts have been suspended, Ms. Nguyen Thi Thu Hang said that the medical examination and treatment rights of health insurance participants are completely unaffected.

Immediately after these medical examination and treatment facilities terminated their health insurance contracts, the Social Insurance agency proactively transferred the initial medical examination and treatment registration place of the people to a neighboring medical examination and treatment facility.

However, in case the participant does not want to register for initial medical examination and treatment at the facility that the Social Insurance agency has transferred, he/she can still change to another medical examination and treatment facility according to his/her wishes.

“We commit that the medical examination and treatment rights of health insurance participants will not be affected or interrupted during the implementation process,” Ms. Nguyen Thi Thu Hang affirmed.

According to the leader of Ho Chi Minh City Social Insurance, the 2024 Law on Health Insurance clearly stipulates that health insurance participants have the right to register for initial health insurance examination and treatment at primary or basic level medical examination and treatment facilities; and have the right to change initial health insurance examination and treatment facilities within the first 15 days of each quarter (ie January, April, July, October).

When there is a need to change the place of registration for health insurance examination and treatment, people can submit their application directly to the Social Insurance agency where they reside or carry out the procedure online through the Vietnam Social Insurance Public Service Portal.

Employees register through their employer. Changing the initial medical examination and treatment registration location is done completely free of charge.

When changing the place of initial medical examination and treatment registration, health insurance participants can use the updated health insurance card image on the VssID or VNeID application to go for medical examination and treatment./.
