Strengthening propaganda of the Party's policy on national development in the new situation

On October 31, in Hanoi, the Government Party Committee held an online conference to provide information on the fourth quarter of 2025. Attending were representatives of the Standing Committee of the Party Committee, leaders, officials working in propaganda and mass mobilization, and Secretaries of the Youth Unions of Party Committees directly under the Government Party Committee.

The conference listened to the introduction of the topic "Results of operating the 2-level local government organization model" by comrade Phan Trung Tuan, Director of the Department of Local Government, Ministry of Home Affairs . This is the content that has been strongly led and directed by the Politburo, the Secretariat, the General Secretary, the Government, the Prime Minister and seriously implemented by ministries, branches and localities in the past time. The arrangement and operation of the 2-level local government has received the general consensus of the whole country, the support of the people, the drastic participation of the entire political system and achieved many positive results.

After 4 months of implementation, the organization and personnel in localities have been basically completed, ensuring continuity, without legal or leadership gaps. Currently, 3,321 communes, wards and special zones have established public service units to provide multi-sector and multi-field public services at the commune level, ensuring compliance with the Central Government's orientation and the practical situation of each locality.

The reporter presented information on the results of implementing two-level local government.

The topic "Socio-economic situation in the first 9 months of the year, goals and tasks for the last 3 months of 2025" discussed by comrade Can Van Luc, member of the Prime Minister's Policy Advisory Council, showed that in the past time, thanks to the efforts of the entire political system under the correct and timely leadership of the Central Government, regularly and directly by the Politburo and the Secretariat; the coordination, accompaniment and supervision of the National Assembly; the correct, drastic, practical and effective direction and management of the Government, the Prime Minister, ministries, branches and localities; the support and active participation of the people, the business community and the cooperation and assistance of international friends, the country's socio-economic situation continues to develop rapidly and sustainably.

In the coming time, the Government Party Committee will focus on leading the implementation of solutions to continue promoting economic restructuring; effectively operating the two-level local government model; and improving the investment and business environment...

Speaking at the conference, comrade Nguyen Duc Phong, Deputy Secretary of the Government Party Committee, requested Party committees and organizations at all levels in the Government Party Committee to strengthen leadership, direction, dissemination and continue to strictly implement the conclusions of the Politburo and the Secretariat on improving the operational efficiency of the political system and the two-level local government apparatus. Urgently implement the newly issued resolutions of the Politburo; continue to innovate the work of researching, studying and disseminating the Party's resolutions; promote information and propaganda on the country's development policies, guidelines, orientations, strategies, mechanisms, policies, socio-economic achievements, and operational efficiency of two-level local governments.

At the same time, each cadre, party member, and party organization needs to promote their core role in identifying, fighting, preventing, and refuting the wrong views of hostile forces in cyberspace regarding the Party's policies on the operation of the two-level local government organization model and the State's socio-economic development policies in recent times; replicating good models, good and effective practices, creating a spreading influence and consensus throughout society.
