According to the National Center for Hydro-Meteorological Forecasting, at 4:00 a.m. on July 21, the center of storm No. 3 (Storm Wipha) was located at about 21.5 degrees North latitude; 110.4 degrees East longitude, in the northern area of Leizhou Peninsula (China), about 275km east of Quang Ninh - Hai Phong . The strongest wind is level 9, gusting to level 11. The storm is moving West Southwest, at a speed of 15-20km/h.

It is forecasted that in the next 24 hours, storm No. 3 will continue to move in the West Southwest direction at a speed of about 15km/h and is likely to strengthen.
