According to the reporter's records, by the evening of July 22, the water level in the intra-field canal system in most localities was basically maintained at a low level. About 49,500 hectares of winter-spring rice, 3,500 hectares of summer-autumn vegetables that had been planted, and many other crops in the west of the city were basically only slightly damaged. However, a part of the rice and vegetable areas in the communes of Thanh Mien, Vinh Lai, Nam Thanh Mien, Nam Sach, Thai Tan, Dai Son, and Chi Minh were partially flooded and waterlogged.
On the afternoon of July 22, some farmers went to the fields to sow summer-autumn rice and grow summer-autumn vegetables despite the rain.

Mr. Le Thai Nghiep, Deputy Head of the Department of Cultivation and Plant Protection of Hai Phong City, said that the city currently has about 10,000 hectares of new rice that has been sown for about 5-6 days. If heavy rains of over 100 mm occur, these areas will be at risk of flooding, rotting, and will have to be replanted if the waterlogging is not drained in time.
Therefore, for low-lying fields that have not been planted, especially those that have been sown, farmers are advised to temporarily stop sowing if it continues to rain. Prepare a reserve amount of seeds to replant in areas that have been damaged due to being soaked in water for many days.
For summer-autumn vegetables, farmers are instructed to temporarily stop planting if it rains heavily. Actively clear and dredge ditches in the fields and prepare plans to prevent flooding. Continue to build shelters and rain shelters to limit the areas of leafy vegetables and herbs from being crushed...
