A year of striving to overcome difficulties, determined to overcome challenges, creating opportunities, fostering unity, discipline, and creativity, closely following the directives of the Government and the Prime Minister, resolutely implementing assigned tasks; managing, exploiting, and using resources effectively and sustainably, protecting the environment, responding to climate change, and making important contributions to the socio -economic development of the country.
A bright picture for 2023
On the eve of the new year 2024, looking back at the journey so far, it can be seen that in 2023, based on the six guiding principles and priorities of the Government; adhering closely to the theme of "Unity and discipline, courage and flexibility, innovation and creativity, timeliness and effectiveness," the entire Ministry of Natural Resources and Environment has demonstrated a spirit of innovation, creativity, and proactiveness in implementing policies and laws; timely policy responses to resolve obstacles arising in economic and social development, ensuring national defense and security related to the Ministry's state management work; and decisive action in resolving issues, ensuring the smooth and efficient operation of the Ministry's state management activities, especially in the context of leadership changes and transitions within the Ministry of Natural Resources and Environment . Many important results have been recognized by the Party and State leaders and highly appreciated by the people.
Efforts to improve institutions, policies, and laws continue to receive attention, thereby creating an increasingly comprehensive, unified, and effective legal system for natural resources and the environment.

We have proactively implemented solutions early on to ensure the inputs for the economy such as land, production, water resources, information, meteorological and hydrological data serving production and business, and the development of the country's strategic infrastructure.
The effectiveness of implementing policies and laws on environmental protection, the responsibility of all levels of government, businesses, investors, and the awareness of the people regarding environmental issues are increasingly improving.
Digital transformation and the development of databases in the Natural Resources and Environment sector have received significant investment, contributing to improved state management efficiency, public service provision, and streamlined administrative procedures for citizens and businesses. According to the 2022 digital transformation ranking report, the Ministry of Natural Resources and Environment ranked 3rd out of 17 ministries and ministerial-level agencies (with public services).
Forecasting has become more proactive, earlier, sufficiently detailed, and highly reliable in warning of heavy rain, storms, floods on rivers, and extreme weather events, contributing to minimizing damage caused by natural disasters. A year of summarizing practical experiences and improving institutions, policies, and laws on natural resources and environment management.
It is evident that the bright picture of the year 2023, under the name of Natural Resources and Environment, was successfully created through the concerted efforts of all officials, civil servants, and employees in the sector, interwoven with vibrant colors. Looking at this overall picture, we understand that it is no coincidence that 2023 is considered the year of summarizing practical experiences and perfecting institutions, policies, and laws on natural resources and environment management.
In 2023, the Ministry of Natural Resources and Environment (MONRE) conducted a review and assessment of 10 years of implementing Resolution No. 24-NQ/TW dated June 3, 2013, on proactively responding to climate change, strengthening resource management and environmental protection; coordinated with the Central Economic Committee to conduct a preliminary review of 5 years of implementing Resolution No. 36-NQ/TW dated October 22, 2018, on the Strategy for Sustainable Development of Vietnam's Marine Economy to 2030, with a vision to 2045. It also implemented Central Resolutions and Conclusions on improving the effectiveness and efficiency of state management in various fields of MONRE, particularly land, geology, minerals and mining industry, water security, and dam and reservoir safety.
Based on the review of law enforcement implementation, the Ministry of Natural Resources and Environment advised the Government to submit to the National Assembly the draft Law on Water Resources (amended) and the draft Law on Land (amended). At the 6th Session of the 15th National Assembly, the Law on Water Resources (amended) was passed; the draft Law on Land (amended) continues to be discussed and commented on, and will be submitted to the National Assembly for approval at the next session. The draft Law on Geology and Minerals is being further refined to ensure its submission to the National Assembly in 2024. Particularly noteworthy is the effective organization of public consultations on the draft Law on Land (amended), employing diverse methods to gather opinions and disseminate information about the new points and major changes in the draft law to all segments of the population. This truly became a vibrant political event with over 12 million comments received.
The Ministry has submitted 9 draft legal documents to the Government and the Prime Minister, issued 3 decrees and 3 decisions; and issued 19 circulars within its authority to resolve and address practical difficulties, shorten administrative procedures, promote socio-economic development, and strengthen discipline in the implementation of policies and laws. It has also directed and urged localities to review and evaluate the drafting and issuance of documents within their authority to ensure the uniformity of the legal system and improve the effectiveness and efficiency of state management.
Eight out of eight national-level planning documents and ten out of fifteen technical and specialized planning documents have been completed and submitted to the Prime Minister. At the local level, the People's Councils and People's Committees of the provinces have issued legal documents related to the field of natural resources and environment, creating an increasingly synchronized, unified, and effective legal system on natural resources and environment.
A year of expanding integration and international cooperation, seizing opportunities from development trends…
In the field of international cooperation, we have actively and responsibly participated in cooperation mechanisms, seizing opportunities from development trends. We have proactively integrated with global trends on environment and climate; actively participated and responsibly contributed to global efforts to address contemporary challenges such as climate change, plastic pollution, biodiversity loss, and ecosystem degradation; and seized opportunities to promote development cooperation. The Ministry of Natural Resources and Environment and the natural resources and environment sector have promptly advised the Party, the National Assembly, and the Government on the implementation of international commitments on environment and climate, especially commitments on net-zero emissions, just energy transition, and innovation in international financial and credit mechanisms for sustainable development. The Ministry chaired and coordinated the advisory role of the Party, National Assembly, and Government leaders, especially the Prime Minister and Deputy Prime Ministers, in participating in and making substantive and effective contributions to many important international forums and events during the year. Notable examples include the Vietnamese delegation led by the Prime Minister attending the COP28 Conference in the United Arab Emirates (UAE); the G7 Summit (expanded); the mid-term comprehensive review of the implementation of the goals of the Decade of Action “Waters for Sustainable Development” 2018-2028; and the Summit on the new Global Financial Accord… Through these efforts, the Ministry has gradually contributed to effectively enhancing Vietnam's position and prestige in the field of resource, environment, and climate diplomacy; affirming the Ministry's important role and contribution as the focal agency assisting the Government in implementing international conventions, protocols, and agreements on environment and climate.

Actively promoting negotiations and signing cooperation agreements on resources, environment, and climate with many strategic and important partners, including China, Japan, South Korea, Singapore, and the World Economic Forum... Timely grasping and advising on participation in international and regional initiatives on environment and climate. In particular, chairing and coordinating with the Development Partners Group on the establishment of a Secretariat and the development of a plan to mobilize resources to implement the Political Declaration establishing the Just Energy Transition Partnership (JETP), promoting support for the process of just and equitable energy transition in Vietnam, anticipating opportunities for cooperation in exploiting the potential advantages of wind resources, promoting green transition, developing ecosystem-based economic sectors, and reducing greenhouse gas emissions.

We have implemented policies and solutions for green transition, emission reduction, and proactive response to climate change. We have proactively followed the tasks and solutions of the National Climate Change Adaptation Plan for the period 2021-2030, with a vision to 2050, to coordinate with ministries, sectors, and localities to gradually build and improve the climate change adaptation infrastructure system. We have advised and submitted to the Prime Minister for approval the Project on implementing the Political Declaration establishing 26 partnerships for just energy transition (JETP Declaration); the Project on organizing the 8th Session of the Vietnam-Netherlands Intergovernmental Committee on Climate Change Adaptation and Water Management. We have implemented the Action Plan to reduce methane emissions by 2030; and the Project on tasks and solutions to implement the results of the COP26 Conference. Actively working with the Glasgow Financial Alliance for Net Emissions “0” (GFANZ) and domestic and international financial institutions to implement Vietnam's commitments on climate change response.
To achieve the goals of the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement, the Ministry has coordinated with relevant agencies to develop the draft of Vietnam's fourth National Communication and its first biennial Transparency Report to be submitted to the Secretariat of the United Nations Framework Convention on Climate Change; collaborated with the United Nations Development Programme (UNDP) to finalize the online reporting system for monitoring and evaluating national-level climate change adaptation activities; and coordinated with relevant agencies and the World Bank to finalize the Project Document for implementing a carbon market in Vietnam for implementation in the period 2024-2028. It has also participated in achieving the goals of the Vienna Convention on the Protection of the Ozone Layer and the Montreal Protocol. Implementing several international cooperation activities with stakeholders on the management and elimination of controlled substances, lifecycle management of fluorocarbons, sustainable urban cooling, and national green cooling. Actively working with the World Bank, UNEP, and experts on developing the Phase 1 and Phase 3 HFC Elimination Management Plans.
Implementing the JETP Declaration aims to attract investment in energy transformation and efficiency improvement, strengthen grid infrastructure, education and vocational training, mobilize private sector participation in the development of renewable energy centers, carbon storage, storage and utilization, energy storage equipment and battery production, green hydrogen production, offshore wind power development, etc. The organization announced the Plan for mobilizing resources to implement the Political Declaration establishing a Just Energy Transition Partnership (JETP) at COP28 together with the Group of International Partners.
Mobilize resources to respond to climate change, especially in the Mekong Delta; focus on environmental protection, promote reforestation, and for the first time, sell carbon certificates and issue green bonds. Implement decisively action programs to respond to climate change, reduce emissions, and transition energy, demonstrating responsibility to the international community to achieve net emissions of "zero" by 2050…

Concluding a year filled with busy work and abundant achievements, these sweet fruits are not only a source of encouragement and motivation, but also a driving force to confidently embark on the implementation of the 2024 plan for the entire Natural Resources and Environment sector.
Identifying 2024 as a pivotal year of special significance in successfully fulfilling the tasks of the entire term according to the Resolution of the 13th National Congress of the Party, it is the year when the entire Natural Resources and Environment sector will be "Unity - Discipline, Proactive - Flexible, Timely - Effective, Development - Breakthrough" to promote green transformation, digital transformation, and leverage natural resources for a sustainable future.
Thoroughly understanding and strictly implementing the Resolution of the 13th National Party Congress and the Resolutions of the Party and the National Assembly, the entire Natural Resources and Environment sector is focusing on implementing synchronously and effectively the 10-year socio-economic development strategy 2021-2030 and the 5-year socio-economic development plan 2021-2025.
Closely monitoring the practical situation, promptly responding to urgent short-term issues, and effectively implementing fundamental tasks and solutions in the medium and long term, the Ministry of Natural Resources and Environment will focus on proactive, flexible, and effective management and direction; closely and synchronously coordinating policies; tightening discipline and order; improving the effectiveness and efficiency of law enforcement; promoting decentralization and delegation of power; and enhancing coordination among different levels, sectors, and localities.
The entire sector strives to successfully achieve the set goals. This includes submitting the draft Law on Geology and Minerals to the National Assembly and the Government; submitting the draft Law on Land (amended) to the National Assembly for approval at the nearest session; completing, submitting for promulgation, and promulgating, within its authority, guiding documents for the implementation of the Law on Water Resources (amended) and the Law on Land (amended), ensuring consistency, uniformity, and timely effectiveness concurrently with the Laws.
Striving to put into operation a unified, centralized land information system and land database that is interconnected across sectors; operating the national geographic information portal, monitoring data, and basic natural resources and environment survey data.
Based on setting targets equal to or higher than those of 2023, the Ministry aims to maintain and strive for an improvement in its Administrative Reform Index; improve the satisfaction index of citizens and businesses with land and environmental procedures; enhance the land access index; improve environmental component indices; control and monitor hydropower and irrigation reservoirs; increase the automation of meteorological and hydrological monitoring stations to monitor, forecast, and provide timely warnings of natural disasters such as storms and floods; strengthen environmental monitoring capacity; and increase the area of sea under basic resource and environmental surveys and the area of land under geological and mineral mapping...
Breakthrough solutions have been identified and implemented by the sector to accelerate development, contributing to the successful implementation of the National Assembly and Government Resolutions on the Socio-Economic Development Plan and the State Budget Estimate for 2024. Seven general task groups have also been identified. We have also simultaneously defined specific tasks for specialized fields across all sectors: Land Management; Water Resource Management; Geology and Minerals; Integrated Management of Marine and Island Resources and Environment; Environmental Protection; Meteorology and Hydrology; Climate Change; Digital Transformation, Development of Digital Government and Digital Economy; Surveying, Mapping and Remote Sensing...
In every field, at all levels, in all subordinate units, in all localities, and in all positions... everyone is ready to enter 2024 with a new spirit, new determination, and new strength and momentum.
From "Unity and discipline, resilience and flexibility, innovation and creativity, timeliness and effectiveness" in 2023 to "Unity and discipline, proactiveness and flexibility, timeliness and effectiveness, development and breakthrough" in 2024, it is a process of relentless striving, not measured in 365 days, but in dedication, responsibility, passion, intelligence, resilience, a spirit of unity, and high work intensity. It is a stepping stone to create momentum for advancement, enthusiastically embracing a new journey.
Looking back at 2023, we understand even more deeply the truth: To achieve sustainable development goals, we must build and nurture trust. That trust is being built and cultivated by the staff and officials of the Ministry of Natural Resources and Environment and the natural resources and environment sector throughout the country.
