The Party branch secretary of Ngam village leads the way, setting an example.

From mobilizing the people to abandon the mentality of waiting and relying on others, helping each other develop the economy, to donating land for road construction, or participating in the movement to protect border markers, Lo Van Pien (born in 1983), Party Secretary and Head of Ngam village, Tam Thanh commune, has set a leading example and earned the trust and support of the people.

Ngam Village, located in the border commune of Tam Thanh, is situated amidst towering mountains bordering the Vietnam-Laos border. Due to difficult transportation conditions, frequent landslides during the rainy season, uneven levels of education, and outdated farming practices, the lives of the villagers remain challenging. While the village comprises 339 households with nearly 700 inhabitants, it only has 23 hectares of rice paddy land, making it impossible to meet its food needs. In the lean seasons before 2019, most families in the village relied on government rice assistance, resulting in a high poverty rate.

After graduating from high school and having the opportunity to work in various places, Party Secretary and Village Head Lo Van Pien realized the main reason why, despite special attention and support from the Party and the State, the village remained poor. He firmly believed that only when the villagers changed their mindset and approach, abandoning the mentality of waiting and relying on state support, and striving for self-reliance, could the village prosper. Acting on this belief, he convened meetings with the Party committee and branch to unanimously issue a thematic resolution, focusing on leading the village management board and political and social organizations to concentrate on disseminating information and mobilizing the people to strive to escape poverty.

To gain the trust and support of the people, Party Secretary Pien and the Party members in Ngam village took the lead. First, they applied science and technology to production, focusing on intensive cultivation of bamboo and rattan, then applying advanced fertilization techniques and introducing new varieties for two rice crops per year. Next, they invested in building livestock shelters and providing care and protection for their animals. As a result, the productivity and quality of crops and livestock have steadily improved. Through this approach, from 2020 to the present, the people of Ngam village have not had to rely on state food assistance during lean seasons.

Along with directing production development, the Party cell of Ngam village mobilized the people to practice thrift in daily spending, creating capital for investment to expand production through the formation of savings groups based on household groups. This approach quickly gained the trust and adoption of many people, helping to eliminate the mindset of "eating only what you earn" or the unwillingness to escape poverty in order to rely on government support. Through this model, many households have been able to borrow capital to buy more buffaloes, cows, pigs, and chickens to develop livestock farming. To date, the average per capita income of the people in the village has reached 29 million VND/year, and only 7 poor households remain.

As people's incomes improved, Party Secretary Pien discussed and agreed with the Party branch to mobilize the people to donate land and contribute labor to build rural roads. Along with the cement provided by the State, Ngam village has now concreted all its village roads and alleys, nearly 4km long, according to the criteria of a model new rural area.

During the same period, Secretary Pien, along with party members in the Ngam village branch, mobilized the people to build livestock pens and keep livestock and poultry outside residential areas, ensuring environmental hygiene. At the same time, they regularly organized village road cleaning, planted flowers along the roadsides, creating a green, clean, and beautiful rural landscape.

Party Secretary Pien confided: “Almost every movement, when the Party branch organizes and launches it, the people actively respond and participate. And to get the people to participate, we and the Party members in the branch must take the lead, doing things first, from movements to help each other develop the economy , donating land to build roads, or movements to promote education and talent, and then patrolling and protecting the border markers together... Through these movements, not only do people improve their income and the rural landscape becomes more spacious, clean, and beautiful, but the solidarity and close ties among the people are also strengthened and become more enduring.”
