The Government has just issued Decree 153, amending and supplementing a number of articles of Decree No. 72/2023 related to standards and norms for automobile use.

The new regulation allows the Secretary, Chairman of the People's Council, Chairman of the People's Committee, Chairman of the Vietnam Fatherland Front , Deputy Secretary, Vice Chairman of the People's Council, Vice Chairman of the People's Committee, Vice Chairman of the Fatherland Front Committee at the commune level to be arranged cars for general work.

This is a remarkable new content in perfecting the policy of managing public vehicles according to the two-level local government model.

Also according to the new Decree, each commune will have a maximum of 2 cars for public service.

In addition, Decree 153 has adjusted the standards and norms for the use of public vehicles by provincial-level agencies and organizations, and removed the regulation on granting vehicles to general departments and district levels, replacing it with new regulations for commune levels.

Another point is stronger decentralization, reducing administrative procedures, thereby eliminating the requirement to consult the Prime Minister and a number of relevant agencies in the process of deciding on vehicle equipment.

The Decree also supports scientific and technological units to be equipped with additional pickup trucks or 12-16 seater vehicles to serve the task of transporting equipment and research samples. A new group of specialized vehicles has also been added, for fields such as atomic energy, radiation and nuclear safety.

Regarding public asset management, the Decree clearly stipulates cases of transferring and handling vehicles equipped at agencies after mergers, consolidations, or newly formed units.

In addition, central and local agencies will base on the standards and norms in this Decree to develop plans for arranging and handling public cars in the process of implementing the arrangement of the government apparatus according to the two-level model.
