On the morning of October 30, comrade Nguyen Van Gau - Member of the Party Central Committee, Secretary of the Provincial Party Committee worked with the Luc Ngan District Party Committee to grasp the situation of the implementation of preparations for the separation of Luc Ngan District to establish Chu Town and the new Luc Ngan District.
Attending the meeting were members of the Provincial Party Standing Committee: Mai Son - Acting Chairman of the Provincial People's Committee; Lam Thi Huong Thanh - Permanent Vice Chairman of the Provincial People's Council; Tong Ngoc Bac - Head of the Provincial Party Committee's Organization Board; Colonel Nguyen Quoc Toan - Director of the Provincial Police Department and comrade Phan The Tuan - Vice Chairman of the Provincial People's Committee; representatives of leaders of a number of relevant departments, branches and sectors.
Reporting at the meeting, Secretary of Luc Ngan District Party Committee Vuong Tuan Nghia said that on September 28, 2024, the National Assembly Standing Committee issued Resolution No. 1191/NQ-UBTVQH15 on the arrangement of administrative units (ADUs) at district and commune levels of Bac Giang province for the period 2023-2025; from January 1, 2025, the administrative boundaries of Luc Ngan district will be adjusted to establish Chu town and Luc Ngan district (new).
Accordingly, Chu town was established with a natural area of 251.55 km², a total population of 127,881 people, including 10 commune-level administrative units of Luc Ngan district. When established, Chu town will have 05 wards: Chu, Tru Huu, Thanh Hai, Phuong Son, Hong Giang (inner city area) with a natural area of 77.84 km², population of 71,679 people. The suburban area includes 05 communes: Quy Son, Nam Duong, My An, Kien Lao, Kien Thanh with an area of 173.71 km², population of 56,202 people.
After adjusting the administrative unit to establish Chu town, Luc Ngan district has a natural area of 856.89 km², a total population of over 126,600 people, with 19 commune-level administrative units including: Phi Dien, Giap Son, Dong Coc, Phu Nhuan, Deo Gia, Bien Dong, Tan Hoa, Kim Son, Bien Son, Ho Dap, Cam Son, Tan Son, Tan Quang, Tan Lap, Phong Minh, Phong Van, Sa Ly, Son Hai, Tan Moc, Khuon Reo village, Thanh Hai commune and part of Phuc Son commune, Son Dong district (land area of National Shooting Range Area 1). The new administrative center of the district is located in Phi Dien town.
After establishing 02 district-level administrative units according to Resolution No. 1191/NQ-UBTVQH15 dated September 28, 2024 of the National Assembly Standing Committee, the expected number of staff working at agencies and units of Chu town is 349 cadres, working at agencies and units of Luc Ngan district is 354 cadres.
Luc Ngan district proposed 3 options for arranging temporary office space for the district.
Accordingly, option 01, arranges the headquarters of agencies and units of Luc Ngan district and Chu town at the existing headquarters of Luc Ngan district. Specifically, arrange the headquarters of the Town Party Committee - People's Council - People's Committee of Chu town, with a staff of 131 people at the current location of the house and land which is the headquarters of the District Party Committee, the Vietnam Fatherland Front Committee and socio -political organizations of the district, the guest house of the District People's Committee with a common area of about 7,760m² , including 4 blocks of houses, with a usable floor area of about 3,375m² . The public service units, agencies and units of the province located in Chu town maintain their working positions.
Arrange the headquarters of the District Party Committee - People's Council - People's Committee of Luc Ngan district, with a staff of 136 people at the current location of the house and land which is the headquarters of the People's Council and People's Committee of Luc Ngan district, including 3 working blocks, the common area of the campus is about 5,595m² , the usable floor area is about 4,133m² ; the public service units, agencies and provincial units located in Luc Ngan district are arranged and located at some old headquarters, currently not in use, except for the District Police, which is located in Giap Son commune, Luc Ngan district (renovating the headquarters of the People's Committee of Giap Son commune and the kindergarten of Giap Son commune (old).
Option 02, arrange to build a temporary office building for Luc Ngan district at Non Coi airport, Chu town headquarters keeps the existing headquarters of Luc Ngan district.
Option 3: Arrange the headquarters of Luc Ngan district (new) at Chu town headquarters, the remaining units are arranged in other locations, including the current headquarters of Luc Ngan district People's Committee.
Luc Ngan District Party Committee proposed to allow Chu town and the new Luc Ngan district to hold the model congress at the commune level in early April 2025 to ensure leadership, direction and preparation for the model congress. Pay attention to arranging and assigning the transferred cadres of Luc Ngan district to the agencies of Luc Ngan district (new) and Chu town.
At the same time, the province has specific instructions on implementing contents such as: Developing projects, deciding to establish district-level agencies and organizations, etc. to ensure proper implementation of regulations and roadmap. The Provincial People's Committee has allocated funds to support the temporary repair of the physical facilities of the new Luc Ngan district headquarters, ensuring conditions for the new administrative apparatus to operate from January 1, 2025.
Regarding the preparation for investment in the new Luc Ngan district office in Phi Dien commune, the Department of Planning and Investment and the Department of Natural Resources and Environment are requested to consider updating and adding the Luc Ngan district administrative center to the land zoning map according to the adjusted provincial planning in Decision No. 1279/QD-TTg of the Prime Minister; consider adding the list of projects for the new Luc Ngan district administrative center to the province's public investment plan... On that basis, the People's Committee of Luc Ngan district will focus on investing in the construction of the new Luc Ngan district administrative center, striving to put the main works into operation from January 1, 2027, meeting the required standards of the new administrative unit.
Discussing at the meeting, leaders of departments, agencies and branches pointed out the advantages and difficulties when implementing the options; the majority of delegates said that option 1 would be suitable because it would take advantage of existing facilities and be more convenient in terms of investment and repair procedures. Delegates suggested that Luc Ngan district urgently coordinate with Yen Dung district People's Committee to review facilities, equipment and vehicles to transfer to Luc Ngan district (new).
With option 2, it will take a lot of time, cost money and encounter problems with procedures and legality in construction investment and planning; handling public assets after moving from temporary headquarters to main headquarters is complicated.
In addition, some delegates suggested that the locality could study option 3 to ensure the independence of the administrative unit as well as economic and social efficiency. Along with that, the plan to build the new Luc Ngan district headquarters should be implemented soon, included in the medium-term public investment plan for the period 2026 - 2031.
Regarding the proposal and recommendation of Luc Ngan district on the organization of the Party Congress at the commune level, comrade Tong Ngoc Bac - Head of the Provincial Party Committee's Organization Board said that due to the situation and characteristics of the administrative boundary separation of Luc Ngan and Chu town, the province can consider postponing the organization time according to the locality's proposal.
Speaking at the meeting, Comrade Mai Son - Acting Chairman of the Provincial People's Committee said that option 1 is the more optimal option. The renovation and repair process must ensure working conditions for cadres, civil servants, public employees and workers. During this time, all levels and sectors need to focus on propaganda work so that people, businesses, cadres, civil servants and public employees are clearly aware of the positive aspects of this administrative unit arrangement to share, support and agree. Along with that, strengthen inspection of public services, focus on solving work, ensure that people and businesses are not affected in handling administrative procedures. Comrade assigned the Department of Planning and Investment to study current regulations to propose and adjust the planning of Luc Ngan district according to its authority.
Concluding the working session, based on the opinions of the delegates, Provincial Party Secretary Nguyen Van Gau agreed to choose the temporary office of the new Luc Ngan district according to option 1.
He emphasized that the arrangement of the working headquarters of Chu town and Luc Ngan district (new) is only a part of the overall plan to implement the tasks of arranging administrative boundaries. This is an important task, which needs to be given the highest priority to ensure the material facilities for the temporary apparatus of both administrative units to initially operate according to the time limit stipulated in the Resolution of the National Assembly Standing Committee.
The Provincial Party Committee Secretary assigned the Party Committee of the Provincial People's Committee to take the main responsibility for leading the Provincial People's Committee and related agencies and localities to develop plans, allocate resources, assign staff and focus on directing implementation. The District Party Committee, People's Council and People's Committee of Luc Ngan District are responsible for implementing and ensuring the completion of the proposed plan. It is absolutely not allowed to think that this is a task or work left to the apparatus of Luc Ngan District (new). Quickly develop a comprehensive and detailed plan, where each agency, department and office will be located, and plan the location and equipment for each cadre.
Along with arranging a temporary headquarters for Luc Ngan district (new), the Party Committee of the Provincial People's Committee continues to direct the functional agencies of the province and Luc Ngan district to coordinate and have specific plans for the working headquarters of agencies and units in charge of vertical management (Police, Military, People's Court, People's Procuracy, tax, insurance, etc.). At the same time, urgently carry out procedures and orders according to regulations to arrange funds for repairing, purchasing, and installing working equipment. Direct the review, statistics, and have a plan to handle equipment in Yen Dung district. Pay attention to studying and arranging accommodation for cadres, civil servants, public employees, and workers living far away to feel secure at work. Focus on the work of cadres who are ethnic minorities.
The Party Committee of the Provincial People 's Committee directs the immediate implementation of the review and removal of planning obstacles to implement the construction of the new Luc Ngan district headquarters in conjunction with calculating the public investment roadmap. The Provincial People's Committee can establish a working group to concentrate the highest human resources to serve the preparation of a temporary working headquarters for the new Luc Ngan district; if necessary, a Steering Committee can be established to carry out the task, ensuring that there is soon a headquarters for the temporary apparatus of both administrative units to operate.
Previously, the Provincial Party Secretary and the comrades in the Provincial Working Group surveyed the proposed location for the construction of a temporary office building for Luc Ngan district (new) at Non Coi airport and the proposed location for the repair of Giap Son Kindergarten (old) to serve as the headquarters of the Luc Ngan district police (new)./.
