
Shifting from “document digitization” to “data knowledge enhancement”
Ms. Nguyen Thi Viet Nga, Deputy Head of the Hai Phong City National Assembly Delegation, believes that this is a very timely direction, demonstrating strong innovative thinking in the activities of the National Assembly.
“The Speaker of the National Assembly emphasized the need to study the establishment of a dedicated AI center to directly serve legislative tasks, supreme oversight, decision-making on important national issues, and connection with international parliaments. At the same time, she requested that data be considered a strategic asset of the National Assembly, that a separate data warehouse be built, and that it be connected to the national shared data warehouse and the National Data Center. These are fundamental requirements, because AI is only truly valuable when it is built on a foundation of complete, clean, standardized, structured, and securely managed data,” Ms. Nga said.
Ms. Nga argued that establishing a dedicated AI center for the National Assembly is not simply an investment in another technological institution. More profoundly, it represents a shift from "digitizing documents" to "intellectualizing data." "In legislative work, AI can assist in reviewing overlaps and conflicts between legal documents; identifying outdated regulations; comparing international experiences; and synthesizing opinions from experts, voters, localities, and businesses. In supreme oversight, AI can help identify recurring bottlenecks, areas with many long-standing petitions, and localities or sectors showing signs of slow progress in addressing issues after oversight. In addressing citizen petitions, AI can classify, synthesize, and detect trends in social grievances from tens of thousands of voter opinions submitted to the National Assembly. These tasks, if done entirely manually, would be extremely time-consuming and difficult to ensure a comprehensive view," Ms. Nga explained.
According to Ms. Nga, AI does not replace National Assembly representatives, nor does it replace political thinking, legislative acumen, and accountability to voters. AI is a supporting tool, but the final decision must still rest with humans, with competent authorities, and with each representative when they cast their vote. Especially for the National Assembly, requirements for data security, information confidentiality, error control, prevention of algorithmic bias, and ensuring digital sovereignty must be prioritized.
“Establishing a dedicated AI center for the National Assembly is a crucial step in transforming data into a strategic asset. But for that asset to truly be valuable, we need to do three things simultaneously: build a high-quality data warehouse; design business problems closely related to legislative activities, oversight, and citizen petitions; and train a team of delegates, officials, and experts capable of using AI intelligently and responsibly. Then, the digital National Assembly will not just be a software system, but will become a new way of working: faster, more accurate, more transparent, and closer to the people,” Ms. Nga stated.
Ensure that all legal decisions are deeply rooted in practical realities.
Dr. Do Duc Hong Ha, Vice Chairman of the Committee on Science, Technology and Environment, believes that the National Assembly's policy of researching and establishing its own AI center is not merely a technological solution, but a strategic and groundbreaking decision, demonstrating political acumen and a determination to fundamentally reform the working methods of the highest state power body.
According to Mr. Ha, the necessity and vision of this policy are demonstrated through three core aspects. These include addressing the pressure of "overload" and improving the quality of legislation. The current process of drafting and reviewing laws requires an extremely complex review process to ensure the consistency and uniformity of the legal system (especially the close correlation between substantive and procedural laws and litigation procedures). Manually processing the enormous amount of information easily leads to the risk of overlooking contradictions. AI technology, with its machine learning and natural language processing (NLP) capabilities, can compare millions of pages of legal documents in a short time, detecting early "gaps," overlaps, or policy conflicts, thereby providing strong support to the National Assembly's committees in maximizing the accuracy and logic of draft laws.
Furthermore, it optimizes the effectiveness and efficiency of supreme oversight. The National Assembly's oversight activities are based on multi-dimensional information sources. A dedicated AI center will be a tool to automate the synthesis, classification, and analysis of trends in opinions and suggestions from voters, as well as feedback from the media and press. From this "digital map" of people's aspirations, the National Assembly can accurately identify practical bottlenecks, thereby making accurate and appropriate oversight decisions and promptly addressing pressing social issues.
In particular, it will streamline the apparatus and modernize advisory bodies. The development of AI will act as a "specialized virtual assistant" system for National Assembly deputies and advisory bodies, automating the process of searching, compiling documents, and creating international comparative reports. This is fully consistent with the Party and State's major policy of streamlining the apparatus and improving the quality and efficiency of public administration officials and civil servants.
"The establishment of the AI Center is a process of transforming data into a strategic asset for the development of a digital parliament, aligning with the fundamental principles of the digital transformation era," Mr. Ha said, recognizing that the research and establishment of the AI Center is a pivotal step in transforming the Vietnamese National Assembly into a truly innovative, proactive, and constructive parliament, ensuring that all legal decisions are imbued with practical realities and illuminated by modern scientific knowledge.
Integrating AI into core business processes of Congress
Last week, during working sessions with the National Assembly's Steering Committee on Science and Technology Development, Innovation, and National Digital Transformation, and the National Assembly's Steering Committee on Digital Transformation, National Assembly Chairman Tran Thanh Man emphasized that the application of artificial intelligence (AI) needs to be integrated into the National Assembly's core operational processes, including legislation, supervision, decision-making on important national issues, foreign affairs, delegate work, citizen petitions, and related fields. In the future, research will be conducted on establishing a dedicated AI center for the National Assembly to directly serve legislative tasks, supreme supervision, decision-making on important national issues, and to connect with parliaments around the world.
