Deploying land management personnel to local areas: A positive sign in administrative reform.

After the two-tiered local government system came into operation, the initial process of receiving and handling land registration applications in many wards and communes of Dong Nai province faced considerable difficulties, especially a shortage of highly specialized personnel. In response to this situation, the Dong Nai Provincial Department of Natural Resources and Environment proactively implemented a solution of seconding personnel, deploying experienced officials from regional land registration offices to directly support local operations.

In just over a month since its implementation, this initiative has yielded tangible results. Given the complex nature of this field, requiring in-depth expertise, deploying qualified personnel to 95 wards and communes not only strengthens the workforce of the "one-stop" service but also ensures that the process of reviewing and resolving applications is carried out correctly, on time, and in accordance with regulations.

In many localities, the situation of people having to wait a long time, make multiple trips, or having their applications processed for extended periods has significantly decreased. Questions are answered directly by professional staff or responded to via text message, helping people to clearly understand the processing progress.

Ms. Dinh Ngoc Khanh Doan, Vice Chairman of the People's Committee of Tam Hiep Ward, said: "Having professional staff providing on-site support helps people save time, and their applications are processed and resolved more quickly. The ward has promptly issued initial land use right certificates to people in accordance with regulations and on time."

Mr. Dang Van Luan, Director of the Dong Nai Provincial Land Registration Office, Bien Hoa Branch, shared: “We have sent officials knowledgeable in procedures and operations to the wards to provide direct support. The coordination between units has been smooth and effective, helping people to receive land use right certificates sooner.”

According to statistics, from the beginning of July to mid-September 2025, the entire province received nearly 112,000 land-related applications, of which more than 88,000 were processed, achieving a rate of 99.6% on time and ahead of schedule – the highest in the past three years. Each application processed on time is a step forward in administrative reform, clearly demonstrating the motto "Taking the satisfaction of the people as the measure of service effectiveness".
