Households using a lot of electricity will see a sharp increase in electricity bills.
The most important content of the draft Decision regulating the structure of retail electricity prices is the retail price list for household electricity.
In this draft, the Ministry of Industry and Trade still maintains its view of shortening the electricity price ladder from 6 levels to 5 levels. However, there is a change in the structure of the proportion compared to the average retail electricity price.
Specifically, the 5 levels are: level 1 is the first 100kWh, the price is 1,806.11 VND/kWh; level 2 is from 101 - 200kWh, the price is 2,167.33 VND/kWh; level 3 is from 201 - 400kWh, the price is 2,729.23 VND/kWh; level 4 is from 401 - 700kWh, the price is 3,250.99 VND/kWh and level 5 is for kWh from 701 and up, the price is 3,612.22 VND/kWh.
With this new price list, the retail price of household electricity compared to the current average retail price of electricity (VND 2,006.79/kWh) is 90%, 108%, 136%, 162% and 180% respectively. In particular, the current electricity price for the first level from 0 - 100kWh is kept unchanged to ensure stable electricity prices for poor households and social policy households with low electricity usage (currently accounting for 33.48% of households).
The difference in reduced electricity revenue will be compensated by households using electricity from 401 - 700kWh and over 700kWh.
Maintain current electricity prices for levels from 101 - 200kWh and 201 - 400kWh. Electricity prices for levels from 401 - 700kWh and from 700kWh upwards are designed to offset revenue for lower levels.
Of which, from 401 - 700kWh, the electricity price structure will be calculated at 162% and from 701kWh, the price structure will be 180% compared to the average retail electricity price.
Thus, with this new price list, people using electricity for daily use over 700 kWh/month will have to pay an electricity price nearly 3 times higher than the average retail price (equivalent to 180%). The above prices do not include value added tax.
In the previous draft, the Ministry of Industry and Trade also proposed a plan to shorten the retail electricity price list to 5 levels. The Ministry of Industry and Trade said that 92.2% of comments agreed with this shortening.
The reduction of the electricity price list to 5 levels with gradually increasing prices aims to encourage economical and efficient use of electricity; household electricity using prepaid card meters is applied when technical conditions permit for groups of customers buying temporary electricity and short-term electricity for household use; and areas connected to the national grid for customers using electricity in rural, mountainous, border, and island areas not yet connected to the national grid.
However, some opinions disagreed with the above specific electricity price levels, because the electricity price list still has cross-subsidy between customer groups, especially when the number of customers using over 400kWh accounts for a large proportion, having to "bear" the electricity bill for the remaining low-consumption households. Meanwhile, low-consumption households have enjoyed preferential policies from the State.
In addition, according to the draft, the group of customers "tourist accommodation establishments" will have electricity prices equal to the production electricity prices. The viewpoint of the drafting agency is that tourism development will contribute to economic restructuring, bring revenue to the national budget, attract investment capital and export goods on the spot, and have a positive impact on the development of related economic sectors.
However, some experts disagree with this view, saying that it is too “favorable” for production facilities. Even when these production facilities suffer losses or are affected by an epidemic, temporarily suspend production, lay off workers, but still enjoy low electricity prices.
According to the Draft, poor households as prescribed in Point a, Clause 2, Article 3 of Decree No. 07/2021/ND-CP dated January 27, 2021 of the Government stipulating multidimensional poverty standards for the period 2021 - 2025 and policy families with the amount of electricity used for domestic purposes not exceeding 50kWh will continue to receive State support for electricity costs equivalent to the electricity cost of 30kWh calculated according to the current retail price of household electricity level 1.
