On the morning of October 25, in Hanoi, the Ministry of National Defense organized a Ministry of National Defense-level scientific conference "Vietnamese volunteer soldiers and military experts help the Lao revolution - Historical significance and lessons learned".
This is a Ministry of National Defense-level workshop, held on the occasion of the 75th anniversary of the Traditional Day of Vietnamese Volunteer Soldiers and Military Experts Helping the Lao Revolution (October 30, 1949 - October 30, 2024), towards the 80th anniversary of the founding of the Vietnam People's Army and the 35th anniversary of the National Defense Day.

In his opening speech, Senior Lieutenant General, Dr. Le Huy Vinh, member of the Party Central Committee, Deputy Minister of National Defense, stated that 75 years ago, on October 30, 1949, the Standing Committee of the Central Committee of the Indochinese Communist Party decided: The Vietnamese military forces fighting and working to help Laos were organized into a separate system and named Volunteer Army.
Under the wise leadership of the Party Central Committee, headed by President Ho Chi Minh, imbued with the ideology of "Helping the people of other countries means helping ourselves", promoting the tradition of the revolutionary army, true patriotism and pure proletarian internationalism, the Vietnamese Volunteer Army and Military Experts have stood shoulder to shoulder, worked together, together with the entire Party, the entire army and the entire people of Laos, fought bravely, and won glorious victories in the cause of national liberation, building and firmly defending the Lao People's Democratic Republic.

Presenting the report to introduce the workshop, Lieutenant General Truong Thien To, Deputy Director of the General Department of Politics of the Vietnam People's Army, emphasized that on October 30, 1949, in order to meet the requirements of solidarity and fighting alliance between the Vietnamese revolution and the Lao revolution, the Central Committee of the Indochinese Communist Party decided to send Vietnamese military forces to participate in combat and work to help Laos, organized into a separate system and under the name of "Volunteer Army". This is a historical milestone of extremely important significance in the great friendship, special solidarity, and comprehensive cooperation between Vietnam - Laos, Laos - Vietnam, marking the maturity of the Vietnam People's Army in carrying out the noble international mission; at the same time, affirming the correct strategic line of the Communist Party of Vietnam in carrying out the international mission to help the Lao Revolution.
In 1954, the Party Central Committee sent Military Advisory Group 100 to help the Lao Revolution, continuing to develop the solidarity and fighting alliance between Vietnam and Laos against the common enemy.

In the following years, Vietnam successively sent Military Expert Groups 959, 463 and 565; Volunteer Army Groups 335, 316, 763, 766, 866, 968 to help the Lao Revolution in combat, building revolutionary bases, and developing forces. At the same time, to meet the requirements and tasks of the Lao Revolution, from 1969 to 1975, the Party Central Committee, the Central Military Commission and the Ministry of National Defense of Vietnam repeatedly adjusted the organization and staffing of the Vietnamese Volunteer Army and Military Expert Groups in Laos, in order to improve the effectiveness of assisting their friends in organizing, building forces, and fighting.
Lieutenant General Truong Thien To emphasized that the assistance of the Vietnamese Volunteer Army and Military Experts helped the Lao revolution win the campaigns: Nam Tha (1962), 128 and 74A (1964), Nam Bac (1968), Muong Sui (1969), Canh Dong Chum - Xieng Khouang (1969 - 1970), Route 9 - Southern Laos (1971), Canh Dong Chum - Xieng Khouang (rainy season 1972)..., forcing the US and the Lao right-wing faction to sign the Vientiane Agreement (February 21, 1973), creating favorable conditions for the Lao army and people to fight for power, establishing the Lao People's Democratic Republic (December 2, 1975). In 1975, the Lao revolution won, the Volunteer Army and Military Experts gradually withdrew from the country.
In order to continue helping you protect the revolutionary achievements, in May 1976, the two sides agreed to organize a Vietnamese Military Expert Group in Laos, with the code name Group 576. Along with that, responding to the request of the Lao Party and Government, from the end of 1976, the Vietnamese Party and Government sent a number of Vietnamese Volunteer Army units back to help Laos.
By the end of the 1980s, based on the stable political situation in Laos, the leaders of Vietnam and Laos agreed to transfer all Vietnamese Volunteers and Military Experts in Laos back to Vietnam. By early January 1989, having completed their glorious international mission, all Vietnamese Volunteers and Military Experts in Laos had withdrawn back to Vietnam.
“75 years have passed, but the meaning and solidarity, the fighting alliance between Vietnam and Laos remains intact,” Lieutenant General Truong Thien To affirmed.

Speaking at the workshop, Ms. Khamphao Ernthavanh - Ambassador Extraordinary and Plenipotentiary of the Lao People's Democratic Republic to Vietnam emphasized that the Vietnamese Volunteer Army and Military Experts in Laos, together with the Lao People's Armed Forces, have achieved many glorious feats, making worthy contributions to the glorious revolutionary cause of the two Parties, two States, two armies and peoples of the two countries, as the praise that the leaders of the Lao Party, State and people affirmed: "In Laos, there is no place without the footprints of the Vietnamese Volunteer Army, there is no victory without the sacrifices and contributions of the Vietnamese Volunteer Army".
The officers and soldiers of the Vietnamese Volunteer Army and Military Experts are loved by the Lao people and considered as their own children.
At the workshop, delegates listened to reports with rich, profound and comprehensive content on the leadership and direction of the Party, State, Central Military Commission, Ministry of National Defense towards Volunteer Army and Military Experts to help the Lao revolution; historical experiences were summarized; suggestions for the direction to consolidate and enhance the great relationship, special solidarity, comprehensive cooperation between Vietnam - Laos, Laos - Vietnam in the present and the future./.
