Binh Dinh removes inadequacies in waterway traffic to develop sea tourism

Inland waterway transport activities serving tourism in Binh Dinh province are mostly spontaneous, so management is difficult, especially the routes carrying tourists to visit the coastal area of ​​Quy Nhon city.

Binh Dinh province is conducting a comprehensive review of waterway vehicles to remove unreasonable points; resolutely handling and suspending operations if they do not meet the conditions prescribed by law.

In early May 2025, in the Hon Kho area (Nhon Hai commune, Quy Nhon city), a jet ski accident occurred, killing one person and injuring another. The two victims were sisters and tourists from Hanoi to Binh Dinh for the holidays. After this accident, all passenger transport activities by canoe and jet ski that do not meet the conditions in Quy Nhon city were suspended. The Waterway Traffic Police and Border Guard regularly inspect and monitor, and do not allow unqualified vehicles to operate. Lieutenant Colonel Tran Minh Nhat, Deputy Captain of the Waterway Traffic Police Team, Traffic Police Department, Binh Dinh Provincial Police, said:

“In this area, the vehicles are not yet in good operating condition. The area has not been planned for parking lots, entertainment and tourism areas. The current plan is to hand over to the local authorities for management. If any complications arise, they will be handled.”

Nhon Ly Commune, Quy Nhon City is a prominent destination for sea and island tourism in Binh Dinh Province with the landmarks Eo Gio and Ky Co. There are activities such as coral diving, night squid fishing, and underwater entertainment. These tourism services have led to the development of accommodation and restaurant services, creating jobs for more than 1,000 local workers. However, sea tourism activities such as canoes and jet skis are still spontaneous due to the lack of planning for specific wharves and operating areas.

Mr. Nguyen Huu Dao, Director of Khanh An Community Tourism Company, in Nhon Ly Commune, Quy Nhon City, said that currently, canoe activities transporting passengers and water amusement parks have had to be temporarily suspended, causing related services to be seriously affected.

“Let’s look back at our shortcomings together to improve. Nhon Ly has the unique feature of canoes moving close to shore, just a few hundred meters. We hope that the authorities will consider this feature to build a wharf to pick up and drop off passengers.”

Hon Kho Island area, Nhon Hai commune, Quy Nhon city, Binh Dinh province, when the operation of canoes and jet skis has not been stopped, does not ensure operating conditions.

According to the People's Committee of Nhon Ly Commune, most of the canoes in the commune have been registered, inspected, and the operators have certificates. However, the operating area has not been clearly announced due to regulations from many different documents. The locality has repeatedly proposed investing in wharfs, but due to lack of funds, it has not been implemented. Mr. Nguyen Thanh Danh, Chairman of the People's Committee of Nhon Ly Commune, said that stopping canoe operations has greatly affected local tourism. Many tours have been canceled, and some tourist establishments are considering selling canoes to cut losses. Mr. Nguyen Thanh Danh suggested:

“Recently, the locality also proposed that if the operating area and route have not been announced, it should temporarily allow qualified canoes to operate when they have been registered, inspected, have a certified operator, are equipped with life buoys, and only operate from shore to tourist destinations.”

In Quy Nhon city, waterway transportation activities serving tourism mainly take place in the sea areas of Nhon Hai, Nhon Ly, Nhon Chau communes. There are currently 57 speedboats that have been inspected, along with a wooden boat operating on the Nhon Chau - Ham Tu route. Water recreation activities in Quy Nhon city include: SUP rowing, driving jet skis and driving jet skis towing floats, paragliding carrying and pulling players along, taking place in Ky Co beach area, Bac beach, Nom beach (Nhon Ly commune), Hon Kho beach area (Nhon Hai commune) and some other areas. There are currently 58 motorized jet skis (capacity from 200-400 horsepower) participating in activities in Nhon Ly, Nhon Hai, Nhon Chau communes. These are vehicles for adventure sports activities, serving entertainment, training, performance, and competition at sea. Most of these jet skis are not inspected, have not been registered, and operate spontaneously. The operator, instructor, and lifeguard of the jet ski have not been trained to obtain a certificate. The recreational water area where the vehicle operates has not been approved or announced by a competent state agency.

Recently, the Department of Construction of Binh Dinh province coordinated with the Quy Nhon Maritime Port Authority, the Department of Culture, Sports and Tourism, and the People's Committee of Quy Nhon city to conduct field inspections at many tourist destinations. The inspections showed that water tourism transport activities are spontaneous and the technical infrastructure is not yet synchronized. Investors have not paid attention to building inland waterway ports, even though there is a plan. The lack of infrastructure investment has prevented the province from announcing official routes and ports, which means that vehicles are not licensed to leave the port and pick up passengers. Many vehicles are built by people themselves or bought illegally, and do not meet the requirements for inspection.

Mr. Pham Anh Tuan, Chairman of Binh Dinh Provincial People's Committee, has directed Quy Nhon City People's Committee to immediately handle problems related to recreational activities at sea; at the same time, instruct people to comply with the law when developing community tourism.

“Binh Dinh is in the top 10 tourist attractions nationwide, but safety is a challenge. I request a general review of tourist attractions and related services for correction. Departments and branches should soon inspect tourism issues, especially waterway transport. We do not ban it, but we must strictly control it.”
