On the afternoon of July 31, at Thien Cam commune, the Department of Home Affairs organized an announcement of the decision and awarded certificates of merit from the Chairman of the Provincial People's Committee to 3 citizens who had bravely rescued people in an emergency situation at sea.

To recognize and commend the brave and noble actions, Chairman of the Provincial People's Committee Vo Trong Hai signed Decision No. 1912/QD-UBND, dated July 28, 2025, on awarding certificates of merit to 3 individuals who had outstanding achievements in the rescue and relief work of tourists and crew members in the shipwreck due to storms in the sea of Thien Cam commune on July 19, 2025. The 3 citizens receiving certificates of merit include: Le Van Linh, Hoang Tien Mung and Nguyen Van Khiem (all in Thien Cam commune).
At the ceremony, the leaders of the Department of Home Affairs and local leaders awarded certificates of merit from the Chairman of the Provincial People's Committee to individuals to encourage and contribute to spreading the spirit of "good people - good deeds", arousing a sense of responsibility, courage and community spirit. This noble gesture is adding strength to each citizen to continue promoting the tradition of solidarity, being ready to share and act for the safety of the community.
Previously, at around 8:00 p.m. on July 19, 2025, in the coastal area of Thien Cam, Thien Cam commune, a large storm suddenly occurred, accompanied by heavy rain and strong winds. During the storm, a tourist boat carrying 34 passengers, controlled by Mr. Nguyen Trong Hoang (residing in Thien Cam commune - boat owner), sank in the area of Boc island, 0.5 nautical miles from Thien Cam sea. At the time of the sinking, there were 4 crew members and 30 tourists on board.
Upon receiving the news from Thien Cam Border Guard Station, with a sense of responsibility and courage, the three citizens immediately coordinated with officers and soldiers of Thien Cam Border Guard Station to quickly approach the area of the ship in distress. Despite the strong winds and waves, after nearly 2 hours of struggling in the middle of the night sea, at around 00:30, they rescued all 34/34 members on board, bringing them safely to shore.
