(Baohatinh.vn) - The Chairman of the People's Committee of Ha Tinh province directed the Chairmen of the People's Committees of communes and wards to launch a movement for the whole people to join forces to build irrigation works to serve production and people's lives in 2026, ensuring efficiency and practicality, avoiding formality and waste.

The Chairman of the Provincial People's Committee launched the movement "All people join hands to do irrigation in 2026" in the whole province from November 10, 2025 to January 30, 2026.

In recent times, the Provincial People's Committee has issued many mechanisms, policies and documents focusing on leadership and direction of investment in upgrading the irrigation infrastructure system; thanks to that, irrigation works and canal systems have been increasingly improved, effectively serving production and people's lives, while also making an important contribution to proactively preventing and combating natural disasters and adapting to climate change.

However, from the beginning of 2025 until now, the whole province has been continuously directly affected by 3 storms (No. 5, No. 6 and No. 10) and the flood from October 29 to November 3, 2025, causing severe damage to houses, properties and essential infrastructure; in which, many irrigation works were damaged, eroded, silted up, obstructing the flow, seriously affecting irrigation, drainage, production and people's lives.

To promptly repair the irrigation system of lakes, dams, and canals damaged by rain and floods, ensure the safety of the works, and operate to provide enough water for production and people's lives in 2026, the Chairman of the Provincial People's Committee launched the movement "All people join forces to do irrigation in 2026" in the whole province from November 10, 2025 to January 30, 2026, to serve production and people's lives.

Accordingly, the Chairmen of the People's Committees of communes and wards launched a movement for the entire population to join forces to do irrigation to serve production and people's lives in 2026, ensuring effectiveness, practicality, avoiding formality and waste. At the same time, strengthen inspection, supervision and ensure safety during the implementation process, focusing on directing villages, hamlets, residential groups and grassroots irrigation organizations to mobilize people to dredge canals, scoop duckweed, clear water flows, consolidate banks and field banks, ensure water retention on the field surface to serve the Spring crop production in 2026; inspect and review all irrigation works under their management, mobilize resources to maintain, repair, promptly repair damage, ensure safety and provide enough water to serve production and people's lives; direct grassroots irrigation organizations to inventory, balance water sources, develop specific water supply plans for each project and each region; strictly manage water resources, prevent loss, use economically and effectively.

Directors of Irrigation LLCs are responsible for organizing surveys and calculating the volume of items that need to be repaired and dredged; assigning targets and specific tasks to each cluster and station. Proactively repairing damage, dredging, removing duckweed, maintaining, repairing equipment, ensuring adequate water supply for production and people's lives. Inventorying and balancing water sources at works, developing water supply plans for each region; forecasting the ability to ensure water supply to notify localities. With areas that use both reservoir and pumping station water, it is necessary to make the most of natural water sources, save reservoir water sources and prioritize domestic water supply when there is a shortage. Strictly manage water sources, prevent leakage and loss; guide people to use water sources economically and effectively.

For projects under construction, repair and upgrading, investors focus on directing and prioritizing construction resources, completing and putting them into use; coordinating with management units and localities to balance and regulate appropriate water sources to both carry out construction and ensure enough water for production and people's lives.
