Media and grassroots cadres - the "key" to poverty reduction in Toan Luu

After being established on the basis of merging two communes Luu Vinh Son and Ngoc Son, Toan Luu commune now has a natural area of more than 60.6 km² with nearly 18,800 people. The area is large, the population is large, so the poverty reduction work is determined by the commune not only to stop at policy support, but also needs to be widely implemented through diverse communication activities, close to the people, easy to understand.

Mr. Duong Duc Toan - Chairman of Toan Luu Commune People's Committee shared: "We determined that if we want to sustainably reduce poverty, we must first "reduce poverty in awareness". Therefore, the commune focuses on communication so that people understand that escaping poverty does not only depend on policies but must start from the will to rise of each family. When awareness is raised, poor and near-poor households boldly borrow capital to develop production, participate in models of raising cows, chickens, and growing commercial crops..."

Grassroots loudspeaker system plays an active role in poverty reduction communication.

To effectively propagate poverty reduction, the commune has actively promoted communication through the loudspeaker system, village meetings, party cell and association activities, and on social networking sites and groups. All information channels are utilized to propagate poverty reduction policies and guidelines, provide guidance on production techniques, how to use capital effectively, and share experiences in building economic models.

Ms. Nguyen Thi Minh, a resident of Bau Am village, said: “The commune’s Facebook channel provides very quick and timely information on activities in the area and many policies and economic models for people to grasp. Thanks to that, we have the opportunity to learn business experience and at the same time access policies and guidelines to implement.”

Along with communication work, Toan Luu commune pays special attention to building a network of poverty reduction cadres from the grassroots level, ensuring that each village has a cadre in charge, closely monitoring the situation of each household. They are village cadres, cadres of grassroots mass organizations who directly "go to every alley, knock on every door", introduce and guide people to access policies and guidelines; accompany in building livelihood models and regularly review and promptly report difficulties to superiors.

Officials of Toan Luu village and commune reviewed the circumstances of poor and near-poor households in the area.

Mr. Cao Viet Dong - Economic Department (People's Committee of Toan Luu Commune) said: "Village cadres are the people closest to the people, clearly understanding the circumstances, thoughts and aspirations of each household, from which they propose appropriate support directions. On every occasion of reviewing and evaluating to consider supporting poverty reduction policies, the village cadres are very responsible, closely coordinating with specialized departments and branches, ensuring that the policies are implemented according to the right goals and to the right beneficiaries. To improve the capacity of this team, the commune also organizes training courses to improve knowledge and skills on state policies and laws, propaganda and mobilization skills and methods to support people to promote their internal strength to escape poverty sustainably."

Thanks to the synchronous implementation of solutions, Toan Luu commune now has only 118 poor households (2.62%) and 143 near-poor households (3.17%); 100% of poor and near-poor households are issued health insurance cards, tuition support for their children, and electricity assistance. From 2021 to 2024, the commune has implemented many livelihood models with a total capital of more than 1.2 billion VND, supporting nearly 100 households to raise cows, chickens, grow commercial crops... In the first 7 months of 2025, the commune has built 9 new houses for poor and near-poor households with a total cost of 630 million VND.

Officials of the Economic Department and the People's Committee of Toan Luu commune focused on reviewing and evaluating poverty reduction models being implemented in the area.

According to Chairman of the People's Committee of Duong Duc Toan Commune, in the coming time, the commune will continue to innovate poverty reduction communication work in a flexible and practical manner, promoting the role of the network of propagandists, organizations and people. At the same time, the commune will strengthen coordination with enterprises and social organizations to create more jobs and diversify livelihoods for people. In addition to State support resources, Toan Luu will propagate, encourage and promote the spirit of self-reliance, solidarity and aspiration to rise from each household with the goal that by 2026, the commune's poverty rate will decrease to below 2%.
