On October 31, the Tax Department issued Decision No. 3352/QD-CT on the plan "60 peak days of converting the model from lump-sum tax to declaration for business households", from November 1 to December 30. To implement the plan, Ha Tinh Provincial Tax Department has established a steering committee and implementation team to support grassroots taxes. With the message "60 days of action - substantial transformation - raising the level of business households to declare, be transparent and modern", the tax sector is gradually modernizing revenue management, creating conditions for business households to expand their scale and integrate into the digital economy .


Mr. Le Quoc Dung - Deputy Head of the Personal Tax, Business Household Tax and Other Revenues Department, Ha Tinh Provincial Tax Department said: "By January 1, 2026, 100% of business households must pay taxes by declaration method. Accordingly, business households make monthly or quarterly declarations depending on revenue, based on clear accounting books, invoices and documents; ensuring accurate recording of revenue and expenses, in compliance with the provisions of law on accounting and tax. Time is running out, the whole industry is launching a peak campaign with synchronous and drastic solutions to support taxpayers".
Right in the first days of the campaign, 6 grassroots tax units in the whole province simultaneously launched to support business households in converting according to the motto "going to every alley, knocking on every household". Each tax officer proactively approached and guided each business household to update tax registration information, business lines, and addresses; register, issue, and use electronic invoices for business households with revenue of over 1 billion VND/year; declare and pay taxes electronically on tax industry applications; track books, compare revenue, and keep documents.

Ms. Nguyen Thi Phuong, who runs a grocery store at Cay Market (Thach Ha Commune), said: “For the past two days, tax officials have come to my store to inform me about the new regulations. I understand that from January 1, 2026, I will have to self-declare my revenue and pay taxes, instead of paying lump-sum taxes as before. The initial implementation will be difficult, but I find this method more transparent, fair, and reflects the actual business situation.”
At the 2nd Base Tax Department of Ha Tinh province, the unit has issued notices and sent official dispatches to the People's Committees of communes on coordinating the implementation of the model conversion from lump-sum tax to declaration for business households. The 2nd Base Tax Department of Ha Tinh province has also established a steering committee and 14 working groups to carry out tasks in 14 communes under its management.


“Managing over 10,000 business households, the workload is currently very large, so we have determined that from now until the end of the year, tax officers will not have days off, and will provide 24/7 support to implement the conversion according to the roadmap. For the campaign to be successful, in the coming time, we request that local authorities of communes coordinate and join the tax sector in the conversion work” - Mr. Tran Chien Thang, Deputy Head of Tax Department 2 of Ha Tinh province, emphasized.
In order to ensure success in the conversion from lump-sum tax to declaration for business households, currently, Ha Tinh Provincial Tax is focusing on reviewing and classifying business households according to revenue thresholds to serve management work. According to the review data up to November 7, the whole province has 54,619 business households actually operating. Of which, the group of business households with revenue under 100 million VND/year accounts for 37,695 households; the group of business households with revenue over 100 - 200 million VND/year accounts for 7,371 households; the rest is the group of business households with revenue over 200 million VND/year.


To complete the conversion from contract to declaration, in the coming time, Ha Tinh Provincial Tax needs the drastic direction of the Provincial People's Committee; the coordination of relevant departments and branches; especially the consensus of 69 communes, wards and the business household community. The conversion opens a big step towards transparent governance, comprehensive digitalization and sustainable development for individual and private household economies in the area.
