The Politburo believes that our country is facing the need for strong, strategic, and revolutionary policies and decisions to create new momentum and breakthroughs in the development of science, technology, innovation, and digital transformation, in order to drive the country's strong development in the new era - an era of prosperity and strength.

The number of international scientific publications is increasing by an average of 10% per year; the number of patent applications and patent protection certificates is increasing by an average of 16-18% per year, and the commercial exploitation rate is reaching 8-10%.

Advanced and modern digital technology infrastructure with super-large capacity and ultra-wide bandwidth, on par with developed countries. Gradually mastering a number of strategic technologies and digital technologies such as: artificial intelligence, the Internet of Things (IoT), big data, cloud computing, blockchain, semiconductors, quantum technology, nanotechnology, 5G and 6G mobile communications, satellite communications, and a number of emerging technologies.
