Minister of Industry and Trade Nguyen Hong Dien: Sending leaders on business trips is to help localities carry out the tasks that the Central Government and the Ministry have authorized and decentralized from July 1, 2025 in the field of Industry and Trade.
At the meeting, Director of the Department of Organization and Personnel Tran Quang Huy announced Decision 2172/QD-BCT dated July 29, 2025 on this matter.
Specifically, the Decision clearly states that officials leading and managing units under the Ministry of Industry and Trade will be sent on business trips to localities to strengthen their grasp of the situation and continue to implement tasks related to the organization of the two-level local government apparatus and decentralization in the fields of industry and trade. The Decision also provides detailed information on the specific list of 34 leaders sent on business trips.
According to Minister Nguyen Hong Dien, sending leaders on business trips is to help localities carry out the tasks that the Central Government and the Ministry have authorized and decentralized from July 1, 2025 in the field of Industry and Trade.
"This is a very necessary decision at this time. Because the goal of administrative reform and operation according to the two-level government model can only be achieved when the Central and ministerial levels perfect the institutions, while localities arrange their apparatus, personnel and implement synchronously. Otherwise, it can cause disruptions in management, affecting service to people and businesses," Minister Nguyen Hong Dien emphasized.
The Standing Committee of the Party Committee of the Ministry of Industry and Trade and the leaders of the Ministry decided to send department and division-level management staff to help the grassroots to carry out tasks.
Duties of officials on business trips to the locality
According to Minister Nguyen Hong Dien, the Standing Committee of the Party Committee of the Ministry of Industry and Trade and the Ministry's leaders have decided to send department and division-level management staff to help the grassroots to carry out four main tasks.
That is, grasp the actual situation, evaluate the ability to perform tasks according to the decentralization of provincial and communal level officials in the field of state management of the Industry and Trade sector.
Along with that, through understanding and evaluation, it is necessary to participate in giving opinions and suggestions to the grassroots from the leaders of the Department of Industry and Trade, provincial leaders on the arrangement and assignment of personnel to do professional work in state management in the field of Industry and Trade appropriately. At the same time, directly guide and assist provincial and commune-level officials in the field of Industry and Trade in terms of professional skills.
Another task, according to the Minister, during the working process, the officials on business trips must detect shortcomings in legal documents related to the field of activities of the two-level local government; organize the apparatus and arrange personnel to do state management work in the field of industry and trade at the grassroots level. From there, it is possible to propose to the Ministry and provincial levels to transfer officials to help areas that are still facing difficulties. At the same time, training and professional development for officials to be able to carry out this task. In the long term, it is possible to recruit new people, even recruit under a special mechanism for excellent students according to Decree No. 140/2017/ND-CP of the Government on policies to attract and create sources of officials from excellent graduates and young scientists to carry out tasks right at the grassroots level.
Finally, promptly reflect and propose to the Ministry's leaders tasks and solutions to overcome the above-mentioned weaknesses, which are loopholes in the law, weaknesses in the organization and personnel to carry out tasks at the commune level. At the same time, it is possible to propose to supplement facilities, equipment and machinery for cadres at the grassroots level to carry out their tasks.
Regarding working methods, the Minister requires that cadres who go to the grassroots level must be responsible for grasping, assessing the situation, providing professional guidance for all assigned fields, including all fields of the industry and trade sector, and promptly report to the Ministry daily and weekly.
Cadres who go to the grassroots level must spend most of their time in August and the following months working directly in the province and in communes, wards, and special economic zones with difficulties. This is to help the grassroots level carry out state management tasks in the field of industry and trade right now.
In particular, it is necessary to promptly detect and propose tasks in perfecting the legal and regulatory framework and professional support solutions to help local officials perform this task.
