The Ministry of Education and Training announced on September 25th that much of the information circulating regarding the restructuring and reorganization of the higher education system, including clusters of universities in the North, is inaccurate.

According to circulating information, the Hanoi University of Technology, Hanoi University of Industry, University of Electricity, University of Transport Technology, and University of Mining and Geology will merge to form the National University of Engineering and Technology. The National University of Economics and Law will be formed, comprising the National Economics University, University of Commerce, University of Foreign Trade, Hanoi Law University, and the Academy of Finance...

The ministry urges the public to be vigilant and refrain from spreading the aforementioned false information.

"The Ministry of Education and Training has been tasked by the Government with developing a plan to reorganize the system of higher education institutions and is still coordinating with relevant agencies to research and assess the current situation before reporting the plan to the Government for consideration and decision," the Ministry stated.

Resolution 71 of the Politburo calls for the urgent reorganization and restructuring of universities; the merger and dissolution of substandard universities; the elimination of intermediate levels; the study of merging research institutes with universities; and the transfer of some universities to local management.

Minister Nguyen Kim Son announced on September 18 that, excluding police and military schools and private schools, approximately 140 public schools will be restructured.

Currently, the Ministry is considering several options, such as transferring centrally-managed schools to local authorities; merging local and central schools, and schools under ministries/sectors with each other... Some schools will be dissolved if they are too small or do not meet standards. According to the Minister, the restructuring aims to overcome the fragmentation and small-scale nature of schools, which hinder development.

In addition, the Ministry is considering restructuring options to reduce the number of administrative layers so that the schools can become stronger and better. The Ministry will have a scenario for each school with the best plan, including personnel appointments.
