Develop an open-ended question library for the high school graduation exam.

For the 2025 high school graduation exam, the first year of exam reform under the 2018 General Education Program, the Ministry of Education and Training requires strengthening management functions and assigning responsibility for directing and managing the exam organization to provincial People's Committees and Departments of Education and Training in their respective localities.

The Ministry of Education and Training requires thorough preparation for the 2025 high school graduation exam.

Develop and organize the serious and timely implementation of regulations and requirements in directives and guidelines for organizing the exam at all levels; organize feedback on draft legal documents, the Regulations on the High School Graduation Exam from 2025, and other documents guiding the organization of the exam, and proactively assess the impact at the local level.

Continue training teaching staff to develop exam questions and contribute exam questions/test papers to the open-ended question library to serve the organization of the high school graduation exam from 2025 onwards.

The Ministry of Education and Training also requested localities to do a good job of selecting personnel for the exam; strengthen the dissemination of the exam regulations; improve the quality of professional training for all individuals and forces involved in organizing the exam; and pay special attention to professional training for officials responsible for inspection, supervision, and prevention of the use of high technology to cheat in exams at the local level.

Promote the application of information technology in the management, direction, and organization of examinations; actively participate in testing examination organization software to ensure feasibility and effectiveness.

"Analyze, evaluate, and effectively utilize the database of high school graduation exam results to serve professional management and policy making," the Ministry's guidelines state.

For national-level gifted student selection exams and participation in regional and international Olympiads, the Ministry of Education and Training requires continued implementation of solutions to improve the quality of teaching, training, and selection of gifted students, and the implementation of the Regulations on National-level Gifted Student Selection Exams. The organization of national-level gifted student selection exams must ensure that the objectives and requirements for participation in regional and international Olympiads are met.

For the first time, Vietnam participated in the PISA computer-based survey.

For national and international large-scale assessment programs, the Ministry of Education and Training requires thorough preparation and implementation of the official Programme for International Student Assessment (PISA) 2025 survey on computers at the local level.

Specifically, it is necessary to develop a detailed plan for mobilizing and allocating funds, equipping facilities, and providing human resources for implementation; advising local authorities on guidance and communication; and directing general education institutions to effectively prepare data on principals, teachers, students, and parents.

PISA (Programme for International Student Assessment) is an international student assessment program initiated by the Organization for Economic Cooperation and Development (OECD) on a global scale, every three years, assessing the abilities of 15-year-old students in three areas: reading comprehension, mathematics, and science.

The first PISA cycle was assessed in 2000. Initially, PISA was designed to be assessed using paper-based tests. However, by 2018, most countries had switched to computer-based testing, with only 9 countries participating in paper-based testing, including Vietnam.

Thus, 2025 will be the first time Vietnam participates in PISA on computers. This is expected to eliminate the situation that occurred in previous cycles, where the results of Vietnamese students' answers on paper differed significantly from those of OECD countries taking the computer-based test, resulting in a misfit model compared to that of OECD countries.
