Ministry of Education and Training: High school graduation exam questions do not exceed program requirements

The Ministry of Education and Training believes that there are many reasons for some information assessing the 2025 high school graduation exam as difficult, especially for math and English. However, we need to wait until the exam results are available to determine clearly.

On July 1, the Ministry of Education and Training sent a report to leaders of press agencies about the 2025 high school graduation exam.

Exam questions increase differentiation

Accordingly, the Ministry of Education and Training said that the exam questions of all subjects have gradually implemented the goals of Resolution 29 on fundamental and comprehensive innovation of education and training, including the requirement to "correctly assess students' abilities, as a basis for vocationaleducation and university education enrollment".

"The exam has increased the number of questions that are differentiated. In previous years, the exam had few questions to classify students, causing difficulties in enrollment, forcing many universities to organize their own exams, which is costly and wastes social resources," the report stated.

Regarding the content of the exam, the Ministry of Education and Training affirmed that it did not exceed the requirements of the 2018 General Education Program. The ratio of thinking levels (related to difficulty) is required to closely follow the published reference questions, be differentiated and based on test results in 3 regions.

According to the Ministry of Education and Training, there may be many reasons for some difficult test scores, especially in math and English. However, we need to wait until the exam results are available to determine this clearly.

To meet the requirements of Resolution 29 and the challenges posed to the exam preparation of the 2025 high school graduation exam, the exam has undergone many adjustments. Although the exam format and the direction for adjusting the exam preparation have been announced since 2023, due to the new exam format structure, it is inevitable that teachers and students will be confused with this year's exam.

The Ministry of Education and Training also requested press and media agencies to "avoid making stereotypical and emotional analyses and comments about the difficulty of the exam when the exam scores and score distribution have not been announced or the impact on admission is unclear."

The test was tested on about 12,000 candidates.

Regarding the exam preparation stage, the Ministry of Education and Training said that the exam format structure that the Ministry of Education and Training announced from the end of 2023 aims to help better assess candidates' abilities; avoid rote learning and biased learning; appropriate differentiation to facilitate university and college admissions but ensure that it does not exceed the requirements set out in the 2018 General Education Program.

The Ministry of Education and Training has developed a number of test questions for large-scale testing with about 12,000 candidates nationwide, including in the most disadvantaged provinces. The test results have been carefully analyzed using modern testing theory and are one of the important bases for the test council to design reference questions to determine the level of the test, ensuring differentiation and meeting the requirements of Resolution 29.

To help candidates get used to the exam, mock exams have been organized by localities with the requirement of taking mock exams but doing real tests. The mock exam results are used to evaluate teaching results, classify and provide in-depth review for students...

The 2025 high school graduation exam will take place on June 27 and 28. This year, candidates under the new program (2018) will take two compulsory subjects: math and literature, and two elective subjects from the following subjects: foreign languages, chemistry, physics, biology, history, geography, economic and legal education, information technology, and technology.

At the end of the exam, many opinions from students, teachers and experts reflected that the math and English exam questions had content that was "too difficult" and even excellent students cried because they could not do the test.

Up to this point, although the exam marking work has been initiated by localities, the Ministry of Education and Training has not yet announced the answers to this year's high school graduation exams, but stated that the expected announcement date is after July 5.
