At the 2025 Higher Education Conference organized by the Ministry of Education and Training on the morning of September 18, the Ministry conducted a survey to collect opinions from higher education institutions on eliminating admission based on academic records and limiting candidates' admission registration wishes.

Regarding candidates' wishes, the survey form offers three options: maximum 5 wishes, maximum 10 wishes and unlimited wishes.

According to statistics from the Ministry of Education and Training, in the 2025 university admission season, there are 17 admission methods, of which admission by academic records accounts for the highest rate at 42.4%; admission by graduation exam results accounts for 39.1%; the admission rate by other methods is 18.5%.

In particular, this year's university admission season recorded a sudden increase in the number of admission wishes with more than 7.6 million wishes, nearly double the number of nearly 4 million wishes in 2024 and 3.4 million wishes in 2023 while the number of candidates registering for admission only increased by more than 100,000 compared to 2024 and increased by nearly 200,000 compared to 2023.

Statistics from the Ministry of Education and Training also show that the number of candidates registering for 5 wishes accounts for the highest percentage at 39.6%; 30.9% of candidates register for 10 wishes; 29.5% register for more than 10 wishes. In particular, 6.7% of candidates register for more than 20 wishes./.
