Ministry of Education seeks opinions on eliminating high school transcripts and limiting registration wishes

On the morning of September 18, at the Higher Education Conference held in Hanoi, the Ministry of Education and Training sent a survey to higher education institutions to get their opinions on eliminating admission based on academic records and limiting candidates' registration wishes.

Regarding the admission form based on high school transcripts, the Ministry of Education and Training offers two options: Continue to maintain or abolish.

In 2025, the whole country will have 849,544 candidates registering for admission with 17 different methods. Of which, 42.4% of candidates will register for admission using their academic records; 39.1% will use their high school graduation exam scores; and the remaining 18.5% will use other methods.

For many years, considering transcripts has been a popular choice for higher education institutions. However, this method is also controversial because it can lead to unfairness when there is a situation of "beautifying" transcripts. In the 2025 admission season, many universities did not apply transcripts for admission.

Raising the issue of the rationality of maintaining the admission method based on academic records, Director of the Department of Higher Education (Ministry of Education and Training) Nguyen Tien Thao said: "We asked the delegates that the method of considering academic records has had a big impact on the admission results and learning results. It is time to review whether this method should be continued in the future or not?".

In addition, the Ministry of Education and Training also sought opinions on the number of admission wishes that each candidate can register, with 3 options: maximum of 5 wishes, 10 wishes or unlimited number of wishes.

Statistics show that in 2025, out of 849,544 candidates registered, the total number of wishes will reach 7.6 million. Mr. Nguyen Tien Thao commented: Information technology can handle it, but candidates registering too many wishes without identifying will lead to waste.
