Ministry of Science and Technology unifies management of innovation activities

The Government has just issued Decree No. 28/2023/ND-CP dated June 2, 2023, stipulating the functions, tasks, powers and organizational structure of the Ministry of Science and Technology .

Accordingly, the Ministry of Science and Technology (MOST) is a Government agency, performing the function of state management of science, technology and innovation, including: Scientific research activities, technology development, innovation; development of science and technology potential; intellectual property; quality measurement standards; atomic energy, radiation and nuclear safety; state management of public services in the fields under the management of the ministry according to the provisions of law.

On science, technology and innovation activities

The Ministry of Science and Technology is responsible for directing the implementation of the five-year and annual directions, goals, and tasks of science, technology, and innovation, promoting the development of key economic and technical sectors and fields on the basis of applying, innovating, and mastering technology, developing new technology, high technology, and commercializing technology, and the results of scientific research and technological development.

Guide ministries, branches and localities to develop and implement 5-year and annual science, technology and innovation plans and professional management of science, technology and innovation activities.

Organize the certification of high-tech activities; stipulate conditions for high-tech incubators and high-tech business incubators; stipulate the authority, conditions and procedures for certifying high-tech human resource training facilities; build a database and information infrastructure on high technology and high-tech technical infrastructure within the authority of the Ministry; develop and submit to the Government for promulgation regulations on high-tech zones, orient high-tech industries prioritized for investment and development in each period, list of technologies prioritized for research, development and application to proactively participate in the 4th industrial revolution and mechanisms and policies for high-tech development and high-tech zones.

Guide and register activities for science and technology organizations, science and technology development funds, technology innovation funds, high-tech venture capital funds; certify activities for organizations and individuals operating in high technology, high-tech enterprises according to the provisions of law.

Support organizations and individuals in technology assessment, technology innovation, technology search, technology import, patent exploitation, technology decoding and mastery; guide, evaluate technology level and capacity and build technology development orientation, national technology innovation roadmap according to law provisions...

Manage science, technology and innovation tasks in the fields under the management of the Ministry; develop, guide and organize the implementation of national science and technology tasks; manage and organize the implementation of tasks in national science, technology and innovation programs and projects approved by the Prime Minister.

Check, supervise, evaluate and inspect the implementation process and post-acceptance of programs, topics, and projects on science, technology and innovation using the state budget; organize independent evaluation of results of scientific research, technology development and innovation...

Innovation, market development and science and technology enterprises

The Ministry of Science and Technology unifies the management of innovation activities; develops, guides, inspects and organizes the implementation of mechanisms and policies to encourage and develop innovation, creative startups and mobilize investment resources for innovation and creative startups; Manages, guides and organizes the implementation of innovation activities, develops the national innovation ecosystem, creative startups; creates and promotes the legal environment to support innovation and creative startups; Manages and develops a system of organizations to support creative startups; builds, operates and develops the national creative startup network; Guides and registers activities for science and technology organizations, science and technology development funds, technology innovation funds, high-tech venture capital funds; Certifies activities for organizations and individuals operating in high technology, high-tech enterprises according to the provisions of law...

Regarding intellectual property, the Ministry of Science and Technology is responsible for presiding over and coordinating with ministries, branches and localities to develop, guide and organize the implementation of mechanisms, policies, strategies, planning, plans, programs and projects on intellectual property; Develop, guide, organize and inspect the implementation of legal provisions on intellectual property; prescribe the process and procedures for registration, establishment and transfer of technology ownership rights of organizations and individuals...

Innovation activities are also reflected in the Strategy for Science, Technology and Innovation Development to 2030 issued by the Prime Minister. The Strategy is of special importance not only to the science and technology sector but also to the entire political system because the role of science, technology and innovation in the next 10 years is a strategic breakthrough, with decisive significance in creating breakthroughs to improve productivity, quality, efficiency and competitiveness of the economy.

The tasks and solutions of the Strategy focus on resolving long-standing limitations, barriers and core bottlenecks that affect the development of science, technology and innovation in our country, especially issues of state management of science, technology and innovation, mechanisms and policies such as science and technology human resources, management of assets formed from science and technology tasks, autonomy mechanisms for public science and technology organizations, science, technology and innovation activities in enterprises, international integration in science, technology and innovation.

The strategy includes 09 groups of tasks and solutions, specifically: Innovating the mechanism of science, technology and innovation activities, improving the capacity of state management of science, technology and innovation; building a national innovation system; attracting and effectively using all investment resources for science, technology and innovation; developing research institutes, universities and other science and technology organizations to become strong research entities; developing human resources for science, technology and innovation with high qualifications and creative capacity; developing and effectively exploiting science, technology and innovation infrastructure; promoting science, technology and innovation activities in enterprises; proactively promoting international cooperation and integration in science, technology and innovation; enhancing activities to honor, communicate, and raise awareness of science, technology and innovation./.
