Economic pillars are effective
After completing the task of merging the three localities of Ninh Binh - Ha Nam - Nam Dinh , Ninh Binh province has focused on socio-economic development tasks, with the goal of double-digit growth. In particular, the province has directed the review and adjustment of the growth scenario for 2025 on a quarterly basis; developed a Resolution on the socio-economic development plan for 2025 of Ninh Binh province after the merger; proactively closely monitored and grasped the development situation of industries and fields, especially the activities of key industrial production enterprises, and promoted the disbursement of public investment capital. Therefore, key economic pillars have been maintained and promoted, creating a clear resonance for the entire economy.
Industry continued to affirm its leading role when the production index in July 2025 increased by 21.68% over the same period, the accumulated growth rate in 7 months reached 22.52%; of which processing and manufacturing increased by 23.36%, contributing the most to the overall growth rate. This achievement is the result of attracting and putting into operation high-tech, environmentally friendly projects such as the computer manufacturing factory of Quanta Computer Inc. in My Thuan Industrial Park; the pure liquid CO2 production factory of Ninh Binh Industrial Gas Joint Stock Company in Khanh Phu Industrial Park; the camera module production line of McNex Vina Company Limited (Phuc Son Industrial Park). At the same time, the province promoted the development of industrial infrastructure, forming 4 new industrial parks including Hai Long (VSIP Nam Dinh), Minh Chau, Xuan Kien and Phu Long with a total investment capital of more than 9,700 billion VND, creating clean land to welcome large-scale FDI projects.
The development of industry has led to strong growth in exports. The province's export turnover in July 2025 reached 2.5 billion USD, up 79.6% over the same period; the accumulated value in 7 months reached 13.84 billion USD, up nearly 60%. The export structure is shifting positively with a higher proportion of deeply processed and high-tech products in addition to traditional products such as garments and footwear. Along with market expansion, the province focuses on supporting businesses to innovate technology and improve product quality to increase competitiveness, making the most of opportunities from free trade agreements.
In addition, the tourism industry continues to promote its strengths in heritage and natural landscapes. In July alone, Ninh Binh welcomed 650,370 visitors, with revenue reaching 632 billion VND; in the first 7 months, it reached 14.7 million visitors, including 1.25 million international visitors, bringing in revenue of more than 13.34 trillion VND. Promotional activities were organized on a large scale, from the international scientific conference "Heritage Economic Development" to the Famtrip program introducing new routes, aiming to develop smart tourism, eco-tourism, and expanding regional connectivity to increase the length of stay and spending of tourists.
One of the outstanding results of Ninh Binh's economic growth is the disbursement of public investment capital. By the end of July, the disbursement value reached about VND 23,397 billion, equivalent to 81.7% of the plan assigned by the Prime Minister, among the highest in the country. Capital is prioritized for strategic traffic projects such as the Nam Dinh - Hoa Lu - Thanh Liem - Cao Bo connecting axis, Kim Son - Nho Quan route, Cuc Phuong - Trang An, Cao Bo - Ninh Co expansion, CT.08, CT.11, CT.04 expressways and the route connecting Ninh Co Economic Zone with CT.01 expressway. These projects not only solve the problem of traffic connection but also expand development space, strengthen regional connectivity, and create favorable conditions to attract new investment in industry, services and tourism.
These four pillars are operating smoothly and complementing each other, not only ensuring that Ninh Binh strives to maintain a high growth rate in 2025 but also creating a solid foundation for further progress in the future.
Confidently step into a new journey
The results achieved in the first 7 months of the year affirm Ninh Binh province's ability to quickly adapt to the two-tier local government model. The process of arranging administrative units is an opportunity for the province to restructure the development space and improve governance capacity, creating a stepping stone to successfully achieve the double-digit growth target. In the immediate future, the key task identified by the Provincial People's Committee is to maintain the highest growth rate, strive to complete and exceed the 2025 plan.
The Provincial People's Committee has clearly identified key solutions, focusing on synchronously implementing breakthrough solutions. First of all, the development space is reorganized in accordance with the two-level local government model and the new administrative unit, associated with the review and adjustment of the Ninh Binh Provincial Planning for the period 2021-2030, with a vision to 2050. On the basis of promoting the three traditional growth drivers of investment, consumption and export; the province simultaneously creates new driving forces through promoting digital transformation in the public sector, supporting the private sector in technological innovation, green transformation, developing the digital economy and creative economy. The restructuring of each region and field is clearly positioned, creating a solid growth momentum and increasing budget revenue.
At the same time, the province continues to resolutely and promptly implement important resolutions of the Central Committee, such as Resolution 57-NQ/TW on breakthroughs in science and technology development, innovation and national digital transformation; Resolution 59-NQ/TW on international integration in the new situation; Resolution 66-NQ/TW on innovation in law-making and enforcement to meet the requirements of national development in the new era; Resolution 68-NQ/TW on private economic development; Conclusion 123-KL/TW on the Project to supplement socio-economic development in 2025 with the growth target of 8% or more.
Strategic infrastructure continues to be the focus of investment, with the acceleration of planning and construction of Ninh Co Economic Zone, Ha Nam High-Tech Park, Phu Long Industrial Park, Tam Diep II; key traffic routes such as: Nam Dinh - Hoa Lu - Thanh Liem - Cao Bo, Kim Son - Nho Quan, Cuc Phuong - Trang An, expanding Cao Bo - Ninh Co route. Key infrastructure projects, from expressways CT.08, CT.11, CT.04 to the route connecting Ninh Co Economic Zone with expressway CT.01, road 495B, the route connecting 2 Tran temples... have been resolved for rapid implementation. In particular, the province has proactively coordinated with central ministries and branches to realize the planning of the International Airport and Deep-water Seaport according to the conclusion of General Secretary To Lam at the working session with the Standing Committee of the Provincial Party Committees of the 3 provinces of Nam Dinh, Ha Nam, Ninh Binh (old).
In the agricultural sector, the province organized production according to the seasonal schedule, accelerated planting and care of winter-spring rice and vegetables; developed a model of linking production and consumption of agricultural products and applied technical advances. Disease prevention and control work on livestock, poultry and aquatic products was implemented drastically and synchronously; measures against illegal fishing (IUU) continued to be strictly implemented. Along with that, it was necessary to properly manage irrigation work, proactively plan for natural disaster prevention and control, search and rescue, and integrate national target programs to build advanced and exemplary new rural areas.
The service and trade sector continues to be developed, especially in key sectors, to stimulate domestic consumption and ensure the balance of supply and demand of goods. E-commerce is encouraged to develop along with strengthening market control, combating smuggling, trade fraud, counterfeit goods and infringement of intellectual property rights. Eco-tourism, smart tourism, exploitation of cultural, historical and natural values are promoted, considering cultural industry and tourism as key sectors, creating new growth drivers. Along with that, exports are promoted, supply chain diversification is done, financial, capital and real estate markets are developed in a safe and sustainable manner. The province resolutely implements solutions to increase revenue, manage expenditures in accordance with regulations, associated with savings, anti-waste, contributing to improving the efficiency of using public financial resources.
With the determination of the entire political system, the companionship of businesses and people, Ninh Binh is creating a solid foundation to not only achieve the double-digit growth target in 2025 but also rise to become a dynamic growth pole of the region and the whole country, with a clear, sustainable direction and its own mark.
