At the reception, Director of the Department of State Protocol and Foreign Interpretation Pham Binh Dam congratulated Mr. Rajpal Singh and Mr. Jean-Francois Harvey on being appointed as Ambassador of Singapore and Ambassador of Dominica to Vietnam and expressed his confidence in them during their term of office in Vietnam.
The two appointed Ambassadors will play a bridging role, contributing to strengthening and deepening the Vietnam-Singapore and Vietnam-Dominica relations.
Regarding the Vietnam-Singapore relationship, the two countries established a Comprehensive Strategic Partnership in March 2025 during Prime Minister Lawrence Wong's official visit to Vietnam.
This relationship is growing well, reinforced by political trust, close economic-investment cooperation and close people-to-people exchanges. The two countries cooperate effectively in many fields such as economics, trade, investment, digital transformation, energy, defense-security and education-training.

Regarding Vietnam-Dominica relations, the two countries established diplomatic relations on November 1, 2013. Dominica established a Consulate General in Ho Chi Minh City in December 2017.
In recent times, the relationship between the two countries has seen positive changes with many mutual visits. Notably, in September 2023, the two sides signed a visa exemption agreement for diplomatic and official passport holders.
Expressing their honor to be appointed as Ambassadors to Vietnam, and appreciating Vietnam's socio-economic development achievements, its increasing position and role in the international arena, Mr. Rajpal Singh and Mr. Jean-Francois Harvey affirmed that they will do their best to contribute to developing the Singapore-Vietnam and Dominica-Vietnam relations in a practical and effective manner, for the benefit of the people, for peace, cooperation and development in the region and the world.
Mr. Rajpal Singh joined the Foreign Service in 2003. He served as Director of the ASEAN Department before being appointed as Singapore's Ambassador to Vietnam. Previously, Mr. Rajpal Singh also served in many Southeast Asian countries such as Indonesia, Brunei Darussalam, and Malaysia.
Mr. Jean-Francois Harvey has been serving as Dominica's Consul General in Vietnam since 2017. In January 2025, he was appointed as Dominica's Ambassador to Vietnam.
Mr. Jean Francois Harvey is said to be sympathetic to Vietnam and he established his law firm in Vietnam in 2010 and ran the company until December 2017 – when he was appointed to the position of Consul General of Dominica in Ho Chi Minh City.
