Dear Ambassador, General Secretary To Lam will lead a high-ranking delegation on a State visit to the Lao PDR, attend the 50th Anniversary of Laos' National Day and co-chair the High-level Meeting between the Communist Party of Vietnam and the Lao People's Revolutionary Party. Could you tell us what this visit means for the great friendship, special solidarity and comprehensive cooperation between Vietnam and Laos?
At the invitation of General Secretary of the Central Committee of the Lao People's Revolutionary Party, President of the Lao People's Democratic Republic Thongloun Sisoulith and his wife, General Secretary of the Central Committee of the Communist Party of Vietnam To Lam, his wife and a high-ranking delegation of the Party and State of Vietnam will pay a State visit to the Lao PDR and attend activities celebrating the 50th anniversary of Laos' National Day from December 1-2.

This visit to Laos by General Secretary To Lam, his wife and the high-ranking Vietnamese delegation is of great significance to the great friendship, special solidarity and comprehensive cooperation between the two Parties, two States and peoples of Vietnam and Laos.
Firstly, in recent times, senior leaders of the two Parties and countries of Vietnam and Laos have regularly visited, met, and worked together to strengthen and promote the cooperative relationship between the two countries. This State visit to the Lao PDR by General Secretary To Lam and his wife, with many planned activities and exchanges on many important cooperative contents, is both a summary and assessment of the cooperative relationship between the two countries over the past 5 years, and also sets out major orientations for the cooperative relationship in the new period. The visit is considered a highlight and a special milestone in the relationship between Vietnam and Laos.
Second, the visit took place on the occasion of the Lao Party, State and people solemnly celebrating the 50th anniversary of National Day (December 2, 1975 - December 2, 2025), a major historical milestone, marking half a century of construction, development and growth of the Land of a Million Elephants under the leadership of the Lao People's Revolutionary Party. The visit of General Secretary To Lam and his wife to attend the 50th anniversary of Laos' National Day demonstrates the special affection, deep sharing and loyal solidarity between the two Parties, two States and people of the two countries, and at the same time sends a strong message about the close, pure and lasting bond between Vietnam and Laos in all circumstances.
Third, 2025 is a year of special significance for both countries as they celebrate many major holidays: the 95th anniversary of the founding of the Communist Party of Vietnam, the 80th anniversary of the National Day of the Socialist Republic of Vietnam, the 135th anniversary of the birth of President Ho Chi Minh and the 50th anniversary of the Liberation of the South and National Reunification of Vietnam; the 70th anniversary of the founding of the Lao People's Revolutionary Party, the 50th anniversary of the founding of the Lao PDR, and the 105th anniversary of the birth of President Kaysone Phomvihane.
In the context that each Party and each country is actively and successfully implementing the Party Congress Resolution and high-level bilateral agreements, the visit has even more strategic significance, contributing to consolidating political trust, enhancing comprehensive cooperation and opening up new cooperation directions between the two countries in the new development period.
Fourth, the visit is not only an annual high-level diplomatic activity, but also a vivid symbol of the great friendship, special solidarity and comprehensive cooperation between Vietnam and Laos, Laos and Vietnam, a rare relationship in the history of world relations. The visit affirms the determination of the two Parties and two States to continue to preserve, nurture and develop this exemplary relationship for peace, stability and sustainable development of each country and the whole region.
Through this important visit, Vietnam and Laos once again affirmed that the great friendship, special solidarity and comprehensive cooperation between Vietnam and Laos, Laos and Vietnam will forever be green and everlasting, in accordance with the wishes and sacred teachings of the great President Ho Chi Minh, President Kaysone Phomvihane and beloved President Souphanouvong.

During this visit to Laos, what exchanges and discussions are expected to take place between the two sides to continue fostering and deepening the traditional friendship, special solidarity and comprehensive cooperation between Vietnam and Laos, Ambassador?
It is expected that General Secretary To Lam will hold talks with Lao General Secretary and President Thongloun Sisoulith, and meet with all senior Lao leaders to discuss the situation of each Party and country, as well as international and regional issues of mutual concern. It is expected that the two sides will focus on discussing a number of major issues to further enhance the great friendship, special solidarity and comprehensive cooperation between Vietnam and Laos, namely:
Firstly, continue to enhance political trust, maintain high-level delegation exchanges between the two Parties, two States, ministries, sectors and localities; at the same time, improve the effectiveness of bilateral cooperation mechanisms, contributing to orienting and promoting comprehensive cooperation between the two countries.
Second, promote economic, trade and investment cooperation in an increasingly practical, effective and sustainable manner; focus on developing infrastructure, energy, telecommunications and logistics connectivity, facilitating the circulation of goods, services and people-to-people exchanges; and at the same time encourage businesses of the two countries to expand cooperation and exploit the potential of each side's market.
Third, strengthen cultural and educational cooperation and people-to-people exchange, thereby deepening the close bond and loyalty between the two peoples.
Fourth, the two sides continue to closely coordinate in the fields of defense, security and foreign affairs to ensure political stability and border security, jointly maintain peace, cooperation and development; and at the same time, strengthen coordination at regional and international forums.
During the visit, the two sides are expected to sign a number of important cooperation documents, opening up new cooperation directions in line with the development requirements of each country and the common interests of the two peoples, continuing to deepen the special Vietnam-Laos relationship in the new situation.
It can be affirmed that the contents of the exchanges and results achieved during this visit will be a solid foundation for the two countries to continue to overcome difficulties and challenges together, accompany each other in the cause of protecting and developing the country, and actively contribute to peace, friendship, stability and development in the region and the world.

In the context of complicated developments in the regional and world situation, according to the Ambassador, what should Vietnam and Laos do to continue to preserve, consolidate and further develop the special, loyal and steadfast relationship between the two Parties, two States and peoples?
The Vietnam-Laos relationship is an exemplary, loyal, pure, and rare relationship in international relations, formed long ago and tested in the flames of war through the long-term struggles for national liberation of each country and increasingly strengthened in the cause of building, protecting, and developing the country of the two peoples. In the context of the world and regional situation having many rapid, complicated, and unpredictable developments, along with the great impact of the Fourth Industrial Revolution and deep international integration, preserving and promoting the special Vietnam-Laos relationship is more strategic and urgent than ever.
In my opinion, to continue to consolidate and develop the great friendship, special solidarity and comprehensive cooperation between Vietnam and Laos in the new period, the two countries need to focus on the following major priorities:
Firstly, the core is to maintain and constantly consolidate the political and ideological foundation of the special relationship. The two Parties need to continue to deepen their ties in guidelines and ideals, increase the sharing of leadership and management experiences, and jointly protect the fundamental values of socialism that the two countries pursue. At the same time, it is necessary to promote education on the tradition of special solidarity and friendship between Vietnam and Laos for cadres, party members and people, especially the young generation of the two countries, so that the spirit of solidarity, loyalty and steadfastness is always inherited and shines through each generation.
Second, the two countries need to maximize their cooperation resources, taking effectiveness and practical benefits for the people as the measure. In the new context, cooperation is not only limited to traditional economic, trade and investment projects, but must also be expanded to digital transformation, renewable energy, innovation, science and technology and green development. These are new areas that can create momentum for growth, while at the same time more closely linking the economies of the two countries, helping Vietnam and Laos develop sustainably and self-reliantly.
Third, it is necessary to attach importance to the human factor and enhance people-to-people exchanges. This is the strong bond, the “soul” of the special Vietnam-Laos relationship. The two sides need to continue to focus on expanding cooperation in education and training, creating conditions for cadres, young party members, youth, students and pupils of the two countries to connect, exchange, study, grow together, and become “people’s ambassadors” to continue the precious tradition that previous generations have worked hard to cultivate.
Fourth, in the volatile international environment, the two countries need to strengthen coordination of stances, trust and support each other at regional and international forums, especially within ASEAN and the Mekong sub-regional mechanisms, thereby jointly protecting common interests and contributing to peace, stability and sustainable development in the region.
As the senior leaders of the two Parties and two countries have affirmed , "No force can divide the Vietnam-Laos relationship . " This is a strong affirmation of the will and determination of the two Parties, two States and peoples of the two countries in preserving and developing the special Vietnam-Laos, Laos-Vietnam relationship forever green and everlasting.
I deeply believe that, with the tradition of special solidarity, strong political trust and consensus of the two peoples, Vietnam and Laos will continue to stand side by side, develop together and become rich, making positive contributions to peace, friendship, cooperation and development in the region and the world.
