The workshop was attended by more than 100 delegates who are officials, experts, scientists , and researchers from domestic and foreign agencies and organizations such as the Legal and Technical Committee , central and local ministries/sectors, universities, and research institutes in the field of law and marine scientific research.

Speaking at the opening of the Workshop, Deputy Foreign Minister Nguyen Minh Hang emphasized the important role of the Seabed Authority (ISA) and the Legal and Technical Commission (LTC) in managing and promoting responsible, efficient and sustainable use of resources in the Area in accordance with the provisions of the 1982 United Nations Convention on the Law of the Sea, the “Constitution of the Ocean”.
These bodies not only help to apply the principle of common heritage of mankind, but also implement a balanced approach between exploitation and conservation, facilitate equitable benefit sharing, enhance marine scientific research and enhance responsibility for environmental protection in the Area.

Referring to some outstanding works of the Legal and Technical Committee (such as issuing recommendations on environmental impact assessment of mineral exploration activities in the Region), the Deputy Minister highly appreciated the professional work and important role of the Committee 's experts in helping ISA perform its tasks, especially in the context of seas and oceans facing many major challenges.
In addition, Vietnam has increasingly participated proactively, actively and made substantial contributions to the work of ISA and LTC, having held the position of a member of the ISA Council and having an expert (Associate Professor, Dr. Dao Viet Ha) who is currently a member of the Legal and Technical Committee .

Speaking at the Workshop, Associate Professor Dr. Dao Viet Ha expressed his respect and appreciation for the role and practical contributions of the Committee in the past time, thanks to which ISA has completed its tasks effectively and responsibly, especially in the work of protecting the marine environment and promoting the sustainable use of ocean resources. Associate Professor Dr. Dao Viet Ha is proud to be a member of the Committee and pledges to continue to actively and proactively contribute to the Committee 's work.
During the discussion sessions, speakers and delegates discussed the role and contributions of the Commission and other international agencies in protecting and preserving the marine environment, assessed recent developments and their impact on the work of the LTC, and discussed the role of Vietnam.
Information about the Legal and Technical Committee The Legal and Technical Commission (LTC), a subsidiary body of the Seabed Authority (ISA), is a body of experts nominated by ISA members and elected by the ISA Council to carry out assigned tasks. The current LTC consists of 41 members from 41 different countries from all regions of the world, elected in 2022 for a 5-year term starting January 2023. This agency exercises regulatory functions over the exploration and exploitation of non-living resources of the seabed and its subsoil beyond national jurisdiction, known as the Area, where resources enjoy the status of “common heritage of mankind” and are equitably shared among countries. |
